Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. The competition for the agreement is planned to be announced in summer 2026

Aukra municipality is the proud host municipality for the landing facility Nyhamna, one of the largest and most important energy hubs in the country. Consultancy services for the construction disciplines - framework agreement.
Gjesdal municipality invites tenderers to a competition for a framework agreement for consultancy services in the construction disciplines in accordance with NS8402 (consultant assignment in accordance with hours used). Construction management may also be relevant in accordance with NS8403 (Construction management/project management). The contracting authority would like to use the procurement to have external competence for consultancy and engineering design services. The tenderer who is awarded the framework agreement is expected to be operative to join projects immediately after the contract has been signed. The contracting authority needs assistance with planned projects and minor management assignments. Transfer of knowledge so that the municipality can strengthen its own organisation and increase competence for similar projects in the future, is the desired effect of this framework agreement. Procurement of consultancy services for the execution of waste analyses.
PURPOSE AND SCOPE The contracting authority shall enter into a framework agreement with a tenderer for consultancy services for planning, implementing and preparing a report for waste analyses. In accordance with the Waste Regulation chapter 10a, REG is obligated to ensure the sorting and material recovery of several waste types. In order to document the sorting requirements, as well as quality requirements and the necessary costs for the collection and waste management in the manufacturer responsibility schemes, it is decisive to have an overview of the composition of the waste in REG ́s different waste streams. There can also be a need for waste analyses or other surveys in order to increase knowledge on the composition of bulky waste, household like business waste or to measure the effect of campaigns etc. The agreement has an annual expected consumption of NOK 1.5 million. The contracting authority draws attention to the fact that the estimate is based on previous consumption and the expected future need. The framework agreement has a maximum value of NOK 12 million. The estimates are only a guideline and are without obligation for the Contracting Authority.

The procurement was implemented in 2024. Due to a technical error, it was still active in Doffin until 2026. The error is now being corrected. NAV Measures Øst-Viken intends to enter into separate framework agreements for the service for 6 different service areas in NAV-Øst-Viken. Tenders can be submitted for one or several (including all) service areas. All framework agreements are for theoretical training in accordance with the current curriculum for forklift driving courses class T1-T5, as well as practical training in accordance with the current curriculum for truck class T1, T2 and T4. Requirement for proof of competence for other forklift classes than this is not included in the contracts. The framework agreements shall cover NAV offices in Øst-Viken ́s need for individual places for relevant, registered job seekers.
