Technical support for engaging with EU SMEs in textile and/or furniture sectors in the Ecodesign Forum
The Contractor will be required to provide the Commission with technical assistance. The primary aim of this assistance is to foster balanced participation from relevant stakeholders in the textiles amd/or furniture sectors, thereby ensuring meaningful consultation on Ecodesign preparatory studies, potential Ecodesign requirements and other matters related to implementation of the Ecodesign for Sustainable Products Regulation (ESPR). The Contractor should proactively identify interested SMEs, and engage with them, giving special attention to micro-enterprises operating in the relevant product sectors. The Contractor will explain the provisions of the ESPR and their implications for the textile and/or furniture sectors for the SMEs in particular, outline participation opportunities, and guide SMEs on the expectations and the type of feedback is needed to the Ecodesign forum and/or various stakeholder meetings. Serving as both a focal point and a helpdesk, the Contractor will facilitate and coordinate SMEs involvement in these forums. Ensuring broad geographical and sectoral representation, the Contractor will review ESPR-related documents, gather SME inputs, synthesize them into position papers, and clearly present them at the Ecodesign Forum or other stakeholder meetings, or facilitate SMEs participation at the Forum and these meetings. Physical attendance at meetings will not be required. These activities may be repeated throughout the three-year duration of the contract, enabling the inclusion of new SMEs over time.

Short description of the contract: The facility aims to enhance the effectiveness, efficiency, and visibility of EU-Bolivia cooperation to promote green and inclusive growth under the Global Gateway Investment Strategy (GGIS). It focuses on supporting sustainable, high-quality investments in value chain systems, connectivity, energy transition, digitalisation, infrastructure and civil society and gender related actions. By aligning Bolivia’s emerging development priorities with the EU’s Multiannual Indicative Programme (MIP) 2025–2027 and the Global Gateway framework, the facility provides specialised technical, legal, and financial expertise to identify, structure, and promote investment opportunities. It strengthens the EU Delegation’s capacity for economic diplomacy, stakeholder engagement (public and private sectors), and strategic partnership development, while ensuring compliance with EU standards. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. 81319268-Cooperative and Short-Term Trainings and Capacity Building Measures in Ethiopia
The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. 10005680-Strengthening policy frameworks for the promotion of Gender, Inclusion and Green Skills in TVET and Employment Promotion
The module "Skills Development for Youth Employment (SKYE II)" in Nigeria is part of the programme "Training and Sustainable Growth for Decent Jobs" and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is one of a total of six modules in the development cooperation programme "Training and Sustainable Growth for Decent Jobs" and builds on the previous TC module SKYE. The module is co-financed by the Swiss Agency for Development and Cooperation (SDC). SKYE II aims to improve employment and income opportunities for Nigerian young people. To achieve this, the SKYE ll follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of technical and vocational education and training (TVET) are combined with interventions in employment services (matching, career guidance and counselling job matching and job placement, short-term trainings and labour market information). SKYE ll focuses on sectors with high employment potential by improving employability for dependent or self-employment, while promoting a favourable environment for the creation of new jobs in labour-intensive sectors and supporting the matching of labour supply and demand. The programme aims to improve employment prospects and income of the target groups through various interventions. It addresses strengthening of policy frameworks for development of demand-oriented vocational training and promotion of employment; improving the quality of vocational training; strengthening job centres and expanding the active labour market measures for employment promotion; strengthening structures for sustainable training of staff of vocational education and career counsellors; and strengthening private sector engagement in TVET. Context SKYE II builds on the impact achieved under SKYE I regarding enhancing the demand-orientation of TVET and the expansion of capacities in TVET and employment promotion. At the macro level, SKYE supports further improvement of the regulatory frameworks, which also includes establishing and strengthening cooperation between stakeholders to make change processes more efficient and sustainable. At the meso level, the Capacity Development (CD) strategy strengthens the capacities of intermediary organisations, while at the micro level, partners are supported in developing, adapting and implementing TVET and labour market policies and strategies. The project also specifically promotes the participation of women, vulnerable and disadvantaged groups at all levels. The programme directly addresses the necessary improvements regarding the quality and needs orientation of TVET and labour market services and thus access to employment. Accordingly, the module objective is - Access to the labour market for current and future trainees and job seekers in selected states of Nigeria is improved. It focuses on policy advisory related to TVET and employment promotion, strengthening the capacities of relevant structures, e.g. public-private dialogue on the macro level, further TVET teachers training, and the systemic anchoring and implementation of the occupational standards developed in selected TVET institutions, strengthening the cooperation of the institutions with the private sector, as well as support in establishment of new job centres and further development of Active Labour Market Measures (ALMM) and Labour Market Information System (LMIS). Thereby, cooperation with the private sector is key. Gender equality serves as a cross-cutting topic and plays a crucial role in all focus areas. SKYE II Target groups are TVET students, job seekers (unemployed and underemployed), who are given access to demand driven TVET and the labour market measures in the following states: Federal Capital Territory (FCT), Edo, Enugu, Lagos, Ogun and Plateau. In addition, the target groups also include graduates of skills-based training programmes and job seekers, with a special focus on women, vulnerable and disadvantaged groups who do not have equal economic participation due to poorer access to educational opportunities.

The activities will be structured under three core work packages: Work Package 1: Policy, Regulation and Technical Standards for Electromobility This work package focuses on establishing a coherent and harmonized regulatory framework to enable large-scale adoption of electromobility in Mexico. It aims to develop a National Roadmap for E-Mobility Standards and Regulations, serving as a strategic reference for federal and subnational authorities. - Development of a national regulatory framework aligned with international best practices - Definition of technical standards for charging infrastructure, vehicles, and system interoperability - Establishment of "EV-ready" requirements for buildings and urban infrastructure - Development of operational, safety, and maintenance standards for electric fleets - Definition of battery lifecycle management, including second-life and recycling protocols - Design of interinstitutional governance mechanisms for regulatory coordination This work package will result in a comprehensive White Paper consolidating regulatory recommendations, technical standards, and implementation pathways. Work Package 2: Multilevel Governance and Implementation of Electromobility This work package focuses on operationalizing electromobility policies through coordinated actions across federal, state, and local levels. - Implementation and operationalization of the National Electric Mobility Strategy (ENME) - Development of state-level electromobility strategies and implementation roadmaps - Design of regulatory harmonization frameworks across jurisdictions - Identification of financing mechanisms and business models for fleet electrification - Development of infrastructure planning guidelines and project pipelines - Integration of electromobility into climate policy instruments (NDC 3.0) This work package ensures that national policy objectives are translated into actionable measures and scalable projects. Work Package 3: Capacity Development, Training and Knowledge Transfer This work package focuses on strengthening institutional, technical, and operational capacities across stakeholders involved in the electromobility transition. - Design and implementation of training programs for public and private sector actors - Development of an online course on electromobility planning and implementation - Organization of workshops, webinars, and knowledge exchange events - Development of communication and knowledge products (guides, infographics, policy briefs) - Facilitation of stakeholder engagement and intersectoral dialogue This work package ensures that knowledge generated in the project is effectively transferred and institutionalized.
