Iarnród Éireann proposes to establish multi-party Qualification System for Civil Engineering Works associated with the upgrading of the railway infrastructure and other related works that that Iarnród Éireann may undertake directly or on behalf of Bus Éireann, Dublin Bus or CIÉ on their properties. The extent and details of these works will vary from location to location. All Project works shall be tendered to those companies approved for inclusion on the Qualification System. Oberstown Small Capital Works Framework
This is a two stage tender competition which intends to establish a multi provider Framework Agreement between Oberstown Children Detention Campus and the successful Candidates for procuring Minor Capital Works. The first stage is a Suitability Assessment Questionnaire (SAQ) to shortlist ten (10) Candidates who will be invited to tender (provided ten Applicants submit compliant PQQ Responses that meet the minimum requirements). If there is more than one Applicant ranked at tenth place, all the tenth placed Applicants will be invited to tender. The second stage will be a tender competition to appoint a maximum of six (6) Tenderers to the Framework (provided six Tenders are compliant and meet the minimum requirements). If there is more than one Tenderer ranked at sixth place, all the sixth placed Tenderers will be appointed to the framework. The scope of the Capital Works Framework will cover a wide variety of minor projects relating to all Mechanical, Electrical, Building Fabrics, Infrastructure, Fire Safety and other assets on the campus. Single Supplier Framework for the Provision of Multi- Disciplinary Design Services for Bus Depots- PQQ stage
The National Transport Authority (the “Authority”) is seeking an experienced MultiDisciplinary Design Services Partner (“MDDSP”) to provide Multi Disciplinary Design Services for Bus Depots under a single supplier Framework Agreement. The services shall cover all the phases of the delivery of new and/or enhanced bus depot facilities, to support the operation of public bus services in Ireland from concept design/site selection/due diligence/planning all the way through to oversight of construction works. National policies and strategies for the decarbonisation of the transport system includes plans to significantly expand bus services and transition the bus and coach fleet away from diesel fuelled buses to zero emission technologies. In order to support both the expansion and transition to zero emission buses, it is necessary for the Authority to consider the supporting bus depot facilities that are required to deliver an efficient and effective bus system. The current level of bus depot provision will require significant expansion. It will be necessary to ensure adequate provision of electric charging infrastructure at depot locations while also considering the appropriate location of depots to reduce the impact of out of service mileage on the operation of electric bus fleets. It is intended that the Framework Agreement shall be in place for an initial period of four (4) years with the option for the Authority to extend on an annual basis for up to two (2) additional years. The estimated value of this Framework Agreement is €45,000,000. The maximum value of this Framework Agreement is €60,000,000. All interested parties are invited to submit a PreQualification submission in response to this tender competition and full details of this tender competition are provided within the procurement documentation.

MetroLink M500 Service Delivery Partner
MetroLink is planned as a new metro railway to be built and operated in an integrated manner to provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport route to the city centre corridor in Dublin. Further information on MetroLink is available at www.metrolink.ie. MetroLink will be procured through three major public contracts as well as a number of advance and enabling works contracts (the “M100 Contracts”). The three major contracts comprise: a) two civil infrastructure contracts (the “M400 Contracts”) will provide the civil engineering and infrastructure works for the MetroLink project, with each contract including the track alignment preparation, stations, and structures including bridges and tunnels and b) the “M500 Contract” which is an availability based DBFOM contract pursuant to which successful Tenderer (“Project Co”) will undertake certain works (“M500 Works”) and provide the integrated operation and maintenance of the public passenger transport service (“M500 Services”) for a period of 25 years. No demand risk will be transferred to Project Co under the M500 Contract. The M500 Contract scope will include: • the design, supply, construction, operation, maintenance and financing of the metro rolling stock, signalling system (at Grade of Operation 4 Automation railway (‘GoA4’)), a railway depot and maintenance facility, park and ride facility, metro control centre building(s) together with the installation of all linewide trackwork, overhead contact system, power and communication systems, mechanical and electrical systems including tunnel and station ventilation, people movement systems, construction of internal walls and secondary civil