Provision of a Case Management System and Reporting Solution for Fiosrú
Fiosrú requires a modern platform that not only supports the management of cases but also strengthens the organisation's ability to meet its strategic priorities of dealing with complaints in a timely, efficient and effective manner as well as promoting confidence in the process for resolving complaints and in investigations. The procurement of a new CMS is a foundational part of Fiosrú’s Digital Roadmap whereby it is intended that digital and data systems will be used to drive secure, efficient and innovative delivery with the goal of being digital by default. The CMS will serve as the main platform for the Complaints and Investigations Directorate which currently comprises of circa 100 staff. However, other business units which form part of the Administration Directorate such as the Statutory Review Unit, the Legal Services Unit and the Data Protection Unit will also access and use the CMS and will require separate and distinct workflows. Fiosrú has adopted a hybrid working model with the majority of staff based in Dublin with offices also in Cork and Longford. Investigative staff, due to the nature of their work, frequently work in the field conducting enquiries.

Provision of Vehicle Leasing and Fleet Management Services for Dublin Port
Dublin Port wishes to establish a single party framework agreement for the provision of vehicle leasing and fleet management services. In order to achieve commitments to operational continuity, safe and sustainable port-city relations and compliance with the requirements of the Clean Vehicle Directive, Directive (EU) 2019/1161, Dublin Port Company require the services of a suitably qualified and experienced fleet management company. Requirements will include disposal/recycling of the existing light commercial and passenger car vehicle fleet within the next 2 years and replace with an energy efficient EV, or alternative clean vehicle, LCV/passenger car equivalent. In addition, future management, replacement and disposal of the retained vehicle fleet is a requirement. The replacement interval/timings will be based on the priorities as per table below. The Contracting Entity currently operates a fleet of 24 vehicles which include passenger vehicles and light commercial vehicles which are currently owned and management in-house. The current vehicle fleet operates between 07.00 hours and 19.00 hours, within the confines of the Dublin Port estate the majority of the time, however on occasion may be required to travel outside of the port boundaries to facilitate working requirements (Dublin Inland Port, etc.). Voluntary Ex Ante Transparency Notice for Direct Award of Contract Agreement for Mobile data SIM cards providing secure wireless mobile data connectivity for traffic signals on existing APN infrastructure.
Dublin City Council gives notice to invoke Article 32.2 (b)(ii) of Directive 2014/24/EU which allows for use of the negotiated procedure without prior call for competition where the works, supplies or services can be provided only by a particular economic operator where competition is absent for technical reasons. A contract will be awarded to Vodafone Ireland for a period of one year with the option to extend for three further one year periods, for the provision of managed mobile data connectivity services to support the operation of Dublin City Council’s traffic signal network. The scope of the contract includes the supply, activation, management, and ongoing operation of mobile data SIM cards installed within traffic signals across the city. These SIM cards provide secure and resilient wireless communications between on street traffic signal infrastructure and the central Traffic Management System, enabling real time traffic signal control, monitoring, configuration, fault detection, and operational management. Mobile data connectivity is used both as a primary communications method at locations where fixed line connectivity is unavailable or unsuitable, and as a resilient backup or failover solution operating alongside fixed line services to ensure continuity of traffic signal operations in the event of network outages or faults. The service operates within an existing private Access Point Name (APN) architecture integrated with the Council’s traffic management systems and security infrastructure, supporting mission critical, always on communications for the traffic signal network. The value of the contract is €640,320 ex VAT.

Call for Expressions of Interest - Contract for the Provision of Car Parking Facilities
The Contracting Authority intends to appoint a suitably-qualified and experienced economic operator to provide it with access to offsite car-parking facilities. The successful economic operator will be remunerated for the provision of the facilities in question by way of recurring payments under a service contract. The Contracting Authority requires access to approximately 500 car-parking spaces within a radius of five kilometres of its main campus. It is a highly desirable requirement that the successful tenderer has the capacity to make an additional 500 car-parking spaces available during the currency of the contract. The spaces may be located on one site, or across multiple sites. In the event that the spaces are located across multiple sites, the Contracting Authority has a distinct preference for sites that are distributed and located in a manner that will enable the efficient transfer of staff between the sites and the Contracting Authority’s campus. The successful tenderer will assume responsibility for any design and construction activities necessary to develop the facilities prior to use by the Contracting Authority’s staff. In this regard, the successful tenderer shall engage any necessary design and construction professionals, shall procure and manage all necessary design and construction work and shall assume responsibility for discharging all statutory obligations associated with any initial development of the facilities. In accordance with Article 10(a) of Directive 2014/24/EU, as the subject-matter of this competition ultimately concerns the acquisition of land for subsequent utilisation by the Contracting Authority, this competition does not fall under the scope of the public procurement regulations. Nonetheless, on a voluntary basis, and in order to ensure transparency and contractual certainty, the Contracting Authority is advertising this opportunity via the Irish Government’s Procurement Opportunities Portal (www.etenders.gov.ie). Additionally, the Contracting Authority is employing an award procedure analogous to the competitive procedure with negotiation (as described by Article 29 of Directive 2014/24/EU) in order to award this contract.
