A Dynamic Purchasing System (DPS) is a fully electronic procurement procedure that enables suppliers to apply for admission on an ongoing basis and to compete for specific contracts (mini-tenders) within a defined scope. Energinet will use the Comdia platform to support the digital management and operation of the DPS. Energinet is currently conducting a market assessment and preparing procurement materials for the establishment of a Dynamic Purchasing System to be used for the execution of mini-tenders concerning the acquisition of standard software and related services supporting control center operations. Energinet expects to publish the DPS with a set of overarching framework conditions. Following publication, suppliers that meet the defined admission requirements will be able to apply for inclusion in the system. The specific requirements for admission will be made available upon publication of the DPS. Submission of input is voluntary and intended to support Energinet in ensuring that the requirement specifications are aligned with market standards. In this context, suppliers are encouraged to: •Challenge specified requirements •Ask clarifying questions •Add propose adjustments, clarifications, or rewordings •Any ambiguities identified in the material are also requested to be highlighted in the feedback. Energinet reserves the right to freely assess the extent to which received input will be incorporated into the final procurement documents. The content of the draft material may be amended in whole or in part prior to publication. If market participants wish to submit input and/or express their interest in participating in the system, this must be submitted via Comdia no later than 18 May 2026 at 10:00. If a supplier does not express interest in participating in the system at this stage, it will still be possible to apply for admission to the system once it is published.

Vygruppen has initiated the OneTrack project (previously called Close the Gap) to procure and implement future system support for production planning and traffic management of passenger trains. Norwegian Defence Materiel Agency wishes to map which climate and environment considerations related to energy use, energy efficiency and circular practices in data centres, that can be relevant to demand for future procurements of computer centre services. The purpose is to gain insight into how suppliers currently work with renewable energy, waste heat, energy efficiency and emission reporting, uncover regional and technical variations that can affect the delivery, and assess verifiability, available documentation and possible challenges in the making of requirement specification. The market survey is not binding, does not constitute a competition and the answers will not be used for qualification or evaluation in later procurement procedures. The information will only be used as decision support when designing requirements and criteria, and when following-up contracts. Tenderers are encouraged to respond as specifically as possible, but it is acceptable to state intervals, describe variations or account for limitations related to security, third party agreements or business sensitive information. Gas Networks Ireland (GNI) intends to establish a Qualification System (QS) for the purposes of running a competitive procurement process for the award of contract(s) to provide Engineering, Procurement, Construction, Operation & Maintenance Services (EPC-O&M) for the Strategic Gas Emergency Reserve (SGER). The EPC-O&M will complete the detailed design, procurement requirements and construction for the marine terminal, onshore infrastructure, and pipeline systems required to connect the Floating Storage and Regasification Unit (FSRU) to the existing transmission network, developing the Front-end Engineering Design (FEED) study currently underway. It will also include some operational and maintenance requirements for the SGER. The principal object of this procurement is to procure Works but Services are also required. Prior to initiating this QS process, GNI is seeking feedback from the market through a Request for Information. This is a periodic indicative notice (PIN) used only for information and the purposes of market consultation. This is not a call for competition and therefore no tender documents are available.
