Trøndelag fylkeskommune (hereafter called the Contracting Authority or TRFK) shall procure a new energy follow-up system (EOS). The current system is Optima, owned by EG Norway and delivered by Entro AS. The annual combined energy use for the properties is in the range of 35 GWh electricity and 25 GWh thermal energy. Any measurements of street lights and or charging installations will come in addition, to the degree that these will be relevant for using this service/delivery. A well-functioning energy follow-up system is decisive for obtaining an overview and control of energy use, optimising operation and uncovering deviations, comparing status and development, as well as for exercising good energy management in the form of economic and environmental operations. Likewise, it is decisive to effectively report energy use to management at different levels in the organisation or to political leadership. Equivalently, it is desirable that EOS shall contribute to an overview of the use of water on the property, waste and any manual reporting of passenger transport. As Trøndelag county is already reporting through, among other things, Miljøfyrtårn and performs complete environmental reporting, it is requested that the new product has options as described in:Automatic report energy use in each building/facility, with an option for manual input where automatic meters are missing. Automatically report water consumption in each building/facility, with an option for manual input where automatic meters are missing. Automatically report waste amounts by type/fraction, with an option for manual entry where automatic meters are missing. Show climate gas emissions in CO2 equivalents connected to the operation of each building and for the entity in total. As far as possible report passenger transport to and from each unit and entity together. Where possible it is possible to integrate with the Contracting Authority's tool for property management and be able to read/write with this system. Where possible, the Contracting Authority can extract data from EOS to its own time series server in order to use data learning/artificial intelligence on the data basis. See annex 1 with sub-annex for a more detailed description of the extent.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. Aukra municipality is the proud host municipality for the landing facility Nyhamna, one of the largest and most important energy hubs in the country. In light of the national and European energy situation, as well as the sector's restructuring over the next decade, there is now a need for a strengthened local and regional commitment around Nyhamna. In cooperation with the Energy Hub Nyhamna, it is therefore proposed to establish a three year commitment project: Energy Lift Nyhamna.It is politically decided to hire an external project manager, estimated at around 800 hours per year. It is expected that the project will need energy and market analyses, feasibility studies, R&D cooperation, as well as comprehensive communication and public relations. The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The contract and the Standard Terms will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. The contract has a maximum duration of 10 (ten) years.

Follow-up of the test attempt in Romslo tunnel
The joint project Arna-Stanghelle would like to test an alternative overall approach with new methodology to reduce the need for water and frost protection, for both roads and tracks. The aim of this is to establish suitable systems for the main tunnels, which provide less CO2 emissions than the current systems. NGI and SINTEF propose an alternative concept to widely used methods for water and frost protection in the form of water leakage control with an expanded and adapted methodology for forinjection. The project wishes to test this methodology in a test stretch in the access tunnel/transport tunnel at Romslo and Naustvika. The concept involves needs-tested forinjection with high sealing targets in combination with a shotcrete that has higher water density than ordinary rock securing shotcrete.

RFI/Market survey - procurement of level meters for waste containers and containers.
Oslo municipality, c/o the Agency for Waste and Recycling, hereafter called REG, invites tenderers to a market survey (RFI) in connection with the purchase of level meters in waste containers and containers. Level meters shall be procured and installed, primarily in surface containers and buried systems for cardboard and paper, but we also want to be able to use level meters in wheeled containers. Data from level meters shall be used for needs based emptying and route optimisation. Another relevant area of use for level meters or equivalent container mounted sensors is to be able to register the position and emptying as an alternative to RFID and vehicle mounted reading equipment. In addition we would like to figure out how data on the position of each container can contribute to "the right container being in the right place". Furthermore, we want access to route optimisation tools where data from the level meters are continually updated and used to optimise routes for collection.
