System for cost estimation, financial management and uncertainty management in road projects.
The Norwegian Public Roads Administration would like to carry out a market survey to map which tenderers offer systems for financial management in road projects. There is a need for IT system support for areas such as cost estimation, financial project management and follow-up, uncertainty management and price bank (experience prices used for estimating future projects). The objective of the survey is to gain better insight into what systems are available in the market, how these are technically and functionally designed and which delivery models are offered. It is particularly interesting to examine if there are systems that support several or all of the above mentioned areas in one and the same system. Furthermore, we would like information on whether systems that only cover one or some of the areas can be further developed or configured so that several of the areas can be delivered in one system that safeguards all or most of the value chain. The market survey shall form the basis for any new procurement, and contribute to the Norwegian Public Roads Administration designing a competition that is well adapted to the market and at the same time cover the identified needs in an efficient and future-oriented manner.

AAMOS – Enterprise Architecture management system
Fingrid Oyj (the Client) is tendering for an Enterprise Architecture management solution delivered as a SaaS service. The Client is Fingrid and its group companies (Fingrid Datahub Oy and Finextra Oy). Data within the solution must be located and processed within the EU and EEA area. The purpose of the solution is to support the collection and structuring of Fingrid’s current‑state architecture and to enable the planning of alternative target states and the required change. The system will replace the functionalities of the current tools used for architecture modelling, architecture management and publication, and will serve as a unifying platform for managing business processes, data domains, applications, and technology. The scope of the procurement includes SaaS Software‑as‑a‑Service user licenses for Fingrid’s enterprise architecture user groups (enterprise content viewers, dashboard/report viewers, enterprise architecture admins, and content contributors), as well as the technical components required to support architecture planning, modelling, analysis, visualization and publication. Audit of the Primary Health Care Support Programme FY25/26 and FY26/27
The Royal Danish Embassy, Kenya, has entered into a contract regarding the following services: 1. Conduct financial audits of the Danida PHC programme in accordance with International Standards of Auditing (ISA) and Appendix 1 2. Plan and perform procedures related to compliance audits 3. Plan and perform procedures related to performance audits The Consultant is expected to perform audits on PHC for financial year 25/26, including spill over from 24/25 and financial year 26/27. The purpose of the audits is to confirm that Danida PHC programme funds have been used for the intended purposes, and in an efficient and economical manner in line with the financing covenants between Danida and GOK and relevant financial regulations and guidelines. The Consultant shall review and report on whether the financial statements of the funded activities present fairly, in all material respects, revenues received, costs incurred, and commodities and technical assistance directly procured under the programme for the period audited in conformity with the terms of the agreements and generally accepted accounting principles or other comprehensive basis of accounting. As such, the objective of the financial audits and performed procedures related to compliance and performance audits are: 1. To form an opinion on whether the annual financial statements are prepared, in all material respects, in accordance with established financial guidelines for reporting. 2. To enable the RDE to determine whether funds disbursed have been used in compliance with, and in all material respects with, all applicable laws and agreements covering the Danida PHC programme. 3. To enable the RDE to determine whether funds disbursed have been spent in an economical way, in all material respects, and to obtain reasonable assurance whether the systems, processes and transactions examined support the exercise of sound, transparent and accountable financial management in the administration of the funds granted by the RDE. 4. In respect of the compliance and performance audits, it is not a requirement that these be performed against any specific international standards, but Kenyan accounting principles for government expenditures must be followed, as well as International Standards for Auditing.

Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.
