Multi-Party Framework Agreement for HSE Design Team Services Framework 2024 – FW02: Acute Healthcare Capital Works – project value €1M - €15M excl. VAT for HSE Regional Health Area: Cork / Kerry
The projects consists of the refurbishment of existing space in the CUH Theatre Block for a new Hybrid Vascular Theatre, including refurbishment and expansion of the current Theatre Reception and Theatre Recovery areas. Hybrid Vascular Theatre: A hybrid vascular theatre is a specialized operating room that combines traditional surgical capabilities with advanced imaging technologies such as MRI and CT which enables intra-operative diagnostics. This allow surgeons to perform both open and minimally invasive procedures on the same patient in a single, controlled environment. This means that the theatre can seamlessly integrate open surgery with endovascular procedures, such as stent placement or aneurysm repair, all without requiring the patient to be moved between different facilities. Theatre Reception: The current footprint of Theatre Reception is inadequate with only 4 bays which are too small and provide little privacy. The Nurse’s station consists of a stand-alone desk in this confined space offering no privacy for Nursing or Medical staff to have patient and/or staff sensitive discussions. The patients w.c. is small and located in a confined, difficult to access area and is not suitable for patients’ requiring chaperones or assistance. There are no Clean or Dirty utility or Storage facilities currently in Theatre Recovery. Theatre Recovery: Theatre Recovery has 9 bays serving 9 Theatres in the main Theatre Complex as well as 2 remote Theatres (Theatre 9 and the Hybrid Theatre). There are no isolation bays within the current footprint. Due to inadequate capacity in Theatre Recovery, patients are regularly recovered within Theatre, while awaiting one of the bays to become available. This has a significant impact on patient flow and Theatre utilization. The reconfigured CUH Theatre Complex with 11 theatres will have 22 Recovery bays. Net Floor Area of 1230 Sqr M

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter b. no. 2: The procurement concerns services that only a specific supplier can deliver, for technical reasons, as well as § 13-4 letter b. no. 3. A compact and flexible sequencing instrument shall be procured for use at the Department of Medical Genetics at the University of Oslo, affiliated with NorSeq – the national research infrastructure for sequencing. The instrument shall be used for quality control (QC) of sequencing libraries, small scale genome sequencing and verification sequencing, as well as included in the service offer to researchers with a need for low to moderate data amounts. The instrument shall be able to sequence a broad range of species and applications, as well as function as a QC tool for genome-scale sequencing instruments. To fulfil this purpose, the following required minimum requirements are set for the instrument: Support for a wide range of genomic applications, including 2×500 bp paired-end sequencing with high data quality sequencing capacity up to 30 Gb per run, with flexible adaptation of data quantity Sequencing time of maximum 24 hours for 2×300 bp set-up Flexibility in cycle numbers (minimum 100, 300, 600 and 1000 cycles) Use of ready-produced reagent cassettes and reagents that can be handled and stored at room temperature Support for index-first sequencing and fast generation of index reads for quality control and optimisation of sample pooling Full compatibility with Illumina libraries, so that the instrument can be used as a QC platform for existing large scale sequencing systems Delivery of sequence data with a minimum of Q30 quality at relevant read lengths. The requirements are determined based on the contracting authority ́s actual need for efficient operation, high data quality, quick execution and seamless integration with the existing infrastructure and work flow. Market assessment and alternative solutions The Contracting Authority has carried out a market survey (RFI) via Mercell/Doffin. Only one tenderer registered interest and documented fulfilment of all the minimum requirements. Furthermore, the contracting authority has assessed alternative technologies and suppliers based on the professional environment ́s knowledge of the market. These alternatives do not, however, fulfil the requirement, i.a. because they:do not support 2×300 bp paired-end sequencing of equivalent quality has significantly longer sequencing time than 24 hours for equivalent set-ups not compatible with Illumina libraries and therefore cannot be used for quality control of existing systemsnot offer the necessary flexibility in data capacity up to 30 Gb per running that does not support 'index-first' sequencing or rapid generation of read indexsUse of such alternative solutions will lead to significant disadvantages, including reduced data quality, inefficient use of resources, increased time spent and a lack of integration with existing infrastructure. This is seen as disproportionately against the objective of the procurement. Conclusion: Based on the set requirements and completed market surveys, the contracting authority has no real or reasonable alternatives in the market than MiSeq i100 Plus from Illumina. This is as far as the contracting authority is aware of the only system that fulfils all functionality, performance and compatibility requirements. The terms in PPR § 13-4 letter b no. 2 and are therefore considered fulfilled. Acquisition of a GC-QTOF-MS with PAL3
