The Norwegian Environment Agency has a broad assignment portfolio and responsibility to follow up the government's policy on climate and nature. The work is characterised by complex problems, which require good digital solutions and work forms that support exploration and learning. We have, therefore, been working on IT product development in multi-disciplinary teams for several years and would like to work more structured with product orientation. Last year we started work to strengthen competence and culture related to product orientation in the organisation. The work has so far consisted of mapping the need and development of a competence raising concept with measures that hit the entire organisation and specific roles connected to our product teams. Parallel, we explore what is best practice for us and how we can increase value creation. This includes establishing an enabling team to assist the teams and the rest of the organisation, as well as contributing to a joint management rhythm for better performance management, cross-team collaboration and better resource distribution.

NRK currently has a partnership agreement for such consultancy, but is now considering a new contract to ensure that we are up-to-date on what is offered in the market. As a part of this work, we would like to explore the possibility room and obtain knowledge that can highlight how such services can best be organised to support our needs. Mobile development partner
Purpose Norsk Tipping would like mobile partners who shall contribute with the necessary competence and capacity to develop attractive and responsible user journeys in a quality good way. The mobile partners shall also contribute to building the competence Norsk Tipping needs for the future. Mobile is the company's most important customer channel. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. In order to achieve this, Norsk Tipping has a mix of product development areas consisting of what can be defined as a "value stream team" (e.g. the product development area for sports), and areas with "platform" and "enablement-team" (for example Platform: Whole and Frontend). Multi-disciplinary skills in the areas shall be sufficient to define problems/possibilities and systems, develop and further develop them, in order to raise the value and quality of their product. In order to strengthen the disciplines, practice partnerships are used, and challenges and solutions are encouraged to share trade related questions with others within their profession. This is how Norsk Tipping creates value through cross-discipline and professional competence, and contributes to the professional environment developing over time. In order to ensure a necessary minimum of coordination and coordination between product development areas and other environments, we have common rituals such as; · Joint planning for tertial. Norsk Tipping currently has a strong internal professional environment for mobile development, with competence in development for iOS and Android, with an emphasis on iOS. Experience in the environment spans from one to over 15 years. The contracting authority also has a strong internal UX environment with competence on both web and mobile, of which the web is prominent. In addition the company has testers and test developers. The quality in Norsk Tipping shall be integrated in the work and applies for all phases of product development. The contracting authority must deliver in accordance with different standards. In Platform: Hele og Frontend (P:HF) has Norsk Tipping strategic app competence through the area management, with product development manager, tech lead/team architects. Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform. Professional development and practice partnerships shall support this across. Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.

Technical Assistance to the Project Management Unit of the Ministry of Environment and Physical Planning
In 2022, a Financial Agreement was signed between the EIB and the Ministry of Finance of Republic of North Macedonia for the implementation of the project “MUNICIPAL WATER INFRASTRUCTURE NORTH MACEDONIA” for the construction and rehabilitation of water supply and sewerage systems, construction of drinking water and wastewater treatment plants, and construction of flood protection systems in the entire territory of NMK. The value of the loan from EIB is 50 MEUR. The project for the improvement of municipal water infrastructure in NMK is ongoing, and implemented by the Ministry of Environment and Physical Planning (MoEPP), with all 80 municipalities in NMK serving as the final beneficiaries. MoEPP has established a Project Management Unit (PMU) consisting of staff employed by the Ministry. The PMU has a role of managing the performance of the Project Implementation Unit (PIU), which has been established to carry out the preparation and implementation of projects. Preparation and implementation of sub-projects has been ongoing since 2023. The Consultant is expected to provide technical assistance to the MoEPP with regard to project preparation and project implementation.
