This voluntary ex-ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to put in place a contract with Becton Dickinson UK Ltd, 1030 Eskdale Road, Winnersh Triangle, Wokingham, Berkshire RG41 5TS for the provision of flow cytometry reagents, antibodies, platform-specific consumables and single-cell genomics reagents required to support ongoing research activities across the University. The requirement encompasses specialised laboratory reagents, including fluorochrome-conjugated monoclonal antibodies, staining buffers, assay kits, instrument calibration materials, and proprietary consumables associated with BD flow cytometry and BD Rhapsody single-cell genomics platforms. These products are integral to established experimental workflows across multiple research groups, including immunophenotyping, cell signalling analysis, and single-cell gene expression studies. Trinity College Dublin intends to award this contract in accordance with Article 32(2)(b)(ii) of Directive 2014/24/EU, on the basis that competition is absent for technical reasons. The required reagents are defined by specific antibody clones and fluorochrome conjugations, many of which are proprietary, and are embedded within validated experimental protocols. Substitution would necessitate extensive re-validation, introduce scientific risk, and delay research outputs. In addition, platform-specific consumables, including BD Rhapsody cartridge and cDNA kits, are required for the operation of existing instrumentation and cannot be replaced with alternative products. While certain items may be available via resellers, this does not represent a viable alternative, as it introduces additional cost without addressing technical compatibility or continuity requirements. Accordingly, the proposed approach is necessary to ensure continuity of research and represents a proportionate and compliant procurement solution.

Two analytical flow cytometry systems
The Contracting Authority invites tenders for the supply, delivery, installation, commissioning, validation, and initial technical support of two (2) analytical flow cytometry systems to support research laboratory activities. The proposed system(s) will replace the currently installed flow cytometers, which are equipped with four (4) lasers and seventeen (17) fluorescence detection channels. The new equipment is expected to meet or exceed the analytical performance and configuration of the existing system, while ensuring enhanced reliability, operational stability, and long-term serviceability. The instruments will be used for advanced multi-parameter single-cell analysis and must be capable of addressing both current research needs and foreseeable future developments. The objective of this procurement is to acquire robust, high-performance analytical flow cytometry system(s), including all required hardware, software licenses, accessories, installation, user training, warranty coverage, and comprehensive service and maintenance support. The primary applications conducted by the research groups include, but are not limited to, multicolor cellular phenotyping, functional cellular assays, release assays, and related immunological and cell biology applications. The systems will be operated by experienced flow cytometry specialists as well as by a broad user community with varying levels of prior expertise. The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

RFT for the Supply, Delivery, Installation, Commissioning and Calibration of Isothermal Titration Calorimeter (ITC) for Protein Complexes for Trinity College Dublin
Trinity College Dublin require the supply of Isothermal Titration Calorimeter (ITC) for protein complexes for the deliverables of a Research Ireland grant. The calorimeter is required for measuring micro-calories of heat evolved or absorbed from protein-protein and protein-small molecule interactions in aqueous solution. The measurement involves multiple injections of ligand (protein, other macromolecules, small molecules) into a cell containing another protein, small molecule, or other macromolecules. The titration is performed under isothermal conditions using a reference cell containing water or related aqueous solution that is similar to the experimental cell. Changes in temperature between the two cells during injections are rapidly equilibrated using active power compensation that is calibrated for calories of heat. The properties of the isothermal titration calorimeter should include the following: (1) The tenderer SHOULD provide a new or recent state-of the-art (ex-demo) model ITC calorimeter, and if ex-demo, it should be minimally used. Volume of experimental and reference cells should be approximately 200 mico-Liters. (2) Typical concentration ranges for analyses should ideally be in the range from 1 micro-Molar to 100 micro-Molar for macromolecules (typically proteins) in the cell, and 10 micro-Molar to 1M concentrations in the injections syringe for the ligand. (3) Preferred temperature range for isothermal titrations from 4 deg Celsius to 60 deg Celsius. (4) software that can analyse data and determine the Kd (dissociation constant), enthalpy, and entropy from analyses of the titrations. (5) Software should handle simple 1:1 binding models, with the possibility to analyse more complex interactions, such as multiple binding sites, sequential interactions. The capability to analyse complex binding with rigor would be a major advantage, as many interactions are not simple 1:1. (6) minimal generation of bubbles or artefactual heat, which may arise from high concentrations of viscous protein in cell (7) Ideally - prefer system/software compatibility with .opj files generated by Origin 7 (or later) software, since we have nearly 20 years of previous data collections. This could be transferred to new control computer for continuity. (8) New computer, drivers, and accessories required to run the calorimeter software.

Single Supplier Framework for the Provision of Multi- Disciplinary Design Services for Bus Depots- PQQ stage
The National Transport Authority (the “Authority”) is seeking an experienced MultiDisciplinary Design Services Partner (“MDDSP”) to provide Multi Disciplinary Design Services for Bus Depots under a single supplier Framework Agreement. The services shall cover all the phases of the delivery of new and/or enhanced bus depot facilities, to support the operation of public bus services in Ireland from concept design/site selection/due diligence/planning all the way through to oversight of construction works. National policies and strategies for the decarbonisation of the transport system includes plans to significantly expand bus services and transition the bus and coach fleet away from diesel fuelled buses to zero emission technologies. In order to support both the expansion and transition to zero emission buses, it is necessary for the Authority to consider the supporting bus depot facilities that are required to deliver an efficient and effective bus system. The current level of bus depot provision will require significant expansion. It will be necessary to ensure adequate provision of electric charging infrastructure at depot locations while also considering the appropriate location of depots to reduce the impact of out of service mileage on the operation of electric bus fleets. It is intended that the Framework Agreement shall be in place for an initial period of four (4) years with the option for the Authority to extend on an annual basis for up to two (2) additional years. The estimated value of this Framework Agreement is €45,000,000. The maximum value of this Framework Agreement is €60,000,000.
