Digital training programmes for TVET trainers in Ethiopia
The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. The service package includes (based on preliminary information): • design and delivery of the training programme and implementation plans in cooperation with national stakeholders and EDUFI • design and production of an open online course on foundations of digital and learner-centred pedagogy • facilitation of trainings, workshops, mentoring and peer-learning activities • assessment of teachers’ competences and certification • strengthening of institutional capacity for the sustainable implementation of digital TVET education • management of travel costs and daily allowances for training participants. The procurement will be implemented in several regions of Ethiopia and will support broader national objectives related to education, employment and digitalisation, as well as the priorities of EU and Finnish development cooperation. The aim of the contract is to regulate legal and practical conditions regarding the procurement of a place in residential and care services with rehabilitation for persons with mental health failures and any additional problems. The service shall provide a complete tender in the form of a residence with 24 hour care services, as well as relevant employment. Request for Tenders for the provision of a PEACEPLUS Shared Narrative, Storytelling Project
A Shared Narratives Storytelling cross border Project that brings together diverse, divided and often overlooked groups in society to hear their stories related to the conflict and to celebrate the insight and understanding their perspective and experience brings to wider society. Within this project there are four core elements that together blend into this cohesive PEACE building project namely Element 1: Building on the Aftermath; Element 2: Focus on Women; Element 3: Education and Young People Element 4: Ex-political prisoners and security forces. All four elements of the project must be delivered. The aim of the project is to bring about behavioural and attitudinal change in the participants. The project will enhance the capacity of 1,100 participants to form effective and sustainable relationships with others from different backgrounds (behavioural change), using the different art genres as the storytelling medium (film, music, song, poetry/prose, theatre and photography, education). The project duration is two years and the budget is €371,400 (VAT inclusive). The project will entail 10-20 hours of meaningful and purposeful engagement for participants (hours will vary according to each of the above elements). The project will promote understanding, encourage further engagement, strengthen integration and reconciliation, build cohesion with and towards those from different target groups (attitudinal change). The Norwegian Environment Agency has a broad assignment portfolio and responsibility to follow up the government's policy on climate and nature. The work is characterised by complex problems, which require good digital solutions and work forms that support exploration and learning. We have, therefore, been working on IT product development in multi-disciplinary teams for several years and would like to work more structured with product orientation. Last year we started work to strengthen competence and culture related to product orientation in the organisation. The work has so far consisted of mapping the need and development of a competence raising concept with measures that hit the entire organisation and specific roles connected to our product teams. Parallel, we explore what is best practice for us and how we can increase value creation. This includes establishing an enabling team to assist the teams and the rest of the organisation, as well as contributing to a joint management rhythm for better performance management, cross-team collaboration and better resource distribution.

GIZ is seeking to contract an international service provider to deliver "Technical support for bio-diversity conservation and the well-being of populations in Côte d'Ivoire". The contracting party will be in charge of achieving the following four major outputs : The service provider will be responsible for implementing output 1 in the Bossématié region. To improve regional planning and management of natural resources, it will support the establishment of a multi-stakeholder platform and provide technical assistance. To ensure the sustainability of the action, the platform will be managed by a local decentralized authority such as the Indénié-Djuablin region. The contracting party will also provide support for the Regional Council of Indénié-Djuablin in natural resource management planning. To achieve this, structuring activities, such as the participative preparation of a land-use plan (spatial plan with land use, monitoring of forest cover etc.), the operational development planning (aka "green planning") and the implementation of a geoportal, at regional and/or departmental level, will be focused. On a local level, the service provider will assist communities and local authorities in the process of implementing local agreements in areas bordering the Bossématié nature reserve. Local agreements will be a key element in the sustainable management of natural resources and the protection of biodiversity. Once they have been negotiated, action plans will be drawn up, which will provide a framework for all measures implemented with the support of the project, particularly in the areas of agriculture, biodiversity and reforestation. Regarding output 2 "Management of protected areas", the service provider will strengthen capacities of the conservation authority OIPR to improve their biomonitoring and surveillance systems, climate change adaptation, complaints management procedures and management of marine protected areas. Furthermore, local authorities, public institutions and private individuals will be supported in their efforts to preserve forests or Other Effective Area-based Conservation Measures (OECM). This includes the creation of voluntary nature reserves and ecological corridors between protected areas and other natural or semi-natural areas. While the activities in favour of the reinforcement of ecological connectivity are limited to the Bossématié region, assistance to OIPR will be provided in all project regions. The service provider will also implement output 3 "Agroecological innovations and agroforestry" in the Bossématié region. In order to establish agroecological production systems, it will first provide technical support to local communities in identifying and developing agroecological production sites. Thereafter, the service provider will design and implement an extensive program of awareness-raising and technical and organizational capacity-building to launch agroeco-logical production in these selected sites and to promote agroecological processing. Emphasis will be placed on the interests of women and women's cooperatives. The contracting party will also support the development of agroforestry in rural communities in the Bossématié area. By responding to the need for reforestation, agroforestry rehabilitation of riverbanks, income diversification, improved soil fertility and zero deforestation cocoa farming, this package will build the technical capacity of farmers and local service providers in terms of agroforestry innovations. Contributing to output 4, the service provider will strengthen the capacities of regional and national actors in terms of biodiversity protection. In collaboration with relevant state entities, it will provide specialised expertise to communities and forest or reserve managers to help them leverage biodiversity and climate finance mechanisms such as payments for ecosystem services (PES), carbon markets or the Green Climate Fund. To do so, the feasibility of PES projets is evaluated and technical guidance is provided to project owners throughout all stages of project development, up to the finalisation of financing agreements. Furthermore, the service provider will assist relevant state institutions to implement and monitor the NDCs in the AFOLU sector and to further operationnalize the existing agroforestry MRV system, including the dissemination of emission reduction results on the dedicated platform.

The 22 july centre invites tenderers to participate in a market dialogue before the planned procurement of a digital partner. The aim of the market dialogue is to obtain input from the market on how the centre ́s total need for digital services can best be covered, including whether the market can deliver a comprehensive solution through one supplier, possibly with the use of sub-suppliers, or whether the need should be divided up. The 22 july centre is a national memorial and learning centre under the Ministry of Education and Research. The centre is facing several development processes connected to digital communication, teaching, communication and security. The need includes i.a. management and further development of the existing website, digital teaching systems, technical operations and security, monitoring and stand-by, communication services as well as the implementation of a new visual profile. The market dialogue will be carried out through a written input note, and individual tenderers may be invited to one-to-one meetings.