and building works within the shell and core structures of the underground stations (built by others), the fit out of finishes in sixteen (16) stations (above and below ground) and design and construction of urban realm; • operation and maintenance of all assets comprising MetroLink; • TII also proposes to award an Early Services Agreement to the Preferred Tenderer for the performance of the early services during the Preferred Tenderer Stage. A more detailed description of the scope of the M500 Contract is given in Part 3 of the PreQualification Pack (PQP). The full scope of works and services required will be set out in the Invitation to Tender documentation which will be issued to the Applicants who are shortlisted following the selection stage of the procurement process. The M500 Contract is anticipated to comprise a works period of 7 years for completion of the M500 Works and a services period of 25 years for provision of the M500 Services. The M500 Contract is being awarded in accordance with the procedural requirements for the competitive tendering of a public services contract under Regulation 1370/2007/EC (as amended) and the Dublin Transport Authority Act 2008. The provision of project financing for the M500 Contract will be a key requirement, however, the Contracting Authority reserves the right, at its absolute discretion, during this procurement procedure to consider alternative funding measures in the event that the progression of the procedure is not being achieved in a satisfactory and timely manner. Details of the procedure will be set out in the Invitation to Tender documentation. The Contracting Authority’s requirements under the M500 Contract are a key component of the overall delivery programme for MetroLink. The M500 Contract will have a number of interfaces with the main construction contracts (the M400 Contracts) as well as the advance and enabling works contracts (the M100 Contracts) and other contracts. Any delay to any contract package and to the award of the M500 Contract may result in significant delays to the other core contracts and to the delivery of MetroLink. The Contracting Authority reserves the right at its absolute discretion to omit, vary, reduce, extend or repackage its requirements or to do a combination of these so as to enable the delivery of its requirements under the M500 Contract in a timely manner and to obtain best value for money. This includes, without limitation, the right to procure directly from individual or groups of members from pre-qualified consortia, reducing or extending the duration of repackaged contracts and permitting changes to pre-qualified consortia and to take such steps as it considers appropriate in respect of the procurement process in compliance with applicable law. The contractor will provide analytical, advisory and capacity development services structured around five interlinked work packages. Work Package 1 - Analysis of Current Practice and Legal Frameworks The contractor will analyse cross-border material flows and CE-relevant product streams in ASEAN, identifying key sectors (including electrical and electronic equipment, textiles and plastics) and assessing strengths, weaknesses, barriers and opportunities. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. Activities include national gap assessments, advisory services on regulatory reforms, peer learning among AMS, facilitation of inter-ministerial coordination, and support for impact assessments and policy formulation. The objective is to develop concrete proposals for improved regulatory frameworks and national requirements. Work Package 4 - Private Sector Engagement and Public-Private Dialogue The contractor will support business associations and companies, especially women-led enterprises, to strengthen their engagement in policy processes and develop circular business models with cross-border relevance. Capacity building, matchmaking, regional exchanges and facilitation of public-private dialogues will enable the formulation of private sector recommendations for improved regulatory environments. The contractor will also support cross-border peer learning among businesses in selected ASEAN Member States. Work Package 5 - Customs Cooperation and Green Customs Technical assistance will be provided to customs authorities to enhance control and facilitation of CE-related goods and environmentally sensitive shipments. The contractor will conduct customs capacity needs assessments, deliver targeted training (including on MEAs, green customs, HS classification, and digital risk management tools), and develop recommendations to improve national customs practices and regional alignment. Particular attention will be given to Cambodia, Lao PDR and Viet Nam, while facilitating ASEAN-wide peer exchange. Across all work packages, the contractor will ensure results-based monitoring, regular reporting, coordination with GIZ and ASEAN partners, and integration of gender and conflict-sensitive approaches. The services aim to contribute directly to the development of regional and national proposals, strengthened institutional capacities, and enhanced private sector participation in trade-related aspects of the circular economy.
