Monitoring and analysis services of the Czech media
The European Parliament launches this procedure aiming to award a framework contract for daily monitoring of written press (national/regional), audio-visual media (radio, TV) and the main online media (internet) in Czechia. The purpose is to provide a timely, up-to-date compendium of daily information, in the form of press reviews, about the way in which topics of relevance to the European Parliament and the European Union are reported in the media. The European Parliament’s Directorate- General for Communication is seeking to ensure it has the best possible knowledge of the media coverage across the EU on topics related to the European Union, the European Parliament and the activities of its President and Members. Media analysis will ultimately help the EP to better communicate EU policies to EU citizens and specific target audiences. In order to achieve this, the EP relies partly on external expertise and assistance. The services will be delivered by the external team via the global media monitoring and analysis platform of the EP directly to the recipients.

Concession for the management of retail services in the buildings of the European Parliament in Brussels and Strasbourg and the management of an online shop.
This concession contract covers the execution of the provision and management of retail services in three visitors’ shops located within the premises of the European Parliament (‘EP’) and one online shop. Two shops are located in Brussels: one in the House of European History Museum (‘HEH’) and one in Parlamentarium (‘PLM’). The third shop is located in Strasbourg. The online shop will be accessible from all Member States and operated into several EU languages. The shops will mainly retail merchandising, gifts, souvenirs and branded items linked to the activities of the EP and the shop of the HEH may also offer items inspired by exhibitions, artworks or artists featured, enhancing the visitors’ experience. The contract also covers the entire process of designing and producing or purchasing items to be sold.

The European Parliament is seeking to establish a list of experts to provide independent external expertise to its Directorate-General for Security and Safety (DG SAFE). This expertise would relate to issues within DG SAFE’s scope of interests and responsibilities. The list of experts will be set up under Article 242 of the EU Financial Regulation. This list will be valid for five years from the date of its publication and may be used throughout this period, whenever Parliament deems it appropriate. This call is exclusively addressed to experts with scientific, academic, operational and research experience in security and safety issues, as specified in paragraph 3.2. Furthermore, the call is exclusively addressed to natural persons, that is to say, to individuals with official residence in the EU, or who have official residence in a non-EU country that has concluded a specific public procurement agreement with the EU, giving official residents of that country access to this type of contract.

Call for Expressions of Interest - Contract for the Provision of Car Parking Facilities
The Contracting Authority intends to appoint a suitably-qualified and experienced economic operator to provide it with access to offsite car-parking facilities. The successful economic operator will be remunerated for the provision of the facilities in question by way of recurring payments under a service contract. The Contracting Authority requires access to approximately 500 car-parking spaces within a radius of five kilometres of its main campus. It is a highly desirable requirement that the successful tenderer has the capacity to make an additional 500 car-parking spaces available during the currency of the contract. The spaces may be located on one site, or across multiple sites. In the event that the spaces are located across multiple sites, the Contracting Authority has a distinct preference for sites that are distributed and located in a manner that will enable the efficient transfer of staff between the sites and the Contracting Authority’s campus. The successful tenderer will assume responsibility for any design and construction activities necessary to develop the facilities prior to use by the Contracting Authority’s staff. In this regard, the successful tenderer shall engage any necessary design and construction professionals, shall procure and manage all necessary design and construction work and shall assume responsibility for discharging all statutory obligations associated with any initial development of the facilities. In accordance with Article 10(a) of Directive 2014/24/EU, as the subject-matter of this competition ultimately concerns the acquisition of land for subsequent utilisation by the Contracting Authority, this competition does not fall under the scope of the public procurement regulations. Nonetheless, on a voluntary basis, and in order to ensure transparency and contractual certainty, the Contracting Authority is advertising this opportunity via the Irish Government’s Procurement Opportunities Portal (www.etenders.gov.ie). Additionally, the Contracting Authority is employing an award procedure analogous to the competitive procedure with negotiation (as described by Article 29 of Directive 2014/24/EU) in order to award this contract. Economic operators are advised, however, that as this competition is not subject to the public procurement regulations, the Contracting Authority shall be entitled to avail of a degree of procedural flexibility when conducting this competition.
