The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. SAVax conducted a landscape assessment of South Africa's biopharmaceutical industry, covering the pharmaceutical, biotechnological, and biomanufacturing sectors as well as a call for applica-tions for companies to self-identify their technical assistance needs. The objective of this assignment is to engage a service provider to provide tailored technical assistance for the selected companies in the biopharmaceutical sector. This technical assistance aims at enhancing the capacities of companies to gain market access with their products. The goal is to equip these companies with the knowledge and skills necessary to advance their products to market access. The selected companies will receive targeted, non-financial support addressing the technical, regulatory, organizational, and strategic challenges they face in advancing biopharmaceutical products to market. Support areas may include, but are not limited to, the following: 1. Technology Platforms and Innovation Readiness o mRNA Technology Transfer Support: Assistance in understanding, adapting, or implementing mRNA-based platforms, including guidance on formulation, delivery systems, process design, cold-chain logistics, and regulatory considerations for mRNA therapeutics or vaccines. o Digitisation of cGMP Systems: Support in planning and implementing digital systems for Good Manufacturing Practice (GMP) compliance. This includes electronic batch records, quality management systems (QMS), equipment calibration tracking, and data integrity solutions aligned with international norms. 2. Regulatory and Quality Systems Strengthening o Navigating Regulatory Pathways: Tailored guidance for interacting with SAHPRA and other relevant authorities (e.g. WHO Prequalification), including dossier preparation, clinical trial applications, reliance mechanisms, and fast-track pathways. Also includes strategic regulatory planning for biosimilars and advanced therapies. o Quality Management Process Strengthening: Support in designing, upgrading, or implementing fit-for-purpose Quality Management Systems (QMS) based on ICH Q10 principles. This includes standard operating procedures (SOPs), change control, deviation management, and risk-based approaches to quality oversight. o ISO Certification Readiness: Technical support to prepare for ISO 9001, 13485 or other relevant certifications, including gap assessments, internal audits, documentation guidance, and quality culture development. o GMP Training and Compliance Advisory: Provision of technical training in GMP principles, inspection readiness, and facility hygiene requirements, adapted to different staff levels (operators, QA/QC, management). Organisational Resilience and Investment Readiness o Financial Restructuring and Strategy Advisory: Guidance on cost structures, business modelling, and capital allocation to improve organisational sustainability. Support may include preparing for audits, understanding grant or equity implications, or structuring financials for growth. o Managing Investor Relations: Capacity-building on investor engagement, including pitch deck refinement, term sheet review, investor reporting frameworks, and relationship management practices that align with sector expectations. o Mentorship Programmes: Pairing of companies with seasoned executives, technical experts, or entrepreneurs who can provide continuous coaching in technical, strategic, and commercial areas. Structured mentorship plans with KPIs will be encouraged. 5. Human Capital and Collaboration o Strategies for Talent Development and Retention: Development of internal work-force strategies including upskilling plans, career progression models, and organisational culture interventions to reduce talent attrition in critical areas like QC, regulatory affairs, and bioprocessing. o Managing Strategic Partnerships: Support in structuring and managing public-private partnerships, consortia, and technology transfer agreements. This includes due diligence, contractual frameworks, IP considerations, and governance models to ensure mutual value. o Facilitation of International Training Exchanges: Design and support of outbound and inbound staff exchange opportunities with regional or international centres of excellence, including identification of partner institutions, logistics coordination, and documentation of learning outcomes.

Market dialogue - Review IT portfolio
The Arts Data Bank is a gross financed department under the Ministry of Climate and Environment. Artsdatabanken is considering announcing a tender for an external review of the IT portfolio. We would like to discuss with the market whether the descriptions of the assignment seem recognisable in the market and how costly such an assignment is. The market dialogue will be held through a digital meeting Wednesday 14 May 0900-1000. The draft for the notice will be sent as registered at the latest on Monday 11 May. After the meeting, five 30 minute meetings have been set aside with individual tenderers. Registration for an individual meeting can take place at the same time as register for the market dialogue. Individual meetings will be awarded on a first come, first served principle. Registration shall be sent by sending an email to the postmottak@artsdatabanken.no. The Arts Data Bank has, via the Digitalisation Council, received a recommendation to carry out an external review of the IT portfolio. • What does it cost to manage and further develop the different systems? • Where can you have internal operational advantages by thinking about consolidation and reuse? We would like an as-ice mapping of the technical solutions, with a focus on cost picture in money and personal resources, and technology/architectural choices. Are there changes we can make to be better rigged for the future? The majority of the systems in the portfolio are developed by the Arts Data Bank. We envisage that the following deliveries from an external supplier can be useful: • Mapping the services in the cloud infrastructure. I.a. visual overview of our services, with connections and dependencies between them. • An assessment of technical choices for infrastructure and cloud systems. • An assessment of infrastructure costs and what we can possibly do to reduce costs • A calculation of the development costs? • An assessment of resource use for managing the portfolio we have • Plan for liquidation of services that have been decided to discontinue or have been assessed for liquidation. • Assess vulnerability connected to the choice of cloud suppliers connected to security problems. The New National Hospital (NLSH) project reg.nr. 500810-0410 in Iceland hereby invites interested tenderer's to participate in this invitation to tender (ITT) for The New National Hospital regarding the purchase of a hospital modular room system (MRS) for four areas in two of the new hospital buildings. The following project description, terms, and conditions of this tender process provide information on the project, the procurement process and the rules that apply in the execution of the procurement process. The Tenderer shall be the main manufacturer of the products requested (the modular room systems), but the use of subcontractor(s) by the Tenderer will be accepted in the implementation of the total systems if the subcontractor also fulfils the participation criteria where specified, and the subcontractor(s) is/are approved by NLSH. Enable Ireland is tendering for an integrated platform that combines board governance and management, strategy management, policy and procedure management, risk management, incident and feedback management, and compliance and audit management. It will serve both board members and operational risk and compliance teams to improve transparency, collaboration, and accountability. The requirements include the provision of the following modules and functionalities which will be implemented in three phases or groupings in order of priority- (1) Board Governance and Management, (2) Risk Management, Compliance and Audit Management, Incident and Feedback Management, (3) Strategy Management, Policy and Procedure Management. Enable Ireland is seeking a comprehensive Governance, Risk, and Compliance (GRC) solution that includes all core modules and functionality. