The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.

Technical assistance for Support Measures – Cooperation Facility for Papua New Guinea 2025-2027
The Cooperation Facility supported by this contract is financed under the Support Measures and Cooperation Facility for Papua New Guinea (ref. ACT 62794). The overall objective of the assignment is to facilitate the implementation of EU funded programmes in Papua New Guinea by providing all necessary support to the EU Delegation (EUD) for its operations. The aim of the procurement is to strengthen the Norwegian Food Safety Authority’s development department with a content designer with CMS competency. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. The company does not currently have sufficient internal resources to fully fulfill this need. The team works multi-disciplinary and flexible, and works closely with development teams, professional environments, communication department, information security, architecture and other IT-ressurser. Provision of a Case Management System and Reporting Solution for Fiosrú
Fiosrú requires a modern platform that not only supports the management of cases but also strengthens the organisation's ability to meet its strategic priorities of dealing with complaints in a timely, efficient and effective manner as well as promoting confidence in the process for resolving complaints and in investigations. The procurement of a new CMS is a foundational part of Fiosrú’s Digital Roadmap whereby it is intended that digital and data systems will be used to drive secure, efficient and innovative delivery with the goal of being digital by default. The CMS will serve as the main platform for the Complaints and Investigations Directorate which currently comprises of circa 100 staff. However, other business units which form part of the Administration Directorate such as the Statutory Review Unit, the Legal Services Unit and the Data Protection Unit will also access and use the CMS and will require separate and distinct workflows. Fiosrú has adopted a hybrid working model with the majority of staff based in Dublin with offices also in Cork and Longford. Benin has a young population of 13.4 million, with an annual demographic growth rate of 2.7% (2022). 42% of the population is under 15 years old, and every year, approximately 200,000 young people join the labour market. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024). The German Federal Ministry for Economic Cooperation and Development (BMZ) is supporting Benin in reforming its vocational training system through the Promotion of Vocational Training Project (ProFoP). This project aims to improve the institutional framework for vocational training aligned with the local economy's needs. It encourages systematic cooperative relationships between state structures responsible for vocational training and the private sector, and pilots cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training to increase opportunities for decent employment and secure income, particularly for women. The project, initially implemented from 06/2021-05/2024, has been extended until December 2027 with co-financing from the European Union. The objective remains improving the institutional framework for formal vocational training geared to private sector needs. The project is structured around four main outputs: Output 1: Strengthen the steering and implementation capacities of public vocational training institutions by involving private sector structures. Improved governance and steering capacities will enable the Ministry of Secondary, Vocational and Technical Education (MESTFP) to design frameworks to promote demand-driven vocational training in dialogue with the business sector and other ministries. Output 2: Improve cooperation mechanisms between state and private-sector players in dual vocational training. Output 3: Pilot dual vocational training in sectors such as renewable energy, agriculture, and IT, with parts of the training conducted in companies. Output 4: Enhance career guidance, training support, and integration measures for young people, particularly women and disadvantaged groups. Digitalisation is integrated across all the project"s outputs, notably through: - Strengthening the digital skills of players at the macro, meso, and micro levels . - Integrating digital solutions into career guidance, vocational training delivery, and labour-market integration services. - Promoting innovative approaches to support partner countries in shaping structural change and adapting the TVET systems to the future of work. - Providing self-paced e-learning courses on inclusive teaching skills for TVET teachers, focusing on digital accessibility in education and creating accessible digital products and online learning sessions. Description of Services Objective and indicators The contractor will support the development and integration of digital contents and solutions in designing and delivering vocational training courses across all four outputs of the project. The contractor will contribute to achieving the following indicators: Module Indicator 2: 555 companies supported by the module will take on the training function in their own company. Module Indicator 3: 2,100 apprentices out of 3,000 (70%), including 630 women (40%), will find a job within six months of completing their training. Output Indicator 1.2: 100 representatives, including 30 women, from MESTFP and the private sector, will confirm they are very good or good at applying the knowledge acquired to implement the vocational training reform. Output Indicator 2.2: 750 companies, including 225 women-led companies, will improve their capacity to train apprentices in-house.

This Competition is for the establishment of a Single Party Framework for the provision, implementation, maintenance and support of a Learning Experience Platform (LXP) and related services using the competitive procedure with negotiation. The Learning Experience Platform (LXP) will form a key part of the IPA’s digital infrastructure, broadening and scaling digital learning across the Public Service and supporting modern, flexible approaches to capability development. Implementation of the LXP will be carried out in phased stages, prioritising a smooth migration of existing users from the current Learning Management System (LMS) before the platform is rolled out more widely across the Public Service. The contractor will provide analytical, advisory and capacity development services structured around five interlinked work packages. Work Package 1 - Analysis of Current Practice and Legal Frameworks The contractor will analyse cross-border material flows and CE-relevant product streams in ASEAN, identifying key sectors (including electrical and electronic equipment, textiles and plastics) and assessing strengths, weaknesses, barriers and opportunities. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. Activities include national gap assessments, advisory services on regulatory reforms, peer learning among AMS, facilitation of inter-ministerial coordination, and support for impact assessments and policy formulation. The objective is to develop concrete proposals for improved regulatory frameworks and national requirements. Work Package 4 - Private Sector Engagement and Public-Private Dialogue The contractor will support business associations and companies, especially women-led enterprises, to strengthen their engagement in policy processes and develop circular business models with cross-border relevance. Capacity building, matchmaking, regional exchanges and facilitation of public-private dialogues will enable the formulation of private sector recommendations for improved regulatory environments. The contractor will also support cross-border peer learning among businesses in selected ASEAN Member States. Work Package 5 - Customs Cooperation and Green Customs Technical assistance will be provided to customs authorities to enhance control and facilitation of CE-related goods and environmentally sensitive shipments. The contractor will conduct customs capacity needs assessments, deliver targeted training (including on MEAs, green customs, HS classification, and digital risk management tools), and develop recommendations to improve national customs practices and regional alignment. Particular attention will be given to Cambodia, Lao PDR and Viet Nam, while facilitating ASEAN-wide peer exchange. Across all work packages, the contractor will ensure results-based monitoring, regular reporting, coordination with GIZ and ASEAN partners, and integration of gender and conflict-sensitive approaches. The services aim to contribute directly to the development of regional and national proposals, strengthened institutional capacities, and enhanced private sector participation in trade-related aspects of the circular economy.
