Energy follow-up system (EOS)
Trøndelag fylkeskommune (hereafter called the Contracting Authority or TRFK) shall procure a new energy follow-up system (EOS). The current system is Optima, owned by EG Norway and delivered by Entro AS. The annual combined energy use for the properties is in the range of 35 GWh electricity and 25 GWh thermal energy. Any measurements of street lights and or charging installations will come in addition, to the degree that these will be relevant for using this service/delivery. A well-functioning energy follow-up system is decisive for obtaining an overview and control of energy use, optimising operation and uncovering deviations, comparing status and development, as well as for exercising good energy management in the form of economic and environmental operations. Likewise, it is decisive to effectively report energy use to management at different levels in the organisation or to political leadership. Equivalently, it is desirable that EOS shall contribute to an overview of the use of water on the property, waste and any manual reporting of passenger transport. As Trøndelag county is already reporting through, among other things, Miljøfyrtårn and performs complete environmental reporting, it is requested that the new product has options as described in:Automatic report energy use in each building/facility, with an option for manual input where automatic meters are missing. Automatically report water consumption in each building/facility, with an option for manual input where automatic meters are missing. Automatically report waste amounts by type/fraction, with an option for manual entry where automatic meters are missing. Show climate gas emissions in CO2 equivalents connected to the operation of each building and for the entity in total. As far as possible report passenger transport to and from each unit and entity together. Where possible it is possible to integrate with the Contracting Authority's tool for property management and be able to read/write with this system. Where possible, the Contracting Authority can extract data from EOS to its own time series server in order to use data learning/artificial intelligence on the data basis. 1-UDE-2026 procurement of a technical system for carrying out user surveys in the adult education.
PURPOSE AND SCOPE Oslo municipality would like to procure a digital system for carrying out an annual user survey, which shall be carried out by all participants in the Adult Education Service Oslo municipality. See the award letter from the City Council Department for Education for 2025, in which UDE is assigned to carry out an annual user survey for all participants in adult education. The survey shall supplement the information from the annual survey to IMDI, as well as the pupil survey, as it can be relevant for some participants in the FOV and VOV. The user survey shall be an important means for ensuring quality, legitimacy and user participation in adult education. It will give valuable insight into learning processes, educational practice and the participants ́ experience of the school environment. The measure supports the adults ́ right to participation in accordance with the Education Act § 20-1 and corresponds with the aims in the curriculum system and the Integration Act. Participants' involvement in dialogue on learning and well-being strengthens their role as active citizens. The results of the survey are intended to be part of a future quality development system and will be used in the management dialogue for the adult education at different levels. The contracting authority draws attention to the fact that the estimated value is based on previous consumption. The estimate is only a guideline and is without obligation for the Contracting Authority. The assignment is further described, including the requirement specifications, in SSA-L annex 1.

Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.
