The administrative building of the Autonomous Transport Authority was built in 1980 with a local basement, ground floor and 3 floors. It has also benefited from renovation and rehabilitation works over time, works that were done locally, on different floors, without a unitary approach. Currently, the building is functional.The building has insufficient thermal protection. Currently, it is thermally protected at the envelope level only by the thermal insulation elements adopted when the building was built in 1980. Over time, the windows that enclose the building on the 1st, 2nd and 3rd floors were replaced with PVC joinery and thermally insulating glass, but the original joinery, made of simple, metal or wood joinery, still exists. The ground floor houses, for the most part, warehouses for car parts.The interior and exterior finishes are damaged, including the roof. The exterior carpentry is unsatisfactory in terms of insulation performance.

Procurement - Transport and treatment of hazardous building waste Attvin, 2026 (2)
The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the contracting authority ́s need for transport and treatment of hazardous building waste, from Attvin to final treatment at a certified treatment facility, in accordance with the requirement specifications. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The Waste Regulations chapter 11. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The contracting authority reserves the right, however, to hold a new competition for new waste types during the contract period. KK - Framework agreement carpentry services
Kristiansund municipality would like to enter into a framework agreement with three tenderers for joinery services. The contract shall cover both renovation of existing buildings and minor new buildings, and cover the contracting authority ́s ongoing needs. The estimated contract value is NOK 15,000,000 excluding VAT per annum, with an upper limit of NOK 20,000,000 excluding VAT per annum, depending on the municipality ́s grants. The contracting authority is not obliged to procure services for this sum. A detailed description of the delivery is in 02 (requirement specifications). The contract period is 2 years, with an option for an extension for a further 1+1 years, so that the total length can be up to four years. The option will be automatically taken up unless the contracting authority gives written notification at least two months before the option period starts. In the event of call-offs, assignments will first be offered to the tenderer who has the best relationship between quality, price and environment, based on the award criteria. The tenderer has 24 hours to confirm the assignment. If the assignment is not confirmed, or the tenderer cannot carry out the work, the assignment is offered to the next tenderer on the list. The tenderer who has submitted the most advantageous tender will be responsible for all security guard preparedness. The contracting authority can also choose to hold mini-competitions between the three chosen tenderers. The agreement includes buildings in Kristiansund municipality, including schools, nurseries, sports buildings, residential buildings, technical buildings and administration and office buildings. All the buildings are in use and the work shall be carried out in a way that as far as possible disrupts the daily operation. The contracting authority assumes that rigging areas are not established, as the work is considered so small that one carries with them what the equipment needs at all times. Tenderers cannot reckon on storing equipment in the buildings included in the contract.

Procurement of a service contract for gas installations.
NTNU shall enter into a framework agreement for the inspection and maintenance of gas installations for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. The gas installations included in this agreement are located in a total of 15 different buildings in Trondheim. The buildings are mainly located at Gløshaugen in addition to a small number on Brattøra and Øya. The service contract is administered by the property department at NTNU, but the gas installations are owned by different institutes and the work shall be invoiced directly to each individual institute/site owner, total 23 units. The facilities currently include approx. 269 gas centrals with a total of 1,484 call-offs. The contracting authority is different departments and faculty at NTNU, Rise PFI AS and Sintef, each of which is the owner and orderer for their plants. The contract shall be a complete service agreement that includes: • Annual systematic condition checks • Improvements, including maintenance and repairs, as well as minor expansions and changes in the existing installations, as needed. • Re-opening and shut-off of systems and components as needed, a complete description of the delivery is in the requirement specification.

