The Arts Data Bank is a gross financed department under the Ministry of Climate and Environment. Artsdatabanken is considering announcing a tender for an external review of the IT portfolio. We would like to discuss with the market whether the descriptions of the assignment seem recognisable in the market and how costly such an assignment is. The market dialogue will be held through a digital meeting Wednesday 14 May 0900-1000. The draft for the notice will be sent as registered at the latest on Monday 11 May. After the meeting, five 30 minute meetings have been set aside with individual tenderers. Registration for an individual meeting can take place at the same time as register for the market dialogue. Individual meetings will be awarded on a first come, first served principle. Registration shall be sent by sending an email to the postmottak@artsdatabanken.no. The Arts Data Bank has, via the Digitalisation Council, received a recommendation to carry out an external review of the IT portfolio. • What does it cost to manage and further develop the different systems? • Where can you have internal operational advantages by thinking about consolidation and reuse? We would like an as-ice mapping of the technical solutions, with a focus on cost picture in money and personal resources, and technology/architectural choices. Are there changes we can make to be better rigged for the future? The majority of the systems in the portfolio are developed by the Arts Data Bank. We envisage that the following deliveries from an external supplier can be useful: • Mapping the services in the cloud infrastructure. I.a. visual overview of our services, with connections and dependencies between them. • An assessment of technical choices for infrastructure and cloud systems. • An assessment of infrastructure costs and what we can possibly do to reduce costs • A calculation of the development costs? • An assessment of resource use for managing the portfolio we have • Plan for liquidation of services that have been decided to discontinue or have been assessed for liquidation. • Assess vulnerability connected to the choice of cloud suppliers connected to security problems. The Arts Data Bank invites potential suppliers to a dialogue on how the procurement can best be arranged. Central themes we would like dialogue around include — o If the notice is sufficiently detailed in order to submit a tender. o Whether the frame of the notice is realistic. o If the evaluation criteria facilitate fair competition.

INVITATION TO MARKET DIALOGUE Introduction Vestfold fylkeskommune invites suppliers of company health services to a market dialogue. The Contracting Authority is subject to the Public Procurement Regulations (LOA and FOA). In Vestfold County we are responsible for a number of areas that touch people in all their lives. Our organisation consists of approx. 2400 employees with assignments across different areas. Amongst other things, we are responsible for the ten sixth form colleges in the county with more than 8,000 pupils and 1,450 employees. We are responsible for public transport and the county roads, and if you are going to the dentist it is likely that it is one of our 14 dental clinics you visit. Our role also extends far into social development, where we engage in commitment to climate, business, society and plan, culture and cultural heritage. This is one of the things that illustrates the breadth of our multi-disciplinary development organisation. The county is a politically controlled organisation and every fourth year there is a county election. There are a total of 41 members in vestfold county council. The County Council makes decisions on major and principled cases. Objective of the market dialogue The county plans to procure new framework agreements for company health services Q3 2026 and would like, thus, a dialogue with the market. The aim of the market dialogue is to get an overview of what are available and how these can cover the contracting authority ́s needs, expectations and requirements for company health services. Participation in the market dialogue will not obligate either the supplier or the contracting authorities as regards later procurements. The market dialogue is not to be considered as part of the pending procurement processes. Final decisions and choices for the procurement processes have not been made by the publication of the invitation. Practical information about the market dialogue Tenderers are invited to present their services in one-to-one meetings in Vestfold county ́s premises. The exact time for these meetings will be set up after the registration deadline. Implementation of the market dialogue. The dialogue meetings will be held 7 May and 13 May. The meetings will be held at Svend Foyns gate 9, 3126 Tønsberg. The tenderers will have an equal time of 1.5 hours to present their services. Registration Registration deadline: 4 May, 12:00. Meeting requests with agenda for the market dialogue will be sent to the supplier upon registration. All tenderers will have an equal agenda. Please state the company name, name and email address of participants to the market dialogue upon registration. Suppliers will then receive one meeting invitation by email. Registration is to be sent by email to: kristin.froland@vestfoldfylke.no. Costs The parties will be responsible for their own costs connected to the market dialogue. Use of information and confidentiality Information that has been presented in the market dialogue can/will be used in the further work on designing the requirement specifications. The contracting authority is obliged to prevent others from accessing or knowledge of information about technical devices, procedures or operational and business secrets that it would be of competitive importance to keep secret, cf. The Public Administration Act § 13 and the Public Administration Act § 13.

The 22 july centre invites tenderers to participate in a market dialogue before the planned procurement of a digital partner. The aim of the market dialogue is to obtain input from the market on how the centre ́s total need for digital services can best be covered, including whether the market can deliver a comprehensive solution through one supplier, possibly with the use of sub-suppliers, or whether the need should be divided up. The 22 july centre is a national memorial and learning centre under the Ministry of Education and Research. The centre is facing several development processes connected to digital communication, teaching, communication and security. The need includes i.a. management and further development of the existing website, digital teaching systems, technical operations and security, monitoring and stand-by, communication services as well as the implementation of a new visual profile. The market dialogue will be carried out through a written input note, and individual tenderers may be invited to one-to-one meetings. Participation in the market dialogue is voluntary, does not obligate the parties and is not a prerequisite for participation in any later competition. Information on market dialogue and life cycle management of PCs and mobile telephones. The Ministries Digitalisation Organisation, hereafter called DIO, invites tenderers to a market dialogue on life cycle management of PCs and mobile telephones. About the Contracting Authority DIO was established 01.01.2025 and is the ministries' digitalisation organisation, under the Ministry of Digitalisation and Management. Our assignment is to strengthen the government and the ministries' ability to solve complex social assignments through secure technology, digitalisation and innovation. DIO delivers and operates a joint ICT platform and is responsible for, among other things, user service, digital communication channels such as regjeringen.no and intranet systems, archiving and case processing system, standardised digital interaction rooms, courses and training, event and media production. Current situation DIO is currently procuring and administering PCs for parts of the ministry community that are connected to the current joint ICT platform. DIO is affiliated to a government framework agreement for both the hire and purchase of PCs and has an approved product list (GPL) that applies to all ministries. Within a year the Ministry Fellowship will gather on a joint ICT platform. New life cycle management of PCs and mobile telephones. DIO is now in a process that examines the possibility for different procurement models of PCs, mobile telephones and accessories. The extent is estimated to be approx. 7,000 computers, 7,000 mobile telephones and approx. 3,500 tablets. In this review we would like to look at different route choices: •Purchase •Rent • PCs and mobile telephones as a service (DaaS). We look at laptops, desktops, tablets and mobile telephones in this market survey. In addition we would like to include basic computer accessories such as keyboards and mice, and headsets, screen protection and lids for mobile telephones. A prerequisite for success is standardising devices to keep the number of variants at a minimum level to reduce operational complexity, improve user experience, cost efficiently, improve information security, stand-by, and safeguard environmental considerations. DIO would like to combine the entire life cycle of units in one supplier relationship, as far as this is possible. This involves looking at the entire life cycle of the units. Dialogue with the market DIO hereby invites tenderers to a dialogue meeting with suppliers in the market. We would like a dialogue on how we can cover our needs through systems that are already available in the market and that are tested, which provide documented gains, both economically and environmentally. Emphasis is put on the fact that the objective of the dialogue is to obtain information on what systems are available in the market that cover the contracting authority ́s need for good life cycle management of PCs and mobile telephones. We will conduct the dialogue with the market through 1-1 meetings during May and June and this is an invitation to the market to contact us to register interest in such a meeting.
