For the purpose of the implementation of performance and charging schemes, the Commission is assisted by the Performance Review Board (PRB) established by Regulation (EU) 2024/2803 on the implementation of the Single European Sky (hereinafter the SES2+ Regulation), which is charged with providing an independent and impartial advice to the Commission in accordance with Article 13 of the SES2+. The PRB consists of seven members, including its Chair, who are appointed by the Commission, in accordance with Commission Implementing Decision (EU) 2025/635 . The PRB is in its function supported by the PRB Secretariat, provided by the Commission to assure the necessary analytical, administrative and technical support to the PRB. The aim is to conclude a single framework contract with one contractor in order to provide support to the PRB and the PRB Secretariat when it comes to the analytical tasks requiring additional and dedicated specialist knowledge on the technical aspects on the implementation of the performance and charging scheme.

The provision of Interpretation and Exhibition Design for a proposed new visitor facility building adjacent to the Casino at Marino, Cherrymount Crescent (off Malahide Road), Marino, Dublin.
Office of Public Works (OPW) wishes to appoint an Integrated Interpretation Team that shall be responsible for providing all the necessary consultancy services for Stage (I) Preliminary Design to Stage (V) Handover of Works. The following disciplines are relevant to this project: • Interpretive Design Services • Interpretive Research services • Project Management Services • Graphic Design Services • AV / Film Technical Design Services • Procurement services • Quantity Surveying/Cost Management Services • PSDP Services • Script Writing The Integrated Interpretative Team will be responsible for providing all interpretive and associated construction/fitout-related technical advice and design services to the OPW Client for the Project. The Consultant will be required to provide all necessary services including the Stage Services, described below and elsewhere in the contract. The Integrated Interpretation Team shall be required to consult and liaise with all affected stakeholders to facilitate timely design and construction/fitout of the works and to minimise impacts on those affected. The Integrated Interpretative Design Team shall comprise of all the disciplines necessary to achieve this objective. As noted in 4.3.9.1, It is expected that within the team there will be a Specialist AV / Film Advisor available to provide advice to the team during all stages of the design and fit out process. The Integrated Interpretative Design Team shall comprise of all the disciplines necessary to achieve this objective. The Team shall be led by an Interpretative designer with a track record of successfully carrying out similar works. Interpretive Research services need to include (a named) suitably qualified person able to collate/and or undertake subject matter research feeding into interpretative design, narrative development and Script Writing. The Team may be formed by a single consultant with in-house specialists or may be a group of consultants who have combined to form a team. In the latter case the Team Leader shall be an Interpretative designer who shall be clearly identified in their Tender Submission as the Lead Tenderer and shall be the entity that enters into a contract with OPW for the delivery of the Services. Other Team members shall be sub-consultants to the Lead Tenderer. Note - The cost of the works will be required to align with the available budgets. The consultant shall refine / revise designs as necessary during the lifetime of the project to achieve this, in consultation with OPW. Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.
