Ausschreibungsbeschreibung
The Contracting Authority intends to appoint a suitably-qualified and experienced economic operator to provide it with access to offsite car-parking facilities. The successful economic operator will be remunerated for the provision of the facilities in question by way of recurring payments under a service contract. The Contracting Authority requires access to approximately 500 car-parking spaces within a radius of five kilometres of its main campus. It is a highly desirable requirement that the successful tenderer has the capacity to make an additional 500 car-parking spaces available during the currency of the contract. The spaces may be located on one site, or across multiple sites. In the event that the spaces are located across multiple sites, the Contracting Authority has a distinct preference for sites that are distributed and located in a manner that will enable the efficient transfer of staff between the sites and the Contracting Authority’s campus. The successful tenderer will assume responsibility for any design and construction activities necessary to develop the facilities prior to use by the Contracting Authority’s staff. In this regard, the successful tenderer shall engage any necessary design and construction professionals, shall procure and manage all necessary design and construction work and shall assume responsibility for discharging all statutory obligations associated with any initial development of the facilities. In accordance with Article 10(a) of Directive 2014/24/EU, as the subject-matter of this competition ultimately concerns the acquisition of land for subsequent utilisation by the Contracting Authority, this competition does not fall under the scope of the public procurement regulations. Nonetheless, on a voluntary basis, and in order to ensure transparency and contractual certainty, the Contracting Authority is advertising this opportunity via the Irish Government’s Procurement Opportunities Portal (www.etenders.gov.ie). Additionally, the Contracting Authority is employing an award procedure analogous to the competitive procedure with negotiation (as described by Article 29 of Directive 2014/24/EU) in order to award this contract. Economic operators are advised, however, that as this competition is not subject to the public procurement regulations, the Contracting Authority shall be entitled to avail of a degree of procedural flexibility when conducting this competition.

Single Supplier Framework for the Provision of Multi- Disciplinary Design Services for Bus Depots- PQQ stage
The National Transport Authority (the “Authority”) is seeking an experienced MultiDisciplinary Design Services Partner (“MDDSP”) to provide Multi Disciplinary Design Services for Bus Depots under a single supplier Framework Agreement. The services shall cover all the phases of the delivery of new and/or enhanced bus depot facilities, to support the operation of public bus services in Ireland from concept design/site selection/due diligence/planning all the way through to oversight of construction works. National policies and strategies for the decarbonisation of the transport system includes plans to significantly expand bus services and transition the bus and coach fleet away from diesel fuelled buses to zero emission technologies. In order to support both the expansion and transition to zero emission buses, it is necessary for the Authority to consider the supporting bus depot facilities that are required to deliver an efficient and effective bus system. The current level of bus depot provision will require significant expansion. It will be necessary to ensure adequate provision of electric charging infrastructure at depot locations while also considering the appropriate location of depots to reduce the impact of out of service mileage on the operation of electric bus fleets. It is intended that the Framework Agreement shall be in place for an initial period of four (4) years with the option for the Authority to extend on an annual basis for up to two (2) additional years. The estimated value of this Framework Agreement is €45,000,000. The maximum value of this Framework Agreement is €60,000,000. The contracting authority invites tenderers to a competition for the establishment, operation and maintenance of 24 hour resting place(s) along the E18 stretch Asker-Sande. The driving distance from the E18 to the entrance for the actual 24 hour resting place shall be a maximum of 2 km. The contracting authority needs approx. 100 placement places on the stretch. It may be necessary to enter into a contract with several tenderers and/or divide the procurement into different sub-contracts. Each individual 24 hour resting place shall as a minimum have parking places for 15 wagon trains and shall include a service facility with toilets, showers, living rooms and charging stations. Otherwise, the 24 hour resting place shall fulfil the shall-requirements listed in point 3.2. The Contracting Authority prefers large 24 hour resting places and 24 hour resting places that are located on the stretch between Asker-Drammen. The 24 hour resting place shall be ready for opening by 01.09.2027 at the latest and the contract will be valid for ten years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years. The contracting authority will set up a scheme with payment for annual rent, which shall include establishment, as well as operation and maintenance of the 24 hour resting place.
