Dublin City Council gives notice to invoke Article 32.2 (b)(ii) of Directive 2014/24/EU which allows for use of the negotiated procedure without prior call for competition where the works, supplies or services can be provided only by a particular economic operator where competition is absent for technical reasons. A contract will be awarded to Vodafone Ireland for a period of one year with the option to extend for three further one year periods, for the provision of managed mobile data connectivity services to support the operation of Dublin City Council’s traffic signal network. The scope of the contract includes the supply, activation, management, and ongoing operation of mobile data SIM cards installed within traffic signals across the city. These SIM cards provide secure and resilient wireless communications between on street traffic signal infrastructure and the central Traffic Management System, enabling real time traffic signal control, monitoring, configuration, fault detection, and operational management. Mobile data connectivity is used both as a primary communications method at locations where fixed line connectivity is unavailable or unsuitable, and as a resilient backup or failover solution operating alongside fixed line services to ensure continuity of traffic signal operations in the event of network outages or faults. The service operates within an existing private Access Point Name (APN) architecture integrated with the Council’s traffic management systems and security infrastructure, supporting mission critical, always on communications for the traffic signal network. The value of the contract is €640,320 ex VAT.

Dublin City Council is seeking to award a Contract for the Finglas Village Improvement Scheme Dublin City Council aims to enhance the quality of life for its residents by developing an integrated Active Travel Network. This comprehensive network is designed to foster connections among individuals via pedestrian pathways, segregated cycle provision, and other environmentally friendly transportation alternatives. The enhancement of accessibility and interconnectivity for people walking, wheeling and cycling within this network is anticipated to play a pivotal role in mitigating carbon emissions originating from transport activities. The council’s objective is to augment the existing 40km network into a seamlessly connected 314km network spanning the entire city. The Finglas Village Improvement Scheme is one of the projects identified under this initiative. The Finglas Village Improvement Scheme (FVIS) proposes to provide public amenity improvements along with high quality walking, cycling and public transport facilities within Finglas Village and along Seamus Ennis Road (between the junction of North Road and Clune Road). The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures. Its role is primarily advisory and technical, with an emphasis on system design, standardization, and scalable solution setups rather than in-field implementation support. The DSC supports the analysis, visualization, and use of monitoring data for project steering, for example through interactive dashboards (e.g. Power BI), and advises on effective communication of results for management and partner dialogue.
