Central Internet reception and Ddos protection
PURPOSE AND NEED PURPOSE Norsk Tipping would like to enter into a contract with a tenderer for the provision of high performance internet reception and security services connected to this. NEEDS THAT SHALL BE MET Norsk Tipping currently has a high-performance internet reception with infrastructure provided by both Telia and Telenor. The contract with Telenor expires in 2026 and the procurement is therefore re-announced. Norsk Tipping shall continue to have a minimum of two independent suppliers with independent infrastructure. Telenor ́s lines and infrastructure will be subject to competitive tendering in this competition. This means that the agreement with Telia/Eidsiva Digital is planned for competitive tendering in 2027. Norsk Tipping AS (AS202230) currently has the status of LIR (Local Internet Registry) and has its own official IP addresses for both IPv4 and IPv6. The primary need is for the delivery of internet transit with close to 100% uptime, with two accesses in two conducive paths and capacity of up to 100 Gbps per access. Flexibility connected to capacity needs and full control of the entire delivery chain – especially in the backbone – is a central requirement. Professional DDoS protection shall be included as a part of the service in order to ensure stability and operational security. Migration must be able to be carried out upstream in the supplier ́s network, before traffic reaches Norsk Tipping ́s access lines, in order to ensure almost 100% availability and sufficient capacity during attack. Close cooperation between the tenderer's SOC and Norsk Tipping's SCO/operations centre is important in order to ensure good control over both automatic and manual security measures. The contract will be valid for four (4) years, with an option for an extension for a further 1+1+1+1 year. The total possible contract period is therefore eight (8) years. All documents in this competition are only available in Norwegian.

Cable Burial and Protection to Konti-Skan Connect
As part of the current project development phase, Energinet and Svenska kraftnät (the Clients) are jointly undertaking the Konti-Skan Connect HVDC Interconnector project to renew and modernize the electricity transmission link between Denmark and Sweden. The Consultant is requested to provide engineering services that support the development of a comprehensive cable protection strategy. This includes evaluating seabed conditions, human activity (e.g., anchoring, fishing), and geotechnical risks to ensure the cables are safeguarded against foreseeable hazards throughout their operational lifespan. In addition, the Consultant shall incorporate a Security by Design assessment as a complementary layer to the Cable Protection and Burial Study, specifically addressing risks related to Hybrid Warfare at Sea. This assessment should enhance the overall protection strategy by ensuring resilience against emerging and unconventional threats beyond conventional activity risks. Framework agreement for Microsoft/Adobe licenses, license management and cloud services
Background The Agency for Building Quality (DiBK) shall procure a new framework agreement for the purpose of establishing a more centralised and standardised licence management, as well as strengthened compliance reporting for Microsoft and Adobe licences, including accompanying cloud services. The need is driven by the desire for better control throughout the entire licence life cycle, reduced risk of licence deviations and increased compliance with the current licence terms. Furthermore, the procurement shall contribute to a better overview of actual use, licence coverage and cost development, as well as strengthened documentation and traceability with internal and external audits. DiBK needs licence management and reporting to be based on relevant and updated source systems and that the system supports automated processes connected to onboarding and offboarding, ordering, changes and completions. This shall ensure that the basis for awarding and recalling licences is at all times as correct and updated as possible, and that deviations can be uncovered and handled in an efficient and verifiable manner. Description of the assignment The assignment is for the establishment of a framework agreement for the delivery of Microsoft and Adobe licences, accompanying cloud services, as well as an overall service for licence management and Software Asset Management (SAM). The framework agreement shall cover the administration and operative management of the licence portfolio, including orders, changes, terminations and ongoing follow-up of licence use. The contract shall also include standardised compliance reporting, consumption and costs, so that DiBK has a good decision basis to optimise the licence portfolio. The delivery shall support license management in relevant administration areas and services, including M365, Azure and Adobe Admin Console. Automated processes shall be facilitated for awarding and removing licences based on identity and life cycle data, as well as mechanisms that support control, certification and traceability when required. The service shall be able to collaborate with DiBK ́s central systems for identity, personnel and onboarding, ordering as well as configuration and device data (i.a. Entra ID, HR system, ITSM and relevant unit and fixture sources), so that the licence documentation and reporting are consistent, assembled and verifiable across sources. Tenderers can submit