Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. The contracting authorities need a framework agreement for consultancy services for case handling and parent supervision in the child protection service. The agreement includes consultancy services in two main areas: Case handling: The consultants shall assist the child protection service with case handling in accordance with the Child Protection Act, and can carry out assignments included in the professional and practical execution of case handling processes. This can include collecting and structuring information, assessment support, dialogue with relevant actors, document preparation, preparation of decision basis and other professional or administrative assistance that supports the child protection service's work. Parent guidance: The consultants shall provide parent guidance in accordance with the Child Protection Act and the child protection service ́s guidelines. They can plan and carry out guidance sessions, adapt content to the family's needs, contribute structure and methodology, support parents' mastery in everyday life and prepare written summaries of observations, progression and recommended further follow-up as part of the decision basis.

However, the supplier market has warned that it will take 3 years from when the contract is signed to a ferry with zero emissions of climate gases can be in operation as regards the delivery time for boats and charging infrastructure. The existing competition therefore intends to procure a temporary system for the operation of the ferry service between Haugesund and Utsira.

The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.
