INVITATION TO MARKET DIALOGUE Introduction Vestfold fylkeskommune invites suppliers of company health services to a market dialogue. The Contracting Authority is subject to the Public Procurement Regulations (LOA and FOA). In Vestfold County we are responsible for a number of areas that touch people in all their lives. Our organisation consists of approx. 2400 employees with assignments across different areas. Amongst other things, we are responsible for the ten sixth form colleges in the county with more than 8,000 pupils and 1,450 employees. We are responsible for public transport and the county roads, and if you are going to the dentist it is likely that it is one of our 14 dental clinics you visit. Our role also extends far into social development, where we engage in commitment to climate, business, society and plan, culture and cultural heritage. This is one of the things that illustrates the breadth of our multi-disciplinary development organisation. The county is a politically controlled organisation and every fourth year there is a county election. There are a total of 41 members in vestfold county council. The County Council makes decisions on major and principled cases. Objective of the market dialogue The county plans to procure new framework agreements for company health services Q3 2026 and would like, thus, a dialogue with the market. The aim of the market dialogue is to get an overview of what are available and how these can cover the contracting authority ́s needs, expectations and requirements for company health services. Participation in the market dialogue will not obligate either the supplier or the contracting authorities as regards later procurements. The market dialogue is not to be considered as part of the pending procurement processes. Final decisions and choices for the procurement processes have not been made by the publication of the invitation. Practical information about the market dialogue Tenderers are invited to present their services in one-to-one meetings in Vestfold county ́s premises. The exact time for these meetings will be set up after the registration deadline. Implementation of the market dialogue. The dialogue meetings will be held 7 May and 13 May. The meetings will be held at Svend Foyns gate 9, 3126 Tønsberg. The tenderers will have an equal time of 1.5 hours to present their services. Registration Registration deadline: 4 May, 12:00. The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details).
