Oslo municipality, c/o the Agency for Waste and Recycling, hereafter called REG, invites tenderers to a market survey (RFI) in connection with the purchase of level meters in waste containers and containers. Level meters shall be procured and installed, primarily in surface containers and buried systems for cardboard and paper, but we also want to be able to use level meters in wheeled containers. Data from level meters shall be used for needs based emptying and route optimisation. Another relevant area of use for level meters or equivalent container mounted sensors is to be able to register the position and emptying as an alternative to RFID and vehicle mounted reading equipment. In addition we would like to figure out how data on the position of each container can contribute to "the right container being in the right place". Furthermore, we want access to route optimisation tools where data from the level meters are continually updated and used to optimise routes for collection. Framework agreement for Microsoft/Adobe licenses, license management and cloud services
Background The Agency for Building Quality (DiBK) shall procure a new framework agreement for the purpose of establishing a more centralised and standardised licence management, as well as strengthened compliance reporting for Microsoft and Adobe licences, including accompanying cloud services. The need is driven by the desire for better control throughout the entire licence life cycle, reduced risk of licence deviations and increased compliance with the current licence terms. Furthermore, the procurement shall contribute to a better overview of actual use, licence coverage and cost development, as well as strengthened documentation and traceability with internal and external audits. DiBK needs licence management and reporting to be based on relevant and updated source systems and that the system supports automated processes connected to onboarding and offboarding, ordering, changes and completions. This shall ensure that the basis for awarding and recalling licences is at all times as correct and updated as possible, and that deviations can be uncovered and handled in an efficient and verifiable manner. Description of the assignment The assignment is for the establishment of a framework agreement for the delivery of Microsoft and Adobe licences, accompanying cloud services, as well as an overall service for licence management and Software Asset Management (SAM). The framework agreement shall cover the administration and operative management of the licence portfolio, including orders, changes, terminations and ongoing follow-up of licence use. The contract shall also include standardised compliance reporting, consumption and costs, so that DiBK has a good decision basis to optimise the licence portfolio. The delivery shall support license management in relevant administration areas and services, including M365, Azure and Adobe Admin Console. Automated processes shall be facilitated for awarding and removing licences based on identity and life cycle data, as well as mechanisms that support control, certification and traceability when required. The service shall be able to collaborate with DiBK ́s central systems for identity, personnel and onboarding, ordering as well as configuration and device data (i.a. Entra ID, HR system, ITSM and relevant unit and fixture sources), so that the licence documentation and reporting are consistent, assembled and verifiable across sources. Tenderers can submit a solution proposal themselves and state which systems are supported. Tenderers shall have full delivery and operational responsibility in the contract period, including user support, error handling and escalation with the software suppliers as needed. The framework agreement shall also ensure security and management requirements for access management, logging and audit tracks, as well as principles for data storage and protection of information in the delivery. Framework agreement for advertisement services - job advertisements and notices.
Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. Description of the assignment The procurement comprises a framework agreement for the purchase, production and publication of job advertisements, announcements and equivalent announcements in relevant channels. The agreement shall cover announcements in both digital and printed areas, including relevant trade and trade media, newspapers, job portals, social media and public registers when required. The delivery shall include the necessary production support connected to the design and adaptation of advertising material, as well as the delivery of documentation of publication and available statistics/reporting for completed campaigns and indentations. Furthermore, the tenderer shall offer a web-based ordering and management system that supports ordering, approval and follow-up and which provides a total overview of status and history. This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service. Implementation of DEFINE defence accelerator for the City of Riihimäki
The City of Riihimäki (hereinafter referred to as the "Customer" or "Contracting Entity") requests your offer for the implementation of a DEFINE defence accelerator for the City of Riihimäki (hereinafter referred to as the "Service") in accordance with this offer request and its attachments. A more detailed specification of the service is provided in Annex 1. The subject of the procurement is the service production for the DEFINE defence business accelerator. The accelerator is part of the DEFINE Scaling Programme and it is partly funded by the Finnish Innovation Fund Sitra. The programme will be running 1/26 – 12/27 and four accelerator batches shall be conducted during that period including proper and professional monitoring, evaluation and learning activities. The goal of the accelerator is to strengthen the Finnish defence and dual-use ecosystem and especially enhance companies’ capacity to grow fast. Other participating cities and regions besides Riihimäki are Espoo, Oulu, Joensuu, Hämeenlinna, Forssa and Tampere. Also, Häme University of Applied Sciences and Metropolia University of Applied Sciences are partners in the programme. The DEFINE defence business accelerator refers to a comprehensive business competence development, training, and advisory service aimed at enabling rapid growth for client companies by facilitating access to financing and defence market entry. The accelerator is targeted to the needs of high-tech enterprises that can operate in both defence and civilian sectors (dual-use). Purely single use defence startups are also warmly welcomed. A strong focus and experience on the field of defence shall be shown by the potential service providers. The key chronological stages of the defence business accelerator are: the initiation phase (content planning, marketing and communication), operative phase (operating four accelerator programs mostly the same content including handling of incoming project flow, organizing applications, organizing the selection of companies and conducting the training), and the evaluation and monitoring phase. The DEFINE accelerator programs are intended to be implemented as customer and partner-oriented training programs, each lasting approximately three months (the supplier of the service may suggest other justifiable timeframes for the duration of each programme), with changing content addressing the needs of programme partners as well as the needs of the market. The programmes will be conducted during the period from spring 2026 to autumn 2027. The training programmes will be held mostly in Riihimäki DEFINE Innovation Hub. This document outlines the framework for the overall bid, which will be further detailed with the selected Service Provider according to the Customer’s (City of Riihimäki) instructions. Moreover, the City of Riihimäki carries out the DEFINE network activities in partnership with the Häme University of Applied Sciences (HAMK). Due to this, student trainees from HAMK as part of their degree contribute to the work tasks of the DEFINE Innovation Hub. Thus, the Service Provider of the DEFINE Accelerator shall note that the HAMK student trainees may contribute to DEFINE Accelerator operations (such as support and assist the selected accelerator companies, event organizing activities in Riihimäki and other supportive tasks) where seen as appropriate and when agreed with the City of Riihimäki. The City of Riihimäki values the Service Provider’s ideas, input and commitment as part of tender for connecting the HAMK student trainees with the companies selected to the DEFINE Accelerator programme. The procurement procedure is an open procedure, and one (1) Tenderer will be selected as the Contract Supplier. The Customer is not committed to buy any quantity of the services. The contract shall not include exclusive rights to supply the service described in the Annex 1. The procurement shall be conducted as a reverse procurement procedure, commonly referred to as a “French contract model,” in which the contracting authority has set a maximum price for the procurement and the comparison of tenders shall be based on qualitative criteria rather than price.
