As part of the international exploitation of the technology portfolio of the Audio and Media Technologies (AME) division, as well as the associated application technologies related to digital radio, television, streaming, and satellite communications, the IIS conducts market and business development in the Asian region with a particular focus on India and other countries in the region. This involves the following tasks: • Supporting major broadcasters, AV content providers such as OTT streaming platforms, and software and hardware providers such as transmitter/receiver manufacturers, automotive and mobile phone industry regarding the implementation and use of the latest audio and application technologies in the AME division. Specifically, this primarily involves the further establishment of the AME audio codecs xHE-AAC and MPEG-H 3D Audio and its successors, which are specified in standards such as Digital Radio Mondiale (DRM) and ATSC 3.0, as well as AME’s associated applications and technologies in India and geographically close markets. • Supporting the market research, development for non-terrestrial, in particular satellite-based, voice services, especially supporting the launch of the NESC speech codec technology and its successors. • The scope of activities includes communication with and visits to authorities, standardization organizations and committees, industry and interest groups, and companies; the presentation of technology demonstrators for parts of or the entire transmission chain; the preparation, implementation, and follow-up of trade fairs; and negotiations with broadcasting institutions and industry decision-makers. • Representing Fraunhofer IIS and participating in local standardization activities and engaging with relevant regulatory bodies/committees, including the Bureau of Indian Standards (BIS), Telecommunications Standards Development Society, India (TSDSI), and further coordinating with in-house experts. • Argumentation and persuasion are required at the level of engineering, management and authorities. • Continuous maintenance of the personal network with the efficient use of time and financial resources is expected. In addition, reliable market figures and competitive analyses are required as a basis for decision-making to align strategic product planning with the requirements of the industry. The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. EuroQCI 1st Generation: System Concept and Preliminary System Definition (Phase A/B1) plus Security Assessment of EU27 Terrestrial QKD Solutions
The objective of the activity is to define a preliminary EuroQCI 1st Generation system design compliant with the mission goals, objectives and requirements (proposed by ESA and approved by the EC) within the technical and schedule constraints, including those imposed by SAGA and especially NatQCIs trading-off different options based on a cost-benefit analysis. In terms of level of detail and maturity of the design, the activity will provide consolidated system and system’s components technical and security specifications—with special focus on the orchestrator and the interface and integration with the terrestrial component, while relying on ESA’s SAGA mission as the baseline space component—and will baseline the design specification and interfaces of the components’ constituent elements (excluding SAGA’s) such as trusted nodes of the terrestrial component or software modules of theorchestrator. The activity will also design and implement a reference and validation environment with the necessary tools to validate and verify the feasibility and suitability of the specifications and compliance of the design(s). As per ECSS, the activity will conclude with EuroQCI 1st Generation’s System Requirements Review (SRR) where critical technologies shall be at TRL5 or above. It is also an objective of the activity to establish the security readiness of EU27 QKD industry and terrestrial products to engage in governmental applications involving CLASSIFIED information.

10001623-Technical Assistance to implement gender-responsive solid waste management / circular economy and green public spaces in India
The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP.