a solution proposal themselves and state which systems are supported. Tenderers shall have full delivery and operational responsibility in the contract period, including user support, error handling and escalation with the software suppliers as needed. The framework agreement shall also ensure security and management requirements for access management, logging and audit tracks, as well as principles for data storage and protection of information in the delivery. International best practices will be compiled and adapted to the ASEAN context. A Dynamic Purchasing System (DPS) is a fully electronic procurement procedure that enables suppliers to apply for admission on an ongoing basis and to compete for specific contracts (mini-tenders) within a defined scope. Energinet will use the Comdia platform to support the digital management and operation of the DPS. Energinet is currently conducting a market assessment and preparing procurement materials for the establishment of a Dynamic Purchasing System to be used for the execution of mini-tenders concerning the acquisition of standard software and related services supporting control center operations. Energinet expects to publish the DPS with a set of overarching framework conditions. Following publication, suppliers that meet the defined admission requirements will be able to apply for inclusion in the system. The specific requirements for admission will be made available upon publication of the DPS. Submission of input is voluntary and intended to support Energinet in ensuring that the requirement specifications are aligned with market standards. In this context, suppliers are encouraged to: •Challenge specified requirements •Ask clarifying questions •Add propose adjustments, clarifications, or rewordings •Any ambiguities identified in the material are also requested to be highlighted in the feedback. Tenders are sought for the Supply, Delivery and Installation of a Transmission Electron Microscopy (TEM) Suite, to Tyndall National Institute, University College Cork (UCC) comprising three complementary instruments: 1. One (1) Aberration-corrected and monochromated TEM 2. One (1) 200 kV high-throughput TEM 3. One (1) Focused Ion Beam–Scanning Electron Microscope (FIB-SEM) This procurement will establish a nationally significant microscopy capability for Ireland, strengthening Tyndall’s leadership in semiconductor, photonic, and quantum materials research and supporting long-term collaboration with academic and industrial stakeholders. The TEM Suite will deliver sustained scientific, technological, and economic impact through enhanced analytical capability, research excellence, and innovation at the nanoscale. The TEM Suite will form a key component of the new Tyndall laboratory facilities currently under development and will support Tyndall’s mission to provide world-leading infrastructure for semiconductor, photonic, and quantum technologies. The Aberration-corrected and monochromated TEM will represent the highest-performance instrument within the suite. It must deliver sub-ångström imaging resolution and high-energy-resolution spectroscopy, providing the capability to study interfaces, defects, and nanostructures at the atomic scale. The system must support advanced analytical and imaging modes, including low-dose operation for beam-sensitive materials, Lorentz and 4D-STEM imaging, and in-situ experimentation (electrical, thermal, and environmental). Automated alignment, optical stability, and full integration with advanced camera, detector, and control software are essential to ensure repeatable and high-quality data generation across multiple users. The 200 kV high-throughput TEM capable of atomic resolution imaging will provide a complementary, multi-user analytical capability to support daily research operations and routine analysis. It must combine high brightness and excellent spatial resolution with rapid operational stability, user-friendly alignment, and automated workflow functionality. This instrument will be optimised for versatility and efficiency, ensuring broad accessibility for internal and collaborative research, training, and industry engagement activities. The FIB-SEM will enable site-specific sample preparation, 3D structural analysis, and nanoscale milling to support both TEM systems. It must achieve high-resolution imaging and precision ion-beam milling for lamella production and cross-sectional analysis. Integration with the TEM workflows is required to ensure seamless specimen transfer and preparation from wafer-scale structures to atomic-scale analysis. This tender is being issued as a single integrated suite rather than as separate tools to ensure technical, operational, and economic coherence across all instruments. Procuring the TEMs and FIB-SEM from a single manufacturer will enable a shared control software platform, providing a consistent user interface and operational framework across the suite. This is important in Tyndall’s multi-user research and training environment, for staff, postgraduate students, and industry partners, as it simplifies training, improves safety, and promotes efficient use of laboratory time. A unified suite will also allow for the interchange of sample holders and accessories, enabling seamless workflow integration from sample preparation to atomic-scale imaging. A single-supplier arrangement provides additional benefits including simplified warranty and maintenance agreements, harmonised service schedules, and a single point of technical contact.
