Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. ZAL (Hamburg): Test bench consisting of a climate and altitude chamber to operate hydrogen powered fuel cell systems at the Hanseatic Hydrogen Center for Aviation and Maritime (H2AM)
The following requirements apply to the test bench needed to operate hydrogen-powered fuel cell systems at ZAL: -The size of the expected test objects will be minimum 4 m x 1 m x 1.5 m (L x W x H). The test bench shall therefore consist of a climate and altitude chamber, the necessary aggregates to operate the fuel cell system and a ready-to-use operators user interface. -The climate and altitude chamber shall be able to simulate temperature, pressure and humidity according to International Standard Atmosphere (ISA) with a rate of change equivalent to 2.800 ft/min. -Aggregates to operate the fuel cell system shall include but are not limited to a balance of plant power supply, an electric load, a hydrogen supply system, a cooling system and an air system for the supply of the fuel cell systems cathode path. -All operational parts shall be controlled via a ready-to-use semi-automated central control system which allows the customer to run scripted test procedures as well as to use single operating points. -All legal and regulatory requirements for an operation in Europe, Germany and the city of Hamburg must be applied. -ZAL already operates supply infrastructures for hydrogen, process air, power supply etc., which will be extended to supply the test bench. The extension of the supply infrastructure is not part of this tender. Consulting Introduction of MPEG Audio, Digital Radio, and Satellite Communication Technologies India
As part of the international exploitation of the technology portfolio of the Audio and Media Technologies (AME) division, as well as the associated application technologies related to digital radio, television, streaming, and satellite communications, the IIS conducts market and business development in the Asian region with a particular focus on India and other countries in the region. This involves the following tasks: • Supporting major broadcasters, AV content providers such as OTT streaming platforms, and software and hardware providers such as transmitter/receiver manufacturers, automotive and mobile phone industry regarding the implementation and use of the latest audio and application technologies in the AME division. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Throughout implementation, the contractor shall also provide cross-cutting knowledge exchange, monitoring, reporting, backstopping and coordination services.
