A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. Activities include national gap assessments, advisory services on regulatory reforms, peer learning among AMS, facilitation of inter-ministerial coordination, and support for impact assessments and policy formulation. The objective is to develop concrete proposals for improved regulatory frameworks and national requirements. Work Package 4 - Private Sector Engagement and Public-Private Dialogue The contractor will support business associations and companies, especially women-led enterprises, to strengthen their engagement in policy processes and develop circular business models with cross-border relevance. Capacity building, matchmaking, regional exchanges and facilitation of public-private dialogues will enable the formulation of private sector recommendations for improved regulatory environments. The contractor will also support cross-border peer learning among businesses in selected ASEAN Member States. Work Package 5 - Customs Cooperation and Green Customs Technical assistance will be provided to customs authorities to enhance control and facilitation of CE-related goods and environmentally sensitive shipments. The contractor will conduct customs capacity needs assessments, deliver targeted training (including on MEAs, green customs, HS classification, and digital risk management tools), and develop recommendations to improve national customs practices and regional alignment. Particular attention will be given to Cambodia, Lao PDR and Viet Nam, while facilitating ASEAN-wide peer exchange. Across all work packages, the contractor will ensure results-based monitoring, regular reporting, coordination with GIZ and ASEAN partners, and integration of gender and conflict-sensitive approaches. The services aim to contribute directly to the development of regional and national proposals, strengthened institutional capacities, and enhanced private sector participation in trade-related aspects of the circular economy.

Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. 81320368-Implementation of field activities to strengthen competitiveness in selected blue economy value chains in Mozambique
The contractor is responsible for providing the following work packages and for achieving the corresponding milestones in English language: General tasks (no specific output): - Prepare annual reports - Collect data for project monitoring following the guidance by the project M&E specialist - Support in the organization of missions and delegation visits (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ, BMZ) - Ad-hoc preparation of targeted updates for requests (e.g. from BMZ) - Contribute to the strategic development of the project approach and partnerships - Participation in project management and coordination meetings - List all inventory items immediately after procurement in a shared document on MS-Teams with GIZ project administration. Work package 1: Development partnerships with lead firms for improved competitiveness The contractor will prepare and facilitate "development partnerships with the private sector" (DPP) between private sector companies in the selected blue value chains and GIZ. The objective of the DPPs is to overall strengthen the competitiveness of partner companies and thereby improve sustainability of the value chain. The selection of the DPPs will be subject to review and approval by GIZ. The contractor will implement GIZ"s contribution to the partnerships as well as the supervision and monitoring of the overall partnership activities. The contractor will implement 10 partnerships with improvements in 2 out of 4 criteria: (1) increased production; (2) increased turnover; (3) new customers; (4) new products in the market. In alignment with GIZ"s "Bankability Process Guidance", the contractor is expected to review and assess the bankability levels of the lead firms, prepare and define their bankability/investment plans and, finally, provide the necessary support in their matchmaking preparation with commercial banks, concessional capital funds, investors, and others. Bankability support facilitates particularly the first two criteria and enhances the sustainability of the work package, which includes an improved business plan, organization of financial planning and accounting documents, participation in business coaching and in matchmaking events or bilateral negotiations with financial institutions and impact investors. Work package 2: Smallholder participation in markets is sustainably increased The objective of the work package is to increase the competitiveness of smallholder producers and to sustainably include them into the value chains of tilapia-aquaculture, artisanal salt production, seaweed farming and artisanal shrimp fishing. The contractor will identify regional production clusters for the selected value chains within the geographical scope of the project, namely: Sofala (coastal districts of Beira, Buzi, Dondo, Machanga); Inhambane (coastal districts of Zavala, Inharrime, Jangamo, Inhambane, Murrumbene, Massinga, Vilankulos, Inhassoro, Govuro); Nampula (Mossuril; Ilha de Moçambique) as well as along the Zambeze River Basin in Tete (Cahora Bassa), Zambezia and Sofala. The regional production clusters will be assessed and rated according to their potential to develop into coordination and service hubs for key actors in the region. Overall, a total of 5.000 smallholder producers will benefit from technical and entrepreneurial training and coaching systems. The goal is to successfully establish and / or strengthen 1.500 smallholder producers by the end of the project, achieving improvement in 2 out of the 4 criteria: (1) investments into their production (e.g. purchasing services, quality inputs, diversification of production, implementing record keeping); (2) increased productivity; (3) increased employment of seasonal workers; (4) improved level of formality of the business. Work package 3: Strengthening input and service provision in the selected value chains The objective of the work package is to train 250 MSME and to improve the competitiveness of 50 MSME that impact the selected value chains. The result is expected to be mainly achieved through business coaching and bankability measures. This work package is split into the following phases (partially in parallel): 1. Needs assessment for service provision for each partnership and target region. 