The module "Skills Development for Youth Employment (SKYE II)" in Nigeria is part of the programme "Training and Sustainable Growth for Decent Jobs" and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is one of a total of six modules in the development cooperation programme "Training and Sustainable Growth for Decent Jobs" and builds on the previous TC module SKYE. The module is co-financed by the Swiss Agency for Development and Cooperation (SDC). SKYE II aims to improve employment and income opportunities for Nigerian young people. To achieve this, the SKYE ll follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of technical and vocational education and training (TVET) are combined with interventions in employment services (matching, career guidance and counselling job matching and job placement, short-term trainings and labour market information). SKYE ll focuses on sectors with high employment potential by improving employability for dependent or self-employment, while promoting a favourable environment for the creation of new jobs in labour-intensive sectors and supporting the matching of labour supply and demand. The programme aims to improve employment prospects and income of the target groups through various interventions. It addresses strengthening of policy frameworks for development of demand-oriented vocational training and promotion of employment; improving the quality of vocational training; strengthening job centres and expanding the active labour market measures for employment promotion; strengthening structures for sustainable training of staff of vocational education and career counsellors; and strengthening private sector engagement in TVET. Context SKYE II builds on the impact achieved under SKYE I regarding enhancing the demand-orientation of TVET and the expansion of capacities in TVET and employment promotion. At the macro level, SKYE supports further improvement of the regulatory frameworks, which also includes establishing and strengthening cooperation between stakeholders to make change processes more efficient and sustainable. At the meso level, the Capacity Development (CD) strategy strengthens the capacities of intermediary organisations, while at the micro level, partners are supported in developing, adapting and implementing TVET and labour market policies and strategies. The project also specifically promotes the participation of women, vulnerable and disadvantaged groups at all levels. The programme directly addresses the necessary improvements regarding the quality and needs orientation of TVET and labour market services and thus access to employment. Accordingly, the module objective is - Access to the labour market for current and future trainees and job seekers in selected states of Nigeria is improved. It focuses on policy advisory related to TVET and employment promotion, strengthening the capacities of relevant structures, e.g. public-private dialogue on the macro level, further TVET teachers training, and the systemic anchoring and implementation of the occupational standards developed in selected TVET institutions, strengthening the cooperation of the institutions with the private sector, as well as support in establishment of new job centres and further development of Active Labour Market Measures (ALMM) and Labour Market Information System (LMIS). Thereby, cooperation with the private sector is key. Gender equality serves as a cross-cutting topic and plays a crucial role in all focus areas. SKYE II Target groups are TVET students, job seekers (unemployed and underemployed), who are given access to demand driven TVET and the labour market measures in the following states: Federal Capital Territory (FCT), Edo, Enugu, Lagos, Ogun and Plateau. In addition, the target groups also include graduates of skills-based training programmes and job seekers, with a special focus on women, vulnerable and disadvantaged groups who do not have equal economic participation due to poorer access to educational opportunities.

Digital training programmes for TVET trainers in Ethiopia
The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. The service package includes (based on preliminary information): • design and delivery of the training programme and implementation plans in cooperation with national stakeholders and EDUFI • design and production of an open online course on foundations of digital and learner-centred pedagogy • facilitation of trainings, workshops, mentoring and peer-learning activities • assessment of teachers’ competences and certification • strengthening of institutional capacity for the sustainable implementation of digital TVET education • management of travel costs and daily allowances for training participants. 81319268-Cooperative and Short-Term Trainings and Capacity Building Measures in Ethiopia
The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology.
