The contract is a part of Bypakke Kristiansund, which was approved in the Norwegian Parliament 3 June 2025. Bypakke Kristiansund is a co-operation between Kristiansund municipality, Møre og Romsdal county and the Norwegian Public Roads Administration in order to develop an efficient, safe and environmentally friendly transport system in Kristiansund. The contract "National Road 70 Trollsvingen – Røsslyngveien and public transport lane Goma-Atlanten" shall contribute to the intention of the city package; connection between urban development and the development of transport systems and laying the basis for more of the growth in passenger transport being taken by public transport, bicycle and walking. The contract work includes, among other things, the construction of a new roundabout, subways, public transport lane, side road and cycle path with a pavement as well as two car parks.

The Norwegian Public Roads Administration would like to enter into a framework agreement with two tenderers for the provision of legal services within the legal areas construction law and contract law, public procurements and legal advice within real estate. The framework agreement shall apply for the Norwegian Public Roads Administration as the agency, and call-offs can apply to all divisions in the Norwegian Public Roads Administration and the Directorate of Public Roads. County road 109 Råbekken-Østfoldhallen Delparsell 1
Østfold County shall rebuild county road 109 between Råbekken and Østfoldhallen. At the same time alterations shall be made to the water and sewage installations on the stretch for Fredrikstad municipality. The project ́s area stretches from Råbekken to Østfoldhallen along county road 109 in Fredrikstad municipality. County road 109 along this stretch (approx. 1.7 km long) shall be expanded to 4 lanes, two of which are public transport lanes. Cycle paths shall be constructed. The project also includes the construction of retaining walls, footbridges and culverts as well as roundabouts.

National road 426 Eigerøy bridge
The main aim of the project is to replace the current Eigerøy bridge with a new bridge which shall be constructed parallel to the south side of the existing one. When the new bridge is finished, shall the old one be demolished. In addition a foot and cycle path shall be established south along the Hovlandsveien, on the current national road 426. Associated roads in the area shall also be upgraded in order to ensure comprehensive improvement of the infrastructure. New Eigerøy Bridge * The new Eigerøy bridge shall be constructed on the south side of the existing bridge. When the new the bridge has been completed, the old bridge shall be demolished. The new bridge is planned as a type of "Concrete slab bridge with blasted columns" with a length of approx. 272 m. * The bridge should typically have a total width of 13.6 m. * The sailing rectangle shall be (HxB) 22.5 m in 23.5 m. Other constructions * New culvert Lauåsen internal dimension (BxH) 3.5 m x 3.1 m * Support construction along Hovlandsvegen * Retaining wall and support construction at Hovlandsvegen 7 and 9 * Retaining wall along Old Eigerøyveien. * Other minor walls and support structures uncovered by the engineering design. need for. A new foot and cycle path shall be constructed as the main solution for walking and cycling. Some parts of the stretch will have pavements. * A new three-armed roundabout shall be constructed at Eigerøy. * The public transport stops along the stretch shall be upgraded to universal design and be equipped with shelters for better comfort and accessibility. * A new national road 426 shall be constructed on the east side of the new bridge, approx. 200 m eastwards. * Approx. 230 m new exit and local road from Langholmveien shall be constructed. Along Hovlandsveien * Along Hovlandsveien, National Road 426, a new foot and cycle path shall be constructed on the east side from the junction with Nyåskaiveien to the new Eigerøy bridge. This road shall connect on foot and cycle paths on the new bridge. The foot and cycle path is approx. 750 m long. The width of the new foot and cycle path varies between 2.5 and 3.0 m plus the shoulder and railing room. * The farthest south continues the current foot and cycle path on the west side of Hovlandsveien up to the existing pedestrian crossing at the public transport stops. National road 52 Tuv-Venås and Storeskar - Galdane
National road 52 is the mountain pass between Østlandet and Western Norway with the highest share of heavy transport. The aim of all the measures on National Road 52 is to improve accessibility, traffic safety and operational conditions, especially in winter. Tuv-Venås: On the stretch between Tuv and Venås, the current road has a steep climb of 8.2-9.1 % in Støytebakken. This means that heavy vehicles get stuck in winter, which in turn causes blocking back, reduced accessibility and traffic hazardous situations. The current chain site is undersized and not built in accordance with the current requirements. There are no offers on the stretch for soft road users. Riksvegen shall therefore be improved to an H1 road, with a special focus on better vertical curvature, a parallel foot and cycle path shall be established and the chain place shall be moved and built according to requirements in the current hand books. The speed limit is set at 60 km/h up to Venås bridge. Walls and access screens shall be constructed. New sub-drains shall be established through national road 52, and old sub-drains shall be removed. Today Storeskar bridge has registered damage, and is after the new Skjøiten bridge was built, the weakest point on national road 52. The bridge ́s adjoining road currently has a crease S-curve that does not meet the current normal requirements. New Storeskar bridge is included in the contract work and adjoining road geometry shall be improved to H1 standard. The speed limit is set at 80 km/h. The Norwegian Public Roads Administration has, as a part of its engineering design, carried out a detailed engineering design services for the bridge and has carried out technical approval of this. Detailed engineering design services and technical certification will be made available for the contractor in chapter F and it can be used by the tenderer. If such use, the tenderer makes the material theirs and will be responsible for any further use of this. There are high rock cuttings in the project that shall be blasted, and securing rock shall be Performed. Blasting works have previously been carried out in the rock cuttings, and the remaining undetoned explosives must be expected. Gamle Storeskar bridge is demolished and removed after the new Storeskar bridge is trafficked.

Procurement of travel habit survey for national road ferry services.
The contracting authority would like tenders for a travel habit survey for the national road ferry connections. The Norwegian Public Roads Administration is responsible for 16 national ferry services, which make up a central part of the national transport system. In addition to the existing ferry statistics, we have limited knowledge of who travels with the ferries and what needs they have. The last travel habit survey on the ferry was carried out in 2013 and updated insights are therefore required.
