The purpose of this Framework Contract is to enhance border checks capabilities through the provision of stationary document readers, accompanied by comprehensive warranty, training, and maintenance support. This acquisition aims to support Frontex's efforts to strengthen border checks and law enforcement cooperation in targeted regions, providing the necessary tools and expertise for effective and efficient operation of document reading systems. All details are specified in the Technical Specifications chapter and Tender Specification document. Technical capacities of Western Balkan partners to conduct border checks and border surveillance are increased The following activities will be implemented under output 2.2: 2.2.1 Coordination of equipment donation among EU actors and Member States To avoid overlaps with deliveries of other border management equipment funded by the EU, Frontex will organise regular exchanges at working-level with the Commission, Member States and the EU Delegations on equipment needs, as well as to ensure close coordination of planned supplies. This will be done via regular exchanges, in particular with relevant beneficiaries prior to any equipment being purchased and supplied. 2.2.2 Procurement of technical equipment for border checks In parallel to the rollout of training, Frontex will, in consultation with its Wester Balkan partners and based on its expertise on state-of-the-art technology, procure technical equipment to improve the border checks’ performance. These might include videoscopes, detectors, portable ID readers and other devices allowing for more efficient check-ups of vehicles, goods and people. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation. 2.2.3 Procurement of technical equipment for border surveillance By the same token as for border checks, Frontex will procure equipment for border surveillance. This might include googles, binoculars, infrared cameras, etc. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. The contract shall coordinate with national experts to consolidate knowledge transfer and provide effectiveness of the project targeted objectives

The development and implementation of a Monitoring, Evaluation and Learning (MEL) Framework for the AU Data Policy Framework is the subject of this tender. Under the supervision of the ISD of the AU Commission"s Infrastructure and Energy Department, this framework is expected to support the AU Commission, RECs and AU Member States in tracking progress on the implementation of the DPF, evaluating achievements with regards to its goals and objectives, reviewing implementation strategies and following-up with policy recommendations and learning opportunities on national, regional, and continental levels. The development of the MEL framework includes the validation of appropriate indicators as well as the identification and implementation of suitable digital tools for tracking the performance and impact of the DPF. The assignment will be conducted in coordination with experts from ISD, the AU Data Governance Committee and GIZ's DataCipation team. The planned procurement of the MEL Framework for the AU DPF entails the following components: Conceptualisation of MEL framework, establishment of tools for data collection and visualization, development of training material, conducting capacity trainings for AU Member States, as well as provision of technical support during data collection and adjustments to digital tools/dashboards.
