Invitation to market dialogue: New system for KGV and KAVTrondheim municipality invites tenderers to a market dialogue in connection with the procurement of a new tender management tool (KGV) and contract administration system (KAV). The current agreement with Mercell expires in June 2028. The municipality would therefore like to probe the market in order to ensure a future orientated system that supports our strategic objectives and needs. Abakus will publish a prior information notice before launching a competition for pipes and pipe parts. The notice aims to gather market feedback on tender documentation to ensure it is competitive and effective. Key areas for input include: potential competitive barriers, elements that could be improved or simplified, and environmental/climate award criteria. Specific focus is on formulating environmental requirements appropriately and ensuring tenderers can adequately describe their environmental work in a comparable manner.

Painting and covering services, framework agreement Troms County - RFI
Troms County (henceforth referred to as the contracting authority) shall enter into a new framework agreement for painting and covering services and associated equipment. Material will also be considered for assignments that the contracting authority shall use for its own activities and shall also be included in the contract. The contracting authority would like to enter into an agreement that covers the need we may have for this type of service in the entire county. This includes, for example, sixth form colleges, official residences and dental clinics. The contract shall ensure that we achieve cost effective and rational procurements of painting and covering services in accordance with the current laws and regulations. The framework agreement will mainly be used for the procurement of ongoing and operational related services, but it can also be used for some investment projects where it is deemed appropriate. We are currently in a preparatory phase of the procurement process. As part of the preparation phase, the contracting authority would like to invite all relevant tenderers to comment on the provisional drafts for the requirement specifications, price form and contract terms. The documents are attached to this market dialogue. Emphasis is put on the fact that tenderers shall not fill in the attached tender documents, but give feedback on the questions included in the document "Information on RFI - Framework agreement on painting and covering services" under point 3.Deadline for feedback is 30 April 2026 at 12.00. At the expiry of the hearing deadline, the contracting authority will review received input. The contract will then assess which input could be appropriate to include in the final documents. The Contracting Authority is not obliged to comply with the input, and emphasises that the attached documents are to be seen as provisional drafts. Any questions or needs for an extended deadline shall be sent to the contracting authority via Mercell. Tenderers who register their interest can be contacted by the contracting authority in the preparation phase if there is a need for further clarification. The contracting authority will not reimburse costs incurred for the participation of the hearing.

The aim of the hearing is to obtain input from the market before the final announcement.nnlandet county is planning to procure furniture for office and school buildings at all of the county ́s locations, and the contracting authority would like furniture adapted to high quality public use, long lifetime (15-20 years), universal design and systems that facilitate efficient cleaning. Emphasis will be put on standardisation, predictable costs and future orientated systems that provide high user satisfaction. The contracting authority would like to reduce internal resource use by increasing the degree of self-service, efficient ordering systems and good schemes for service, maintenance and repairs. Sustainability is a central consideration, and inland county would like a minimum of 25% used furniture, with the ambition to increase the share during the contract period. The tenderer shall contribute to internal re-use, disposal as needed and deliver a high level of service and maintenance services. Deadline for input: 01.05.2026.

Procurement - Competition implementation tool (KGV) and contract follow-up tool (KAV), 2026
The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The contract and the Standard Terms will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. The contract has a maximum duration of 10 (ten) years.
