Provision of technical services for the AIDRA project demonstration on AI-enabled on-board data processing
The European Union Satellite Centre (SatCen) seeks to award a direct service contract to support the implementation of AIDRA (Artificial Intelligence In-orbit Data pRocessing Assessment), a cooperative initiative between the SatCen and the European Defence Agency (EDA). AIDRA is designed as a proof-of-concept to assess the feasibility, traceability, operational implications and governance conditions of Artificial Intelligence (AI)-enabled On-Board Data Processing (OBDP) in support of Earth Observation (EO) and Geospatial Intelligence (GEOINT) workflows. The purpose of AIDRA is to generate independent, evidence-based insights into the maturity, risks and potential benefits of AI-OBDP for GEOINT, in support of EU objectives on technological readiness, operational effectiveness and secure information governance. The objective of the demonstration is to evaluate, under space-representative conditions, how AI-enabled on-board processing and tasking functions perform within an end-to-end EO data chain. The assessment focuses on technical behaviour, system performance and interaction with existing GEOINT workflow requirements. The initiative does not aim to deploy an operational capability, but to generate structured evidence to support institutional evaluation.

EuroQCI 1st Generation: System Concept and Preliminary System Definition (Phase A/B1) plus Security Assessment of EU27 Terrestrial QKD Solutions
The objective of the activity is to define a preliminary EuroQCI 1st Generation system design compliant with the mission goals, objectives and requirements (proposed by ESA and approved by the EC) within the technical and schedule constraints, including those imposed by SAGA and especially NatQCIs trading-off different options based on a cost-benefit analysis. In terms of level of detail and maturity of the design, the activity will provide consolidated system and system’s components technical and security specifications—with special focus on the orchestrator and the interface and integration with the terrestrial component, while relying on ESA’s SAGA mission as the baseline space component—and will baseline the design specification and interfaces of the components’ constituent elements (excluding SAGA’s) such as trusted nodes of the terrestrial component or software modules of theorchestrator. The activity will also design and implement a reference and validation environment with the necessary tools to validate and verify the feasibility and suitability of the specifications and compliance of the design(s). As per ECSS, the activity will conclude with EuroQCI 1st Generation’s System Requirements Review (SRR) where critical technologies shall be at TRL5 or above. It is also an objective of the activity to establish the security readiness of EU27 QKD industry and terrestrial products to engage in governmental applications involving CLASSIFIED information.

Voluntary Ex Ante Transparency Notice for Direct Award of Contract Agreement for Mobile data SIM cards providing secure wireless mobile data connectivity for traffic signals on existing APN infrastructure.
Dublin City Council gives notice to invoke Article 32.2 (b)(ii) of Directive 2014/24/EU which allows for use of the negotiated procedure without prior call for competition where the works, supplies or services can be provided only by a particular economic operator where competition is absent for technical reasons. A contract will be awarded to Vodafone Ireland for a period of one year with the option to extend for three further one year periods, for the provision of managed mobile data connectivity services to support the operation of Dublin City Council’s traffic signal network. The scope of the contract includes the supply, activation, management, and ongoing operation of mobile data SIM cards installed within traffic signals across the city. These SIM cards provide secure and resilient wireless communications between on street traffic signal infrastructure and the central Traffic Management System, enabling real time traffic signal control, monitoring, configuration, fault detection, and operational management. Mobile data connectivity is used both as a primary communications method at locations where fixed line connectivity is unavailable or unsuitable, and as a resilient backup or failover solution operating alongside fixed line services to ensure continuity of traffic signal operations in the event of network outages or faults. The service operates within an existing private Access Point Name (APN) architecture integrated with the Council’s traffic management systems and security infrastructure, supporting mission critical, always on communications for the traffic signal network. The value of the contract is €640,320 ex VAT.

As a central part of this, NRK is building a new, comprehensive IP based production platform (Modernised Production Platform - MPP) based on the SMPTE ST 2110 standard. Intention notice - Upgrading Bærum municipality ́s case and archive system.
Bærum municipality intends to enter into a contract with Acos AS for upgrading the current WebSak version 8.14 to WebSak version 9, pending a new competition and contract, cf. the Procurement Regulations (FOA) § 13-4 (b) no. 2. The upgrade will i.a. mean that all operation and all functions, including the accompanying modules, will take place in a cloud based platform operated by Acos AS, unlike the current situation where the system is stored locally. A new project is being established in the municipality and a new competition with an initial supplier dialogue will be announced as soon as possible. The current WebSak system expires and technical support will end in November 2026. It is therefore decisive that archive worthy documents are stored properly until a new case and archive system is in place. The short time remaining before end-of-life means that it is impossible for the municipality to hold a competition in accordance with the procurement regulations, and at the same time ensure the municipality a sufficient case and archive system, which is compatible with the municipality's other systems. Bærum municipality signs a contract with Acos AS to ensure the municipality access to a well-functioning case and archive system, and to safeguard operation and support until a complete competition has been held in accordance with the procurement regulations. The competition is therefore "impossible for technical reasons", and the terms for holding a procurement without a competition are met, cf. the Public Procurement Regulations § 13-4 (b) no. 2. An intention notice is published in accordance with PPR § 21-5. Objections to the intention of signing the contract shall be directed to Bærum municipality in the communication module in Mercell, within 10 calendar days calculated from the day after the intention notice has been published.

REQUEST FOR INFORMATION – Software solution containing tools for curriculum planning and schedule planning for Aalto University
This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service.
