Short description of the contract: The facility aims to enhance the effectiveness, efficiency, and visibility of EU-Bolivia cooperation to promote green and inclusive growth under the Global Gateway Investment Strategy (GGIS). It focuses on supporting sustainable, high-quality investments in value chain systems, connectivity, energy transition, digitalisation, infrastructure and civil society and gender related actions. By aligning Bolivia’s emerging development priorities with the EU’s Multiannual Indicative Programme (MIP) 2025–2027 and the Global Gateway framework, the facility provides specialised technical, legal, and financial expertise to identify, structure, and promote investment opportunities. It strengthens the EU Delegation’s capacity for economic diplomacy, stakeholder engagement (public and private sectors), and strategic partnership development, while ensuring compliance with EU standards. Additionally, it fosters structured policy dialogue, deepens Team Europe coordination, and enhances strategic communication to improve the visibility of EU and long-term partnerships in Bolivia.

Technical assistance for Support Measures – Cooperation Facility for Papua New Guinea 2025-2027
The Cooperation Facility supported by this contract is financed under the Support Measures and Cooperation Facility for Papua New Guinea (ref. ACT 62794). The overall objective of the assignment is to facilitate the implementation of EU funded programmes in Papua New Guinea by providing all necessary support to the EU Delegation (EUD) for its operations. A team of experts is expected to assist the EUD in achieving the above objective, with the provision of the following services (list not exhaustive): - provision of technical advice for supporting in the identification, design and implementation, monitoring, review and evaluation of programmes/projects financed by the EU with a focus on the Multiannual Indicative Programme (MIP), including Global Gateway/Joint Programming / Team Europe /, GAP III, HRBA and the EU Strategy for the Rights of Persons with Disabilities’ commitments coordination at country level; - provision of technical advice and recommendations on integrating cross cutting issues especially, human rights and gender, environment and climate change and engagement with youth throughout all development cooperation actions; - Provision of high-quality support to further enhance bilateral relationship between the EU and PNG in relevant cooperation policy dialogues and whenever necessary in the public diplomacy; - Support to Increase awareness on EU priorities and EU contribution to people’s lives in coordination with any Communication and Visibility support services contract(s) that will be ongoing.

Promoting the EU-Kenya Partnership through strategic communications
This contract aims to increase awareness, understanding and positive recognition of the EU and to foster trusted relationships with key audiences and partners in Kenya through impactful strategic communication. Activities under the contract will be designed to position the EU as a trusted partner on key priorities that matter to people in Kenya, and demonstrate the EU’s positive offer through the tangible investments of the Global Gateway and related initiatives through NDICI Global Europe (2021-2027). Activities under the contract must also be in line with the EU’s communication priorities and guidelines. Strategic communication activities under the contract mainly comprise of large public awareness campaigns. Services sought include data gathering, research and analysis, creative design and planning, production, placement and roll-out of campaigns and finally measuring and reporting on impact amongst the defined target audiences of such campaigns.

Technical Assistance to enhance the Effectiveness, Coherence and Visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt (Drawdown Facility).
The overall objective of this contract is to enhance the Effectiveness, Coherence and Visibility of the Strategic and Comprehensive Partnership (SCP) between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality Technical assistance in support of jointly agreed bilateral cooperation priorities. The contract consists of a fee-based Drawdown Facility supporting the full project cycle of EU-funded cooperation, including identification, formulation, implementation, monitoring andevaluation. The facility will mobilise short-term expertise in areas such as green transition, economic resilience, governance reform, trade and investment, digital transformation, institutional capacity building and support to the Ministry of Foreign Affairs, International Cooperation and Egyptian Expatriates (MoFAIC) and other national institutions.

Recruitment of Technical Assistance Team for the Safe Seas Africa programme
The Western Indian Ocean (WIO) and the Red Sea/Horn of Africa region is of critical importance, as these waterways serve as vital chokepoints connecting the Indian Ocean to the Mediterranean via the Suez Canal. The region has been particularly exposed to maritime threats with direct repercussions on global trade flows and energy security. Most countries of the region are not appropriately equipped and staffed to properly manage their maritime domain or to ensure the monitoring and the security of their national maritime zone of interest and ports' infrastructure, nor do they have the relevant national legislation finalised and updated jurisdictional clauses in place. The region lacks effective maritime surveillance capacity and relies heavily on outside actors to protect maritime commerce and shipping. As a result, much of the WIO regions’ maritime domain remains vulnerable to numerous maritime crimes and threats to port security. European Union (EU) remains the largest partner in the region that is supporting the Coastal States of the WIO region in the combined effort for peace, stability and maritime security. EU is committed to further support the region to strengthen national maritime coordination mechanisms, port and maritime law enforcement capacities and maritime domain awareness, while promoting regional information-sharing and operational cooperation. Emphasis is placed on addressing trafficking networks, enhancing legal frameworks, ensuring effective “legal finish” and aligning actions with regional and international frameworks such as the Djibouti Code of Conduct and relevant IMO conventions. For the smooth implementation of the programme, it is proposed to recruit a Technical Assistance Team (TAT) with the objective to contribute to enhance maritime security and safety of navigation in the WIO and Red Sea/Horn of Africa regions. Overall objective: To support the effective, coherent and results‑oriented implementation of the Safe Seas for Africa programme (SSA) and the Red Sea/Horn of Africa programme, thereby contributing to enhanced coordination of activities to improve maritime security and safety of navigation in the WIO and the Red Sea/Horn of Africa regions. Specific objectives: 1. Programme coordination and coherence: To ensure effective coordination, supervision and coherence of actions implemented under the SSA programme and Red Sea/Horn of Africa programme, including complementarity and synergies among implementing partners (IOC, UNODC, IMO, INTERPOL and others). 2. Ownership and engagement To strengthen monitoring of implementation at country level and support national stakeholders in addressing challenges and enhancing ownership. 3. Links with the regional maritime security architecture To strengthen coordination and cooperation between regional and national partners and the RCOC and RMIFC and support Red Sea/Horn of Africa partner countries in establishing and strengthening links to the two centres, when and if possible. 4. Results‑based management and reporting To ensure results‑based management and strategic oversight of both programmes through systematic monitoring of the logframe indicators, analysis of progress at country and regional level, and provision of evidence‑based recommendations for decision-making and programme steering. 5. Strategic support to the EU To provide continuous technical and strategic support and guidance to the EU in the implementation of the SSA and Red Sea/Horn of Africa programmes, ensuring coherence with wider EU initiatives and policies in the region. The Contracting Authority will be the EU Delegation in Mauritius. Tentatively, the TA team is expected to comprise of a Regional Coordinator / Team Leader, two Coordinators (Indian Ocean and Red Sea/Horn of Africa regions respectively), an Assistant Coordinator. The core Team will be based in Mauritius while the Coordinator of the Red Sea/Horn of Africa region will be based in Nairobi.