Our laboratory requires the capacity for gas chromatography coupled to high-resolution quadrupole time-of-flight mass spectrometry (GC-QTOF) to support advanced untargeted metabolomics of microbial systems, with a central objective of building a curated, high-confidence database of microbial strain-specific metabolic and volatile profiles that can be systematically mined as new biological questions arise. Achieving this goal requires an analytical platform capable of comprehensive, reproducible, and informationrich data acquisition that extends beyond the limitations of conventional GC-MS approaches. Microbial metabolomes are chemically diverse and highly strain dependent, encompassing volatile, semi-volatile, and derivatized metabolites produced across a wide dynamic range. Analyses of microbial extracts frequently yield complex chromatograms with extensive co-elution, while SPME headspace sampling of cultures captures transient and low-abundance microbial volatile organic compounds (mVOCs) that are central to microbial communication, competition, and environmental adaptation. High-resolution MS coupled to GC separation is uniquely suited to resolve this complexity. A GC-QTOF provides accurate-mass full-spectrum acquisition across the entire GC-elutable mass range, enabling elemental composition assignment and confident differentiation of isobaric compounds via fragmentation. This level of mass accuracy and resolving power is essential for untargeted metabolomics and is a prerequisite for generating strain profiles that remain interoperable over time, even as databases expand and analytical questions evolve. In order to combine our existing datasets of secondary metabolites and strain extracts, we require a system that can produce high abundances of molecular ions in the source. This will allow us to investigate the fragmentation of specific ions in very complex samples without the need for baseline separation. This is needed for higher throughput analysis of strains, and integrating our current fragmentation libraries into the new system. Unlike typical single-quadrupole GC-MS systems, which rely primarily on nominal-mass spectra, a QTOF enables precursor-specific, accurate-mass fragmentation experiments. Incorporating MS/MS information directly into strain profiles significantly increases their long-term value for downstream data mining, comparative analyses, and cross-study validation. The system’s ability to acquire complete, untargeted datasets with stable mass accuracy and wide dynamic range is critical for database-driven research. Full-spectrum acquisition ensures that all detectable metabolites are recorded in each analysis, allowing retrospective interrogation of historical data as new microbial metabolites are discovered or as additional strains are introduced into the database. This capability eliminates the need for re-analysis of archived samples and maximizes the scientific return from each experiment. Equally important is the platform’s compatibility with advanced spectral deconvolution, retention index alignment, and metabolomics software workflows, which enables consistent feature extraction and annotation across large sample sets. These capabilities are essential for constructing a robust, searchable strain metabolomics database that supports longitudinal studies, comparative strain analysis, and hypothesis-driven data mining. In summary, acquisition of a high-resolution GC-QTOF with accurate-mass MS/MS functionality is essential for establishing a scalable, reusable microbial metabolomics infrastructure. This instrument will enable our laboratory to gener-ate durable, high-confidence strain profiles that support discovery-driven research today while serving as a foundational resource for future data mining and systems-level microbial analysis. Capabilities Required for Building a Searchable Microbial Strain Database and incorporation of current data: • Accurate-mass, full-spectrum acquisition of GC-eluting metabolites, ensuring long-term interpretability of un-targeted datasets • High-resolution MS/MS fragmentation, enabling confident structural annotation and validation of strain-specific metabolites • Fast acquisition rates that are independent of resolution, compatible with SPME headspace and narrow GC peaks, preserving reproducibility across strains • Wide dynamic range and high sensitivity, capturing both dominant metabolic features and low-abundance strain markers • Retrospective data mining of archived datasets, allowing new metabolites or patterns to be identified without re-analysis • A robust data acquisition technique creating data the is interoperable with public and in-house datasets • High abundance molecular ion spectra from an EI source to allow CID fragmentation for in-house spectral library comparisons
