The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. The service package includes (based on preliminary information): • design and delivery of the training programme and implementation plans in cooperation with national stakeholders and EDUFI • design and production of an open online course on foundations of digital and learner-centred pedagogy • facilitation of trainings, workshops, mentoring and peer-learning activities • assessment of teachers’ competences and certification • strengthening of institutional capacity for the sustainable implementation of digital TVET education • management of travel costs and daily allowances for training participants. The procurement will be implemented in several regions of Ethiopia and will support broader national objectives related to education, employment and digitalisation, as well as the priorities of EU and Finnish development cooperation. The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. Implementation partners: MoLS, Regional TVET Bureaus, private sector companies and associations, TVET colleges and any other relevant TVET stakeholders.

Benin has a young population of 13.4 million, with an annual demographic growth rate of 2.7% (2022). 42% of the population is under 15 years old, and every year, approximately 200,000 young people join the labour market. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024). The German Federal Ministry for Economic Cooperation and Development (BMZ) is supporting Benin in reforming its vocational training system through the Promotion of Vocational Training Project (ProFoP). This project aims to improve the institutional framework for vocational training aligned with the local economy's needs. It encourages systematic cooperative relationships between state structures responsible for vocational training and the private sector, and pilots cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training to increase opportunities for decent employment and secure income, particularly for women. The project, initially implemented from 06/2021-05/2024, has been extended until December 2027 with co-financing from the European Union. The objective remains improving the institutional framework for formal vocational training geared to private sector needs. The project is structured around four main outputs: Output 1: Strengthen the steering and implementation capacities of public vocational training institutions by involving private sector structures. Improved governance and steering capacities will enable the Ministry of Secondary, Vocational and Technical Education (MESTFP) to design frameworks to promote demand-driven vocational training in dialogue with the business sector and other ministries. Output 2: Improve cooperation mechanisms between state and private-sector players in dual vocational training. Output 3: Pilot dual vocational training in sectors such as renewable energy, agriculture, and IT, with parts of the training conducted in companies. Output 4: Enhance career guidance, training support, and integration measures for young people, particularly women and disadvantaged groups. Digitalisation is integrated across all the project"s outputs, notably through: - Strengthening the digital skills of players at the macro, meso, and micro levels . - Integrating digital solutions into career guidance, vocational training delivery, and labour-market integration services. - Promoting innovative approaches to support partner countries in shaping structural change and adapting the TVET systems to the future of work. - Providing self-paced e-learning courses on inclusive teaching skills for TVET teachers, focusing on digital accessibility in education and creating accessible digital products and online learning sessions. Description of Services Objective and indicators The contractor will support the development and integration of digital contents and solutions in designing and delivering vocational training courses across all four outputs of the project. The contractor will contribute to achieving the following indicators: Module Indicator 2: 555 companies supported by the module will take on the training function in their own company. Module Indicator 3: 2,100 apprentices out of 3,000 (70%), including 630 women (40%), will find a job within six months of completing their training. Output Indicator 1.2: 100 representatives, including 30 women, from MESTFP and the private sector, will confirm they are very good or good at applying the knowledge acquired to implement the vocational training reform. Output Indicator 2.2: 750 companies, including 225 women-led companies, will improve their capacity to train apprentices in-house.

Request for information - Uniform and occupational footwear
Norwegian Police Shared Services (Norwegian abbreviation PFT) is issuing this Request for Information (RFI) on behalf of the National Police Directorate and the Ministry of Justice and Public Security. PFT is responsible for strategic procurement within the police sector, aiming to provide suitable products and services to the Norwegian Police, the Norwegian Correctional Service, and Norwegian Customs.
