Bærum municipality intends to enter into a contract with Acos AS for upgrading the current WebSak version 8.14 to WebSak version 9, pending a new competition and contract, cf. the Procurement Regulations (FOA) § 13-4 (b) no. 2. The upgrade will i.a. mean that all operation and all functions, including the accompanying modules, will take place in a cloud based platform operated by Acos AS, unlike the current situation where the system is stored locally. A new project is being established in the municipality and a new competition with an initial supplier dialogue will be announced as soon as possible. The current WebSak system expires and technical support will end in November 2026. It is therefore decisive that archive worthy documents are stored properly until a new case and archive system is in place. The short time remaining before end-of-life means that it is impossible for the municipality to hold a competition in accordance with the procurement regulations, and at the same time ensure the municipality a sufficient case and archive system, which is compatible with the municipality's other systems. Bærum municipality signs a contract with Acos AS to ensure the municipality access to a well-functioning case and archive system, and to safeguard operation and support until a complete competition has been held in accordance with the procurement regulations. The competition is therefore "impossible for technical reasons", and the terms for holding a procurement without a competition are met, cf. the Public Procurement Regulations § 13-4 (b) no. 2. An intention notice is published in accordance with PPR § 21-5. Objections to the intention of signing the contract shall be directed to Bærum municipality in the communication module in Mercell, within 10 calendar days calculated from the day after the intention notice has been published.

Bergen municipality shall procure a new trade system for collection. The aim of the procurement is to have a collection system in place that contributes to more efficient work processes and that provides the possibility for development in accordance with needs and requirements within this management area. A contract is planned for ongoing service procurements over the internet (as-a-service delivery). The contracting authority invites tenderers to a dialogue with the market prior to the competition. The contracting authority will conduct dialogues 28 and 29 April. 1:1 meetings will be held and the meeting will be held for approx. 1 hour. We would like answers to the questions described below in the dialogue. We would like suppliers to make and send over a PowerPoint presentation with questions and answers ahead of the dialogue meeting in order to reduce the time. Intention notice - Norkart e-Tax and e-Fees
The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication.

This is an updated version of the competition and we would like to make particular attention to the fact that the competition is being held without negotiations - the tenderer must therefore submit their best tender by the tender deadline. The objective of the procurement is to ensure competent 'Smart Hands' services, primarily connected to NRK ́s 2 data centres. The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the public procurement regulations dated 12 August 2016 no. 974 (FOA) parts I and III, as well as the provisions in the tender documentation.
