Provision of Flow Cytometry Reagents, Antibodies, Platform-Specific Consumables and Single-Cell Genomics Reagents for Ongoing Research Activities
This voluntary ex-ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to put in place a contract with Becton Dickinson UK Ltd, 1030 Eskdale Road, Winnersh Triangle, Wokingham, Berkshire RG41 5TS for the provision of flow cytometry reagents, antibodies, platform-specific consumables and single-cell genomics reagents required to support ongoing research activities across the University. The requirement encompasses specialised laboratory reagents, including fluorochrome-conjugated monoclonal antibodies, staining buffers, assay kits, instrument calibration materials, and proprietary consumables associated with BD flow cytometry and BD Rhapsody single-cell genomics platforms. These products are integral to established experimental workflows across multiple research groups, including immunophenotyping, cell signalling analysis, and single-cell gene expression studies. Trinity College Dublin intends to award this contract in accordance with Article 32(2)(b)(ii) of Directive 2014/24/EU, on the basis that competition is absent for technical reasons. The required reagents are defined by specific antibody clones and fluorochrome conjugations, many of which are proprietary, and are embedded within validated experimental protocols. Substitution would necessitate extensive re-validation, introduce scientific risk, and delay research outputs. In addition, platform-specific consumables, including BD Rhapsody cartridge and cDNA kits, are required for the operation of existing instrumentation and cannot be replaced with alternative products. While certain items may be available via resellers, this does not represent a viable alternative, as it introduces additional cost without addressing technical compatibility or continuity requirements. Accordingly, the proposed approach is necessary to ensure continuity of research and represents a proportionate and compliant procurement solution.

Invitation to market dialogue - digital partner for the 22 July Centre.
The 22 july centre invites tenderers to participate in a market dialogue before the planned procurement of a digital partner. The aim of the market dialogue is to obtain input from the market on how the centre ́s total need for digital services can best be covered, including whether the market can deliver a comprehensive solution through one supplier, possibly with the use of sub-suppliers, or whether the need should be divided up. The 22 july centre is a national memorial and learning centre under the Ministry of Education and Research. The centre is facing several development processes connected to digital communication, teaching, communication and security. The need includes i.a. management and further development of the existing website, digital teaching systems, technical operations and security, monitoring and stand-by, communication services as well as the implementation of a new visual profile. The market dialogue will be carried out through a written input note, and individual tenderers may be invited to one-to-one meetings. Participation in the market dialogue is voluntary, does not obligate the parties and is not a prerequisite for participation in any later competition. Information on market dialogue and life cycle management of PCs and mobile telephones. The Ministries Digitalisation Organisation, hereafter called DIO, invites tenderers to a market dialogue on life cycle management of PCs and mobile telephones. About the Contracting Authority DIO was established 01.01.2025 and is the ministries' digitalisation organisation, under the Ministry of Digitalisation and Management. Our assignment is to strengthen the government and the ministries' ability to solve complex social assignments through secure technology, digitalisation and innovation. DIO delivers and operates a joint ICT platform and is responsible for, among other things, user service, digital communication channels such as regjeringen.no and intranet systems, archiving and case processing system, standardised digital interaction rooms, courses and training, event and media production. Current situation DIO is currently procuring and administering PCs for parts of the ministry community that are connected to the current joint ICT platform. DIO is affiliated to a government framework agreement for both the hire and purchase of PCs and has an approved product list (GPL) that applies to all ministries. Within a year the Ministry Fellowship will gather on a joint ICT platform. New life cycle management of PCs and mobile telephones. DIO is now in a process that examines the possibility for different procurement models of PCs, mobile telephones and accessories. The extent is estimated to be approx. 7,000 computers, 7,000 mobile telephones and approx. 3,500 tablets. In this review we would like to look at different route choices: •Purchase •Rent • PCs and mobile telephones as a service (DaaS). We look at laptops, desktops, tablets and mobile telephones in this market survey. In addition we would like to include basic computer accessories such as keyboards and mice, and headsets, screen protection and lids for mobile telephones. A prerequisite for success is standardising devices to keep the number of variants at a minimum level to reduce operational complexity, improve user experience, cost efficiently, improve information security, stand-by, and safeguard environmental considerations. DIO would like to combine the entire life cycle of units in one supplier relationship, as far as this is possible. This involves looking at the entire life cycle of the units. Dialogue with the market DIO hereby invites tenderers to a dialogue meeting with suppliers in the market. We would like a dialogue on how we can cover our needs through systems that are already available in the market and that are tested, which provide documented gains, both economically and environmentally. Emphasis is put on the fact that the objective of the dialogue is to obtain information on what systems are available in the market that cover the contracting authority ́s need for good life cycle management of PCs and mobile telephones. Statens naturoppsyn intends to enter into a framework agreement for the delivery of service clothing. Further overview of relevant products is in annex clothing. Before the procurement, the Norwegian Environment Agency would like a dialogue with the market to gain insight into relevant systems and the tenderers ́ experiences, as a basis for designing an appropriate and competitive procurement. Vesar plans to procure a future orientated system for camera monitoring and car counts at the seven recycling stations. The system shall contribute to increased security, improved data basis for operation and facilitate for further digitalisation, including possible introduction of access control. The procurement is assessed as a service delivery (SaaS/managed service), including alarm centre and security guard services, but Vesar is open to assessing other possibilities. Vesar needs to hold a market dialogue in order to gain better insight into possibilities, technology choices and appropriate procurement strategy. The Norwegian Health Network SF (NHN) is planning a procurement process for broadband access for small and medium sized locations. Invitation to Market Dialogue (Joint Procurement) for a Bike Sharing System in Helsinki Metropolitan Area
We invite interested suppliers to during May 2026 participate in bilateral market dialogues concerning an upcoming joint procurement. The aim is to engage in an open discussion about the subject matter of the procurement, the market situation, and to gather market perspectives on the possible challenges prior to launching the actual tendering process. The new Bike Sharing System aims to provide a unified service for the Helsinki Metropolitan Area from 2028. The service to be procured includes not only the supply of city bikes and stations but also their maintenance and upkeep, bike relocation from one station to another, the transfer of bikes and possibly stations to storage, and storage during the months when the bike system is not in use, as well as IT system, and customer service throughout the entire Contract Period. The preparation of the procurement is being carried out in cooperation by the following contracting authorities: Metropolitan Area Transport Ltd and the cities of Espoo, Vantaa and Kauniainen. The final list of contracting authorities participating in the joint procurement will be specified during the preparation phase and confirmed before the launch of the tendering procedure.
