Nav Vestfold and Telemark shall procure a professional and practical course that shall give registered users the opportunity to qualify for work in the building and construction industry. The course shall offer participants introduction to different disciplines, introduction to practical skills and principles, as well as facilitating the individual expanding their network towards the industry and working up opportunities in the labour market. In addition the course shall give each individual overview of their competence and map the possibilities for further qualifications with certificates of apprenticeship. A framework agreement shall be procured over 2 years, with an option for an extension for a further 1+1 year. The contract is for registered job seekers in the target group in Vestfold and Telemark areas. Course locations are divided into two areas. Tenderers can submit tenders for one or both areas. Sub-contract 1: Area 1 Vestfold, with course location Sandefjord or Tønsberg. Sub-contract 2: Telemark, with course location Grenland (Skien, Porsgrunn or Bamble). The Norwegian Health Network SF (the contracting authority) needs to enter into a framework agreement for services within Sound and Engineering. The contracting authority plans for gatherings, meetings and conferences with several participants and of high quality. The events will be held in different places in the country, mainly in Oslo, Trondheim and Tromsø. Some gatherings will be carried out in our own premises where the technical framework is in place, but where we can, however, need personnel or equipment supplements. In other cases the events will be held in external premises, e.g. hotel/conference/course premises, where in some cases there will be a need for full delivery of sound, lighting technique and personnel. This will depend on the chosen location and which facilities are available for the contracting authority. A framework agreement shall be signed with two tenderers, see Annex 2 for Procedures for awarding contracts within the framework agreement.

Framework agreement for advertisement services - job advertisements and notices.
Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. Description of the assignment The procurement comprises a framework agreement for the purchase, production and publication of job advertisements, announcements and equivalent announcements in relevant channels. The agreement shall cover announcements in both digital and printed areas, including relevant trade and trade media, newspapers, job portals, social media and public registers when required. The delivery shall include the necessary production support connected to the design and adaptation of advertising material, as well as the delivery of documentation of publication and available statistics/reporting for completed campaigns and indentations. Furthermore, the tenderer shall offer a web-based ordering and management system that supports ordering, approval and follow-up and which provides a total overview of status and history. The system shall also be able to support integration with the municipality ́s recruitment/HR system.

Sykehusinnkjøp HF shall, on behalf of the Ambulance Service at Nordland Hospital, procure driver's licence training for class C1. Approx. 60 employees require such training. We would like tenderers to offer training at 2-3 geographical locations, for example Bodø, Sortland and Gravdal. The planned start-up for the training is January 2027, and the implementation/delivery will continue until all the relevant employees have completed the driving licence training in class C1. The competition is for a framework agreement for the delivery of welfare technology. Patient signalling systems can also be procured on the contract. There is a need for equipment to be purchased or hired. Participants in the procurement: Seljord, Kviteseid, Nissedal, Tokke, Vinje and Fyresdal municipalities. The procurement ́s value is estimated to: NOK 2,500,000 excluding VAT per annum. Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.

Causeway Coast and Glens Borough Council seek to appoint a suitably qualified organization(s) / individual(s) to offer a fully comprehensive and unique programme to provide an understanding of the rich cultures that reside within the Causeway Coast and Glens Area. Using the medium of music, sports, arts, dance, food & crafts participants will learn about each other and come together in new ways. This programme will bring both indigenous and newcomer communities together to share in each other’s cultures, to educate one another about their traditions and to understand the important role each culture has in creating a thriving economy and a socially diverse community that supports the positive development of the Borough. The tender response must address the following key issues: • Lack of understanding and cohesion between both between both local (indigenous) and newcomer (BME – Black and Minority Ethnic) communities and the importance of sharing cultural expressions. • Poor relationships between both local (indigenous) and newcomer (BME) communities. • Increased division and fear amongst both communities. • Difficulty in integrating and participation in local life for newcomer (BME) communities. • Support participants in being able to understand and share in each other’s culture. • Challenge and support greater understanding around contested views and opinions. • Raise awareness around the issues and misinformation which is preventing local people and newcomer communities from engaging with each other. • People feeling unable to share information about their culture and heritage. • Lack of confidence within newcomer (BME) communities in being able to share their knowledge and learning. Targets • Recruit minimum 280 participants - (CNR: 33%: PUL 33%: OTHER: 33%) • A minimum of 26 hours (total) of meaningful cross-community engagement must be provided per participant. • Delivery of an educational programme which captures, shares and educates participants about the rich culture across the Borough. • Delivery of an event to support participants to promote their way of life, their stories about both urban and rural culture. • Delivery of 7 key events which allows participants to showcase local music, arts, food and dance across the Borough. • Delivery of 2 large public events. • Creation of a vehicle which captures and promotes all of the cultural activities across the Borough. Outputs • Increase in the confidence of participants to explore other cultural traditions. • Increase in the participants to feel safe about demonstrating their cultural traditions. • Improvement in relationships between both the indigenous and newcomer communities. • Increase in knowledge that participants understand about other cultures. • Increase in feeling respected within the local community. • Improvement in the levels of trust between newcomer and indigenous communities. • Increase in confidence amongst newcomer communities to feel they can participate in wider society. Programme Activities • Stage 1: Recruitment of 280 participants across the identified key/ cultural institutions. • Stage 2: Deliver an educational programme which captures, shares and educates participants about the rich culture across the Borough and build the confidence of all participants to participate in wider society. The education and learning should contain workshops on diversity, equality, active citizenships relationship building and conflict management, preferably as an accredited format. The programme also has to be able to build relationships amongst all participants and provide learning which helps challenge the stigma and division between both indigenous and newcomer communities. • Stage 3: Plan and deliver 7 key events which allows participants to showcase local music, arts, food and dance across the Borough. • Stage 4: Delivery of 2 large public event which celebrates all cultures across the 7 DEAs and supports the participants to come together and educate others about their cultural traditions. • Stage 5: Creation of a vehicle which captures and promotes all of the cultural activities across the Borough. BUDGET: 147295 EUROS Timeline: 14 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of 147295 EUROS (excl. VAT) All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by September 2027. Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award. All project activity must be completed by September 2027. All project related financial invoicing must be submitted within 1 month of the completion of the final report.
