MetroLink is planned as a new metro railway to be built and operated in an integrated manner to provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport route to the city centre corridor in Dublin. Further information on MetroLink is available at www.metrolink.ie. MetroLink will be procured through three major public contracts as well as a number of advance and enabling works contracts (the “M100 Contracts”). The three major contracts comprise: a) two civil infrastructure contracts (the “M400 Contracts”) will provide the civil engineering and infrastructure works for the MetroLink project, with each contract including the track alignment preparation, stations, and structures including bridges and tunnels and b) the “M500 Contract” which is an availability based DBFOM contract pursuant to which successful Tenderer (“Project Co”) will undertake certain works (“M500 Works”) and provide the integrated operation and maintenance of the public passenger transport service (“M500 Services”) for a period of 25 years. No demand risk will be transferred to Project Co under the M500 Contract. The M500 Contract scope will include: • the design, supply, construction, operation, maintenance and financing of the metro rolling stock, signalling system (at Grade of Operation 4 Automation railway (‘GoA4’)), a railway depot and maintenance facility, park and ride facility, metro control centre building(s) together with the installation of all linewide trackwork, overhead contact system, power and communication systems, mechanical and electrical systems including tunnel and station ventilation, people movement systems, construction of internal walls and secondary civil and building works within the shell and core structures of the underground stations (built by others), the fit out of finishes in sixteen (16) stations (above and below ground) and design and construction of urban realm; • operation and maintenance of all assets comprising MetroLink; • TII also proposes to award an Early Services Agreement to the Preferred Tenderer for the performance of the early services during the Preferred Tenderer Stage. A more detailed description of the scope of the M500 Contract is given in Part 3 of the PreQualification Pack (PQP). The full scope of works and services required will be set out in the Invitation to Tender documentation which will be issued to the Applicants who are shortlisted following the selection stage of the procurement process. The M500 Contract is anticipated to comprise a works period of 7 years for completion of the M500 Works and a services period of 25 years for provision of the M500 Services. The M500 Contract is being awarded in accordance with the procedural requirements for the competitive tendering of a public services contract under Regulation 1370/2007/EC (as amended) and the Dublin Transport Authority Act 2008. The provision of project financing for the M500 Contract will be a key requirement, however, the Contracting Authority reserves the right, at its absolute discretion, during this procurement procedure to consider alternative funding measures in the event that the progression of the procedure is not being achieved in a satisfactory and timely manner. Details of the procedure will be set out in the Invitation to Tender documentation. The Contracting Authority’s requirements under the M500 Contract are a key component of the overall delivery programme for MetroLink. The M500 Contract will have a number of interfaces with the main construction contracts (the M400 Contracts) as well as the advance and enabling works contracts (the M100 Contracts) and other contracts. Any delay to any contract package and to the award of the M500 Contract may result in significant delays to the other core contracts and to the delivery of MetroLink. The Contracting Authority reserves the right at its absolute discretion to omit, vary, reduce, extend or repackage its requirements or to do a combination of these so as to enable the delivery of its requirements under the M500 Contract in a timely manner and to obtain best value for money. This includes, without limitation, the right to procure directly from individual or groups of members from pre-qualified consortia, reducing or extending the duration of repackaged contracts and permitting changes to pre-qualified consortia and to take such steps as it considers appropriate in respect of the procurement process in compliance with applicable law. Service concession - HSE card
All entities that carry out work at construction sites, all approved cleaning companies, certified entities in vehicle care, wheel shifts and wheel storage, as well as entities that transport the goods of others by car (from 1 January 2026) and other entities that possibly be subject to the rules in the future, both Norwegian and foreign, are obliged to equip their employees with HSE cards. The users of the system are these entities as well as other public and private actors with a factual and appropriate need for access to the system (User/Users). The Ministry of Labour and Social Affairs has given the Contracting Authority responsibility for the HSE card. The Contracting Authority is in the starting point responsible for the operation and maintenance of all work connected to the HSE card, including establishment, operation, maintenance, further development of the necessary systems for the HSE card, as well as design, production, personalisation and distribution of the HSE card (the HSE card scheme) and that The HSE card scheme functions as intentional. In connection with entering into this agreement, the contracting authority will transfer the responsibility for the HSE card scheme resulting from this contract to the Tenderer as a service concession. This means that the tenderer ́s remuneration fully consists of the right to offer HSE cards and associated services as defined in the contract for payment from the Users. It also means that the operational risk connected to the service has been transferred to the Tenderer, including the risks connected to the demand for the service and (to the degree relevant) the delivery risk. Beyond that stated in the Agreement, The Tenderer cannot, therefore, demand compensation or change the prices in the Contract for changes in earnings basis or as a result of other conditions that affect the tenderer's turnover or Return. As all work and all obligations connected to the HSE card are transferred to the tenderer, there will also be a responsibility on the Tenderer to develop the HSE card in accordance with changes to the relevant regulations and adapt the delivery to future orientated systems to improve the HSE card system. The contract means that the Users shall order HSE cards from the tenderer. The tenderer, for their part, shall, as a result of the contract, relate to both the Contracting Authority and the Users. One of the purposes of the contract is therefore to facilitate a good cooperation between the Contracting Authority and the Tenderer, and between the Tenderer and the Users. Furthermore, the aim of the Contract is to ensure that the HSE card scheme is user friendly, stable and adapted in accordance with future innovative systems and that the adaptations will not, without further ado, be at the cost of the Users. The contract is for the establishment, development and maintenance of a system for the HSE card scheme, as well as delivery of services connected to the production and distribution of HSE cards, including operation, personalisation, development, design as well as management of register-postings (delivery). The scope, execution and further specification and prerequisites for the delivery are further described in the annexes that are included in the contract.

Background Renovasjonen IKS needs to establish a framework agreement for workshop services for its refuse collection vehicles. The need is justified by increased maintenance needs in the vehicle fleet, several vehicles with continuous service and repair needs, as well as reduced capacity at the contracting authority ́s internal workshop. The sanitation vehicles are central to daily routes and stoppages can have direct consequences for the collection services. There is therefore a need for service providers who can contribute to stable operation, reduced downtime and quick return of vehicles to ordinary operative services. The procurement shall further facilitate for more predictable follow-up of the vehicle fleet and better planning of maintenance and repairs. The framework agreement shall give the contracting authority access to the necessary workshop capacity to handle both planned works and unforeseen events in an efficient and operationally responsible manner. Description of the assignment The assignment includes the delivery of workshop services for the contracting authority ́s refuse collection vehicles through a framework agreement. The delivery shall cover ordinary and periodic maintenance, EU inspections, emergency repairs, troubleshooting and repairs of hydraulics and additions, as well as welding and body repairs. The tenderer shall be able to handle refuse collection vehicles with associated technical systems as a combined unit. This includes i.a. compressor vehicles with lifting and emptying equipment, hook trucks, lift additions for waste containers, as well as the chassis, hydraulic systems and sanitation additions. Workshop services with high availability and capacity are requested to assist both with planned service assignments and in connection with stoppages. The assignment shall support the contracting authority ́s need for quick follow-up and effective execution of maintenance and repair work, so that the vehicle fleet is kept as operative as possible. It will be possible for several tenderers to qualify and be awarded a place on the framework agreement, provided that they fulfil the qualification requirements and other requirements in the tender documentation. This shall contribute to sufficient capacity, high availability and robust security of deliveries during the agreement period.
