AAMOS – Enterprise Architecture management system
Fingrid Oyj (the Client) is tendering for an Enterprise Architecture management solution delivered as a SaaS service. The Client is Fingrid and its group companies (Fingrid Datahub Oy and Finextra Oy). Data within the solution must be located and processed within the EU and EEA area. The purpose of the solution is to support the collection and structuring of Fingrid’s current‑state architecture and to enable the planning of alternative target states and the required change. The system will replace the functionalities of the current tools used for architecture modelling, architecture management and publication, and will serve as a unifying platform for managing business processes, data domains, applications, and technology. The scope of the procurement includes SaaS Software‑as‑a‑Service user licenses for Fingrid’s enterprise architecture user groups (enterprise content viewers, dashboard/report viewers, enterprise architecture admins, and content contributors), as well as the technical components required to support architecture planning, modelling, analysis, visualization and publication. The procurement also includes a Delivery Project, covering the technical implementation of the system, integrations with pre-defined source systems, and the refinement and deployment of the first-phase use cases. In addition, the procurement includes Support and Advisory Services covering product support, end‑user support, and the ability to obtain expert advisory services to ensure effective system utilization. The system must also support Continuous Development, enabling Fingrid to expand, refine, and evolve its enterprise architecture practices, modelling conventions, visualizations, and integrations throughout the contract period. REQUEST FOR INFORMATION – Software solution containing tools for curriculum planning and schedule planning for Aalto University
This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service. Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. This entails a range of topics, including but not limited to ecosystem-based adaptation, nature-based solutions, biodiversity and climate mainstreaming, gender, water, forest and climate financing, deforestation-free supply chains, resource efficiency, circular economy, plastics, transformation of energy systems, and UN negotiations. Benin has a young population of 13.4 million, with an annual demographic growth rate of 2.7% (2022). 42% of the population is under 15 years old, and every year, approximately 200,000 young people join the labour market. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024). The German Federal Ministry for Economic Cooperation and Development (BMZ) is supporting Benin in reforming its vocational training system through the Promotion of Vocational Training Project (ProFoP). This project aims to improve the institutional framework for vocational training aligned with the local economy's needs. It encourages systematic cooperative relationships between state structures responsible for vocational training and the private sector, and pilots cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training to increase opportunities for decent employment and secure income, particularly for women. The project, initially implemented from 06/2021-05/2024, has been extended until December 2027 with co-financing from the European Union. The objective remains improving the institutional framework for formal vocational training geared to private sector needs. The project is structured around four main outputs: Output 1: Strengthen the steering and implementation capacities of public vocational training institutions by involving private sector structures. Improved governance and steering capacities will enable the Ministry of Secondary, Vocational and Technical Education (MESTFP) to design frameworks to promote demand-driven vocational training in dialogue with the business sector and other ministries. Output 2: Improve cooperation mechanisms between state and private-sector players in dual vocational training. Output 3: Pilot dual vocational training in sectors such as renewable energy, agriculture, and IT, with parts of the training conducted in companies. Output 4: Enhance career guidance, training support, and integration measures for young people, particularly women and disadvantaged groups. Digitalisation is integrated across all the project"s outputs, notably through: - Strengthening the digital skills of players at the macro, meso, and micro levels . - Integrating digital solutions into career guidance, vocational training delivery, and labour-market integration services. - Promoting innovative approaches to support partner countries in shaping structural change and adapting the TVET systems to the future of work. - Providing self-paced e-learning courses on inclusive teaching skills for TVET teachers, focusing on digital accessibility in education and creating accessible digital products and online learning sessions. Description of Services Objective and indicators The contractor will support the development and integration of digital contents and solutions in designing and delivering vocational training courses across all four outputs of the project. The contractor will contribute to achieving the following indicators: Module Indicator 2: 555 companies supported by the module will take on the training function in their own company. Module Indicator 3: 2,100 apprentices out of 3,000 (70%), including 630 women (40%), will find a job within six months of completing their training. Output Indicator 1.2: 100 representatives, including 30 women, from MESTFP and the private sector, will confirm they are very good or good at applying the knowledge acquired to implement the vocational training reform.