A well-functioning energy follow-up system is decisive for obtaining an overview and control of energy use, optimising operation and uncovering deviations, comparing status and development, as well as for exercising good energy management in the form of economic and environmental operations. Likewise, it is decisive to effectively report energy use to management at different levels in the organisation or to political leadership. Equivalently, it is desirable that EOS shall contribute to an overview of the use of water on the property, waste and any manual reporting of passenger transport. As Trøndelag county is already reporting through, among other things, Miljøfyrtårn and performs complete environmental reporting, it is requested that the new product has options as described in:Automatic report energy use in each building/facility, with an option for manual input where automatic meters are missing. Automatically report waste amounts by type/fraction, with an option for manual entry where automatic meters are missing. CONSTRUCTION OF THE NEW ELEMENTARY SCHOOL “CITY KVART” PODGORICA, MONTENEGRO
The project aims to increase children’s access to high-quality early childhood care and education in pre-primary institutions, as well as to improve learning conditions for students in primary and secondary (general and vocational) schools. The primary school in City Kvart has been conceived as a contemporary educational facility, designed in accordance with principles of openness, flexibility, and strong integration with the local community. The design focuses on creating a stimulating environment that supports children’s learning and everyday activities, while also enabling a gradual transformation of the traditional model of primary education. The building is situated in the central zone of the upper part of the urban plot, within an urban fabric that allows for easy connectivity with the wider neighbourhood. The architectural concept is based on a modular and dynamic spatial organization, allowing for clear functional zoning while maintaining flexibility in the use of space. The school is designed as a freestanding structure consisting of a basement, ground floor, and two upper floors. Its central placement on the site ensures optimal orientation, accessibility, and functional efficiency from all directions. The total net area of the school is 6,980.49 m², and the maximum duration of the works is 18 months, followed by a 12-month defects notification period.

The Centre will stand as a site of conscience that will honour equally all those who were resident in Industrial Schools, Reformatories, Magdalen Laundries, Mother and Baby Homes and related institutions. It will comprise the following: The provision of the National Centre Museum and Research Centre (total circa 7510m2) with a purpose built archival repository/storage space (circa 4,030m2, 3-4 storeys over circa 1,300m2 basement). This will comprise the restoration and remodelling of the existing convent blocks and chapel (circa 3,5490m2). There will also be a new L shaped building, which will enclose a garden of reflection. The National Centre will include extensive document repositories at basement levels; exhibitions spaces, conservation laboratories, and technical spaces at ground level; and public reading rooms at first floor level; The provision of a new multi storey multi-functional Educational Facility (circa 3,690m2 of new 3-5 storey building over basement) comprising of large and small teaching rooms, study spaces, offices, social space to support further and higher education. Classes, seminars, workshops and other events will be delivered from the site with access open to the local community to attend. (refer to Appendix D for preliminary layouts). The provision of Community based Family and Parenting Support Facilities (circa 1,195m2 divided between the two sites 2-3 storeys), within two existing buildings – a new building behind the former Scots Church facade, a protected structure, and the former Dispensary building. This will provide purpose-built spaces such as teaching and play spaces, offices, meeting rooms, workshop space; external play spaces etc.

The aim of the framework agreement is to cover the contracting authority ́s ongoing need for trade services within electrician services, as well as give the contracting authority access to a professionally good and financially sensible service. The framework agreement shall cover fixed inspections of electrical installations, emergency lights and fire alarm systems. The procurement is divided into sub-contracts that are listed below. Sub-contracts 1 - 3 are divided in accordance with buildings. Sub-contract 4 applies for electrician services that are not included in sub-contracts 1 - 3. Which buildings are included in sub-contracts 1 - 3 can be seen under point 4.11, as well as annex 1. A site inspection has been set up for selected buildings that are included in sub-contracts 1 and 2. See the date and time of the site inspection in point 4.3. The size of the assignments within the above mentioned discipline can vary in extent. The work assignments can be for a short or long time. There can be individual assignments or several connected assignments. There will, however, also be the delivery of some material, as in many cases it will be appropriate that the tenderer has the material necessary for the execution of the assignment in question. Although the procurement comprises some material, emphasis is put on the fact that this contract does not give any exclusiveness on the delivery of such material, and that the Contracting Authority is not otherwise obliged to procure materials from the service provider. The contracting authority reserves the right not to use the framework agreement supplier for major work on construction projects and/or special assignments if the contract supplier is unable to meet the contracting authority ́s needs. As major work, individual assignments with a cost framework will be seen as NOK 100,000 excluding VAT and in the case where the total assignment includes several sub-contracts. Evje and Hornnes municipalities reserve the right to use special competence on some deliveries if this has clear advantages.
