Short description of the contract: The facility aims to enhance the effectiveness, efficiency, and visibility of EU-Bolivia cooperation to promote green and inclusive growth under the Global Gateway Investment Strategy (GGIS). Technical assistance for Support Measures – Cooperation Facility for Papua New Guinea 2025-2027
The Cooperation Facility supported by this contract is financed under the Support Measures and Cooperation Facility for Papua New Guinea (ref. ACT 62794). The overall objective of the assignment is to facilitate the implementation of EU funded programmes in Papua New Guinea by providing all necessary support to the EU Delegation (EUD) for its operations. A team of experts is expected to assist the EUD in achieving the above objective, with the provision of the following services (list not exhaustive): - provision of technical advice for supporting in the identification, design and implementation, monitoring, review and evaluation of programmes/projects financed by the EU with a focus on the Multiannual Indicative Programme (MIP), including Global Gateway/Joint Programming / Team Europe /, GAP III, HRBA and the EU Strategy for the Rights of Persons with Disabilities’ commitments coordination at country level; - provision of technical advice and recommendations on integrating cross cutting issues especially, human rights and gender, environment and climate change and engagement with youth throughout all development cooperation actions; - Provision of high-quality support to further enhance bilateral relationship between the EU and PNG in relevant cooperation policy dialogues and whenever necessary in the public diplomacy; - Support to Increase awareness on EU priorities and EU contribution to people’s lives in coordination with any Communication and Visibility support services contract(s) that will be ongoing.
Technical project support to BioClime
The project BioClime is working towards the implementation of the Paris Agreement and the Global Biodiversity Framework, the thematic focus of the requested services is closely tied to the Agreements and corresponding biodiversity and climate policies. A unique feature of the project is its emphasis on synergistic actions in the context of biodiversity and climate action. This entails a range of topics, including but not limited to ecosystem-based adaptation, nature-based solutions, biodiversity and climate mainstreaming, gender, water, forest and climate financing, deforestation-free supply chains, resource efficiency, circular economy, plastics, transformation of energy systems, and UN negotiations. 10001623-Technical Assistance to implement gender-responsive solid waste management / circular economy and green public spaces in India
The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. 10005680-Strengthening policy frameworks for the promotion of Gender, Inclusion and Green Skills in TVET and Employment Promotion
The module "Skills Development for Youth Employment (SKYE II)" in Nigeria is part of the programme "Training and Sustainable Growth for Decent Jobs" and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is one of a total of six modules in the development cooperation programme "Training and Sustainable Growth for Decent Jobs" and builds on the previous TC module SKYE. The module is co-financed by the Swiss Agency for Development and Cooperation (SDC). SKYE II aims to improve employment and income opportunities for Nigerian young people. To achieve this, the SKYE ll follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of technical and vocational education and training (TVET) are combined with interventions in employment services (matching, career guidance and counselling job matching and job placement, short-term trainings and labour market information). SKYE ll focuses on sectors with high employment potential by improving employability for dependent or self-employment, while promoting a favourable environment for the creation of new jobs in labour-intensive sectors and supporting the matching of labour supply and demand. The programme aims to improve employment prospects and income of the target groups through various interventions. It addresses strengthening of policy frameworks for development of demand-oriented vocational training and promotion of employment; improving the quality of vocational training; strengthening job centres and expanding the active labour market measures for employment promotion; strengthening structures for sustainable training of staff of vocational education and career counsellors; and strengthening private sector engagement in TVET. Context SKYE II builds on the impact achieved under SKYE I regarding enhancing the demand-orientation of TVET and the expansion of capacities in TVET and employment promotion. At the macro level, SKYE supports further improvement of the regulatory frameworks, which also includes establishing and strengthening cooperation between stakeholders to make change processes more efficient and sustainable. At the meso level, the Capacity Development (CD) strategy strengthens the capacities of intermediary organisations, while at the micro level, partners are supported in developing, adapting and implementing TVET and labour market policies and strategies. The project also specifically promotes the participation of women, vulnerable and disadvantaged groups at all levels. The programme directly addresses the necessary improvements regarding the quality and needs orientation of TVET and labour market services and thus access to employment. Accordingly, the module objective is - Access to the labour market for current and future trainees and job seekers in selected states of Nigeria is improved. It focuses on policy advisory related to TVET and employment promotion, strengthening the capacities of relevant structures, e.g. public-private dialogue on the macro level, further TVET teachers training, and the systemic anchoring and implementation of the occupational standards developed in selected TVET institutions, strengthening the cooperation of the institutions with the private sector, as well as support in establishment of new job centres and further development of Active Labour Market Measures (ALMM) and Labour Market Information System (LMIS). Thereby, cooperation with the private sector is key. Gender equality serves as a cross-cutting topic and plays a crucial role in all focus areas. SKYE II Target groups are TVET students, job seekers (unemployed and underemployed), who are given access to demand driven TVET and the labour market measures in the following states: Federal Capital Territory (FCT), Edo, Enugu, Lagos, Ogun and Plateau. In addition, the target groups also include graduates of skills-based training programmes and job seekers, with a special focus on women, vulnerable and disadvantaged groups who do not have equal economic participation due to poorer access to educational opportunities.

As part of the international exploitation of the technology portfolio of the Audio and Media Technologies (AME) division, as well as the associated application technologies related to digital radio, television, streaming, and satellite communications, the IIS conducts market and business development in the Asian region with a particular focus on India and other countries in the region. This involves the following tasks: • Supporting major broadcasters, AV content providers such as OTT streaming platforms, and software and hardware providers such as transmitter/receiver manufacturers, automotive and mobile phone industry regarding the implementation and use of the latest audio and application technologies in the AME division. Digital training programmes for TVET trainers in Ethiopia
The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. Specific objectives: - Support the EU Empower implementation and thus assist the Ministry of European Affairs (MEA) as the key partner institution and line ministries/agencies in addressing closing benchmarks and key EC findings in priority chapters, including through targeted analyses, drafting inputs and implementation support. - Support Montenegro's preparedness for EU membership obligations (transposition, im-plementation and enforcement; administrative capacity; participation in EU institutions and Single Market-related processes) through practical, hands-on expert support and knowledge transfer. - Ensure that private-sector impacts are systematically assessed and reflected in reforms in the focus clusters, including by strengthening evidence-based contri-butions from PSOs and structured public-private dialogue. - Mobilise peer practitioners and specialised experts from Germany and other EU Member States to deliver short-term and targeted support packages aligned with the Action's Outputs. - Ensure rapid response, quality assurance and effective coordination of expert deployments and deliverables based on the list of identified needs shared by the EU-EMPOWER-ME project and MEA. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context.
