Electro contract at Frier Vest harbour terminal.
The electro contract will be executed as a turnkey contract in accordance with NS 8407, based on the attached function description. When the contract is signed, the contract is planned to be transported to the turnkey contractor for the 'Development terminal area - phase 1'. Turnkey contractor phase 1 is establishing ditches, conduits/cable routes and other infrastructure in the ground, delivers technical house and assembles light masts (interface with electro). The electrical contractor designs and specifies requirements for this infrastructure, verifies that the systems are suitable and signals of defects/deviations. The electrical contractor delivers complete electrical installations in accordance with the function description, including cabling, termination, assembly, testing and commissioning, as well as installations in the engineering centre and connections with light masts. Constructional deliveries, foundations, conduits in the ground and mechanical mast assembly are not included. Participation in co-ordination/interface meetings and coordination with the turnkey contractor, other contracts, builder and network owner shall be expected. Necessary adaptations of conveying roads for a complete and regulatory facility are included. The engineering design services will start after the contract has been awarded; the installation work is planned for September 2026.

The Norwegian Defence Research Establishment (FFI) is a civil research institution directly under the Ministry of Defence. The company has more than 900 employees, of which approx. 600 are researchers and engineers who develop technology and knowledge to enable the Norway to have a modern and efficient defence. The institute is multi-disciplinary and covers subjects such as mathematics, physics, information technology, chemistry, biology, medicine, psychology, political science and economics. The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform.
