Ausschreibungsbeschreibung
The Norwegian Public Roads Administration would like to carry out a market survey to map which tenderers offer systems for financial management in road projects. There is a need for IT system support for areas such as cost estimation, financial project management and follow-up, uncertainty management and price bank (experience prices used for estimating future projects). The objective of the survey is to gain better insight into what systems are available in the market, how these are technically and functionally designed and which delivery models are offered. It is particularly interesting to examine if there are systems that support several or all of the above mentioned areas in one and the same system. Furthermore, we would like information on whether systems that only cover one or some of the areas can be further developed or configured so that several of the areas can be delivered in one system that safeguards all or most of the value chain. The market survey shall form the basis for any new procurement, and contribute to the Norwegian Public Roads Administration designing a competition that is well adapted to the market and at the same time cover the identified needs in an efficient and future-oriented manner.

81321405 - Development of an innovative financial instrument to improve the bankability of African PtX projects, and to crowd in institutional investors from global financial hubs
The objective of this assignment is to study, design, and validate the concept of a potential investment instrument - such as a fund - that is based on a Project-Backed Security structure or a comparable financial mechanism. This instrument should be capable of incorporating a mix of financial tools, including equity, debt, and mezzanine capital, and should be tailored to support the development of a global hydrogen project ecosystem. The instrument should be designed to channel investment into a diversified portfolio of PtX projects across the value chain. To attract institutional investors and mitigate the inherent risks of large-scale infrastructure projects, the structure must be anchored in the projects' future cash flows, assets, performance and guarantees to form specific risk/return profiles. Additionally, it should aim to deliver stable, predictable returns, avoiding high volatility, and be supported by a robust financial model that clearly outlines both potential upsides and downsides. It will be critical to explore and evaluate multiple structuring options for this financial instrument and validate them through engagement with relevant stakeholders, including investors. A systematic approach shall be adopted to identify and engage investors, structure the financial mechanisms, and ensure legal and regulatory compliance. The structured instrument shall focus on a long-term lifecycle of 15-20 years to enable targeted investments across the global hydrogen value chain, enhancing both financial viability and scalability. The final concept must not only align with investor expectations for financial return and risk management but also comply with applicable capital market regulations to ensure feasibility and long-term viability.

Procurement of travel habit survey for national road ferry services.
The contracting authority would like tenders for a travel habit survey for the national road ferry connections. The Norwegian Public Roads Administration is responsible for 16 national ferry services, which make up a central part of the national transport system. In addition to the existing ferry statistics, we have limited knowledge of who travels with the ferries and what needs they have. The last travel habit survey on the ferry was carried out in 2013 and updated insights are therefore required. In order to ensure an efficient, environmentally friendly and user friendly ferry offer, there is a need to supplement the current statistics with data on the ferry users ́ travel habits. The planned travel habit survey shall provide a comprehensive picture of travellers ́ purpose and need, contribute to a better decision basis for future contracts, competitive tendering and development of ferry services.