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. The quality in Norsk Tipping shall be integrated in the work and applies for all phases of product development. The contracting authority must deliver in accordance with different standards. In Platform: Hele og Frontend (P:HF) has Norsk Tipping strategic app competence through the area management, with product development manager, tech lead/team architects. Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform. EirGrid requires a framework of planning and environmental specialists to provide specialist surveys and reporting in the areas of Planning, Geographical Information Systems, Archaeology, Ecology and Environmental services to ensure all statutory requirements are met in support of EirGrid meeting its strategic goals. The consulting requirements will typically be delivered at the Consultant’s premises, with visits to EirGrid on an ad-hoc basis. Whilst the majority of EirGrid staff work within an office environment some staff do work off site, primarily on projects and on our large interconnection sites. EirGrid employees circa 650 staff in its primary office in Dublin and has a number of contractors supporting the business. With the development of offshore over the next 3 to 5 years it is anticipated there will be a step change in the organisation. Service concession - HSE card
All entities that carry out work at construction sites, all approved cleaning companies, certified entities in vehicle care, wheel shifts and wheel storage, as well as entities that transport the goods of others by car (from 1 January 2026) and other entities that possibly be subject to the rules in the future, both Norwegian and foreign, are obliged to equip their employees with HSE cards. The users of the system are these entities as well as other public and private actors with a factual and appropriate need for access to the system (User/Users). The Ministry of Labour and Social Affairs has given the Contracting Authority responsibility for the HSE card. The Contracting Authority is in the starting point responsible for the operation and maintenance of all work connected to the HSE card, including establishment, operation, maintenance, further development of the necessary systems for the HSE card, as well as design, production, personalisation and distribution of the HSE card (the HSE card scheme) and that The HSE card scheme functions as intentional. In connection with entering into this agreement, the contracting authority will transfer the responsibility for the HSE card scheme resulting from this contract to the Tenderer as a service concession. This means that the tenderer ́s remuneration fully consists of the right to offer HSE cards and associated services as defined in the contract for payment from the Users. It also means that the operational risk connected to the service has been transferred to the Tenderer, including the risks connected to the demand for the service and (to the degree relevant) the delivery risk. Beyond that stated in the Agreement, The Tenderer cannot, therefore, demand compensation or change the prices in the Contract for changes in earnings basis or as a result of other conditions that affect the tenderer's turnover or Return. As all work and all obligations connected to the HSE card are transferred to the tenderer, there will also be a responsibility on the Tenderer to develop the HSE card in accordance with changes to the relevant regulations and adapt the delivery to future orientated systems to improve the HSE card system. The contract means that the Users shall order HSE cards from the tenderer. The tenderer, for their part, shall, as a result of the contract, relate to both the Contracting Authority and the Users. One of the purposes of the contract is therefore to facilitate a good cooperation between the Contracting Authority and the Tenderer, and between the Tenderer and the Users. Furthermore, the aim of the Contract is to ensure that the HSE card scheme is user friendly, stable and adapted in accordance with future innovative systems and that the adaptations will not, without further ado, be at the cost of the Users. The contract is for the establishment, development and maintenance of a system for the HSE card scheme, as well as delivery of services connected to the production and distribution of HSE cards, including operation, personalisation, development, design as well as management of register-postings (delivery). The scope, execution and further specification and prerequisites for the delivery are further described in the annexes that are included in the contract.

Ultrasonic welding machine for Aalborg University
The tender concerns an Agreement for supply of an Ultrasonic Welding machine. The machine is intended for welding copper terminals to power modules that are manufactured at AAU at small scale. Some modules require the use of rivet or sleeve welded to the power module, which we desire as an option to the machine. The purpose of this tender is to obtain an attractive price along with a high quality. The machine, however, must be of such high quality as to allow semi-automatic production of our internally produced power modules. This entails vision systems and automation described in the specifications. As a part of the evaluation, the Contracting Authority wishes to carry out an evaluation test of the offered ultrasonic welding machine. The Tenderer shall make a similar machine available for testing at a location within the EU. The machine must be functionally comparable to the offered solution and allow execution of the test plan prepared by the Contracting Authority. The evaluation test will be conducted using copper terminals and DBC substrates provided by the Contracting Authority. The purpose of the evaluation test is to verify the machine’s ability to perform ultrasonic welds in accordance with the technical requirements specified in the tender material. The Tenderer shall cooperate in good faith to schedule and facilitate the evaluation test. All costs related to making the machine available for the evaluation test (excluding the Contracting Authority’s travel costs and the materials provided by AAU) shall be borne by the Tenderer. Failure to provide access to an appropriate machine for the evaluation test will negatively affect the evaluation of the Tenderer’s offer. All deliveries referred to in the tender documents must be performed in full compliance with Danish law.