2. Participatory concept development for the work package, involving IDEPA, local authorities and value chain actors. 3. Identification of suitable MSME for training. 4. Identification, preparation and implementation of trainings and coachings necessary to strengthen the service network. Work package 4: Market access and market development The objective of the work package is to increase national demand and market access through marketing campaigns. Together with implementing partners and the responsible government entities, the contractor will identify 2 products that can greatly benefit from positive marketing. They will design and implement a marketing campaign to improve the market uptake of the selected products. Work package 5: Certification & quality management The objective of the work package is to increase international market access and access to finance through certification in support of the competitiveness of companies and producers. In collaboration with IDEPA, the National Institute for Fisheries Inspection (INIP) and other relevant actors, the contractor will analyze the certification needs and priorities in each value chain. Direct certification support to private sector can be covered in DPP work packages. For fisheries and aquaculture, only schemes accredited by the Global Sustainable Seafood Initiative (GSSI) will be supported. The work packages are described in more detail on page 9-15 of the ToR.

The tendered service is intended to ensure that the described outputs of the project can be implemented quickly, if needed, short-term, and based on scientifically sound analyses, experience and technical expertise. The Terms of Reference (ToR) is divided into five work packages. The specific tasks described under each work package are indicative, and their details will be determined as the project progresses and partner needs evolve. For flexible response, the future contractor must provide standing pools of short-term experts who can be deployed quickly in response to project demands. Work Package 1 is intended to provide flexible, rapid-response support to key stakeholders, primarily within ministries and associated institutions. Services include ongoing analytical support, economic and climate scenario development, briefings, brief assessments, etc. related to carbon or environmental taxes, emission trading, green recovery, EU alignment, just energy transition, electricity market design, CBAM, energy efficiency, and NDC processes. Work Package 2 focuses on supporting the EP facilitating the modernization of Ukraine's energy sector with emphasis on renewable energy. The contractor is expected to contribute new knowledge and policy insights, including but not limited to electricity tariff reforms, compensation mechanisms for vulnerable customers, governance of state-owned energy enterprises, renewable energy auction mechanisms, debt solutions, energy sector recovery options, CBAM, and municipal utility models. The contractor will provide data collection and analysis, modelling, scenario development, and alignment support, in response to changes in context, policy, and technology. The contractor will also support capacity building in MEPR and stakeholder engagement processes. Work Package 4 addresses the challenges industrial emitters face in meeting EU environmental directives, including CBAM and IED. The contractor is expected to support companies to understand the impacts of these policies and implement decarbonization pathways. This WP includes economic modelling, cost-benefit analysis, development of sector-specific GHG reduction roadmaps, roadmaps on Best Available Techniques (BAT), Transposition of BAT Reference Documents (BREFs) into Ukrainian context, conducting training for environmental and energy managers, and awareness raising initiatives. Work Package 5 focuses on the facilitation of the involvement of stakeholders-private and public companies, civil society, think tanks-in policy discussions early in the legislative process. The goal is to foster acceptance and ensure diverse views are incorporated into decision-making. Consultancy services for content design and development of the Norwegian Food Safety Authority's digital services.
The aim of the procurement is to strengthen the Norwegian Food Safety Authority’s development department with a content designer with CMS competency. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. The company does not currently have sufficient internal resources to fully fulfill this need. The team works multi-disciplinary and flexible, and works closely with development teams, professional environments, communication department, information security, architecture and other IT-ressurser. The team have a facilitation role for several teams in the organisation, and contribute with competence, structure and consulting within content design, content structure and publication systems. The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP.
