The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.

Tender for a Construction Agreement regarding Passing Tracks Kalvebod (Sub-project 2) Track and Catenary
On 4 April 2024, the Danish Parliament adopted the Act on the Upgrade of the Øresund Rail-way, which provides that two passing tracks shall be constructed at Kalvebod. A/S Øresund has been tasked by the Ministry of Transport to carry out the project 'Passing Track Kalvebod’. Several preliminary studies have been conducted to date, and material relating thereto is available at: https://sundogbaelt.dk/forbindelser/overhalingsspor/. The project thus comprises the establishment of two new tracks parallel to the two existing tracks. The project also includes a reconstruction of the Hammelstrupvej Bridge to accommodate four tracks instead of the current two tracks, and the replacement of two footbridges over the railway. The two new tracks shall have new catenary systems installed consisting of cantilever masts covering both tracks. The current neutral section shall also be relocated and pumping station 2 shall undergo certain modifications to make room for the new tracks. Sheet piling shall be installed along the entire stretch to retain the embankment and provide space for the two new tracks. The Passing Tracks Kalvebod project is being implemented in two sub-projects: Sub-project 1 “Structures and Civil Works” (“SP1”) and Sub-project 2 ”Track and Catenary” (“SP2”). SP1 comprises earthworks, drainage, structures and high-voltage installations (civil and construction works). SP2 comprises track and catenary (railway infrastructure). The execution of SP1 has been tendered as a separate design and build contract. The Contracting Entity has entered into a contract with the design and build contractor, and the works under that con-tract are ongoing. This tender concerns the contract regarding SP2, which comprises track and catenary (rail-way infrastructure). The activities in SP2 build upon the works carried out by the contractor for SP1. The project's safety objective is to maintain the existing safety level. A/S Øresund is the project owner and entity in charge of maintenance, whilst Banedanmark is the infrastructure manager. The tender procedure will be conducted as the competitive procedure with negotiation pursuant to Directive 2014/25/EU (the Utilities Directive).

The Land Development Agency (LDA), established in September 2018, is a Government land management initiative, with a key focus on State-owned land. The LDA opens up State-owned land to improve housing options for individuals and families. The LDA also drives the medium to long term compact development of our cities by providing a vision and delivery strategy for larger scale strategic land areas. The Anglesea Terrace project is a new, large, residential development with a total application site area of approx. 0.25 ha (net area), on brownfield lands in Cork City Centre, located at the South Link Road (N27) and Old Station Road junction. The Anglesea Terrace development forms part of current and future programmes of work to be undertaken by the LDA to develop affordable sale, cost rental and social housing / apartments. Provision of a Case Management System and Reporting Solution for Fiosrú
Fiosrú requires a modern platform that not only supports the management of cases but also strengthens the organisation's ability to meet its strategic priorities of dealing with complaints in a timely, efficient and effective manner as well as promoting confidence in the process for resolving complaints and in investigations. The procurement of a new CMS is a foundational part of Fiosrú’s Digital Roadmap whereby it is intended that digital and data systems will be used to drive secure, efficient and innovative delivery with the goal of being digital by default. The CMS will serve as the main platform for the Complaints and Investigations Directorate which currently comprises of circa 100 staff. However, other business units which form part of the Administration Directorate such as the Statutory Review Unit, the Legal Services Unit and the Data Protection Unit will also access and use the CMS and will require separate and distinct workflows. Fiosrú has adopted a hybrid working model with the majority of staff based in Dublin with offices also in Cork and Longford. Investigative staff, due to the nature of their work, frequently work in the field conducting enquiries.

The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

The aim of the procurement is to strengthen the Norwegian Food Safety Authority’s development department with a content designer with CMS competency. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. The company does not currently have sufficient internal resources to fully fulfill this need. The team works multi-disciplinary and flexible, and works closely with development teams, professional environments, communication department, information security, architecture and other IT-ressurser. The team have a facilitation role for several teams in the organisation, and contribute with competence, structure and consulting within content design, content structure and publication systems. The contract will be valid until the end of 2026, with an option for an extension for a further 1 year, 6 months at a time. The consultant must be able to work 100% at the Norwegian Food Safety Authority during the contract period.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. Conduct financial audits of the Danida PHC programme in accordance with International Standards of Auditing (ISA) and Appendix 1 2. Plan and perform procedures related to compliance audits 3. Plan and perform procedures related to performance audits The Consultant is expected to perform audits on PHC for financial year 25/26, including spill over from 24/25 and financial year 26/27. The purpose of the audits is to confirm that Danida PHC programme funds have been used for the intended purposes, and in an efficient and economical manner in line with the financing covenants between Danida and GOK and relevant financial regulations and guidelines. The Consultant shall review and report on whether the financial statements of the funded activities present fairly, in all material respects, revenues received, costs incurred, and commodities and technical assistance directly procured under the programme for the period audited in conformity with the terms of the agreements and generally accepted accounting principles or other comprehensive basis of accounting. As such, the objective of the financial audits and performed procedures related to compliance and performance audits are: 1. To form an opinion on whether the annual financial statements are prepared, in all material respects, in accordance with established financial guidelines for reporting. 2. To enable the RDE to determine whether funds disbursed have been used in compliance with, and in all material respects with, all applicable laws and agreements covering the Danida PHC programme. 3.
