Purpose Norsk Tipping would like mobile partners who shall contribute with the necessary competence and capacity to develop attractive and responsible user journeys in a quality good way. The mobile partners shall also contribute to building the competence Norsk Tipping needs for the future. Mobile is the company's most important customer channel. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. In order to achieve this, Norsk Tipping has a mix of product development areas consisting of what can be defined as a "value stream team" (e.g. the product development area for sports), and areas with "platform" and "enablement-team" (for example Platform: Whole and Frontend). Multi-disciplinary skills in the areas shall be sufficient to define problems/possibilities and systems, develop and further develop them, in order to raise the value and quality of their product. In order to strengthen the disciplines, practice partnerships are used, and challenges and solutions are encouraged to share trade related questions with others within their profession. This is how Norsk Tipping creates value through cross-discipline and professional competence, and contributes to the professional environment developing over time. In order to ensure a necessary minimum of coordination and coordination between product development areas and other environments, we have common rituals such as; · Joint planning for tertial. Experience in the environment spans from one to over 15 years. The contracting authority also has a strong internal UX environment with competence on both web and mobile, of which the web is prominent. In addition the company has testers and test developers. The quality in Norsk Tipping shall be integrated in the work and applies for all phases of product development. The contracting authority must deliver in accordance with different standards. In Platform: Hele og Frontend (P:HF) has Norsk Tipping strategic app competence through the area management, with product development manager, tech lead/team architects. Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform. Professional development and practice partnerships shall support this across. Central Internet reception and Ddos protection
PURPOSE AND NEED PURPOSE Norsk Tipping would like to enter into a contract with a tenderer for the provision of high performance internet reception and security services connected to this. NEEDS THAT SHALL BE MET Norsk Tipping currently has a high-performance internet reception with infrastructure provided by both Telia and Telenor. The contract with Telenor expires in 2026 and the procurement is therefore re-announced. Norsk Tipping shall continue to have a minimum of two independent suppliers with independent infrastructure. Telenor ́s lines and infrastructure will be subject to competitive tendering in this competition. This means that the agreement with Telia/Eidsiva Digital is planned for competitive tendering in 2027. Norsk Tipping AS (AS202230) currently has the status of LIR (Local Internet Registry) and has its own official IP addresses for both IPv4 and IPv6. The primary need is for the delivery of internet transit with close to 100% uptime, with two accesses in two conducive paths and capacity of up to 100 Gbps per access. Flexibility connected to capacity needs and full control of the entire delivery chain – especially in the backbone – is a central requirement. Professional DDoS protection shall be included as a part of the service in order to ensure stability and operational security. Migration must be able to be carried out upstream in the supplier ́s network, before traffic reaches Norsk Tipping ́s access lines, in order to ensure almost 100% availability and sufficient capacity during attack. Close cooperation between the tenderer's SOC and Norsk Tipping's SCO/operations centre is important in order to ensure good control over both automatic and manual security measures. The contract will be valid for four (4) years, with an option for an extension for a further 1+1+1+1 year. The total possible contract period is therefore eight (8) years. All documents in this competition are only available in Norwegian.

Travel agency services
The objective of the procurement is to enter into a framework agreement for travel agency services in order to ensure a versatile, cost efficient and adapted system for the Defence sector ́s different users. Tenderers shall provide all types of travel agency services with particular focus on the booking portal and customer team for personal service. The contracting authority ́s organisation consists of different entities with different needs and the supplier shall function as a hub for the contracting authority ́s total travel activities, including official journeys, transport and commuter journeys as well as sailor journeys as needed. Travel activities are supporting the Norwegian Defence ́s operative ability and the sector's travel volume is expected to increase in line with the Contracting Authority's organic growth. The estimated value of the procurement is NOK 140 million excluding VAT. The maximum value is up to NOK 210 million excluding VAT, including material options stated in Annex B point 2.3 for the contract period. The contracting authority has included a volume option which means that the total value of the framework agreement, including volume options, is set at NOK 350 million excluding VAT. A framework agreement shall be signed with one tenderer. The framework agreement period is 4 years.

Bergen municipality shall procure a joint venture partner who shall develop, build and operate Fisketorget in Bergen in accordance with a licence from the municipality (hereafter the Contracting Authority). The project is anchored in the town council ́s decision on further development of Fisketorget. The city council decided that the realisation of a new concept with grinda buildings at Fisketorget, including operation, shall be put out for competition. The Norwegian Defence Research Establishment (FFI) is a civil research institution directly under the Ministry of Defence.
