Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability. Overall Goals 1. Increase accountability of implementing partners to the MHPSS program. 2. Strengthen the MHPSS program"s accountability to its commissioning party (BMZ). Focus Areas 1) Formative Evaluation Purpose: - Assess the effectiveness of cross-border and remotely managed projects carried out by Syrian partners with GIZ support. - Provide actionable feedback to enhance implementation. - Track program responsiveness to challenges in Syria"s volatile context. - Evaluate which design and implementation factors contributed to successes or unexpected results. 2) Summative Evaluation Purpose: - Determine the overall success of remotely managed projects under the MHPSS program. - Apply OECD DAC evaluation criteria to assess relevance, effectiveness, efficiency, impact, and sustainability against program goals and objectives. Provision of ecology services
LIFE IP Wild Atlantic Nature currently seeks a contractor to provide ecology expertise to the project working with our project team, NPWS in-house ecologists and across a range of ecological aspects including: work on detailed ecological surveys; peatland Restoration Action Plans (RAPs); assisting in the coordination of the project vegetation monitoring; GIS mapping; report writing; and the analysis of scientific data and preparation of this work for publication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones in English language: General tasks (no specific output): - Prepare annual reports - Collect data for project monitoring following the guidance by the project M&E specialist - Support in the organization of missions and delegation visits (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ, BMZ) - Ad-hoc preparation of targeted updates for requests (e.g. from BMZ) - Contribute to the strategic development of the project approach and partnerships - Participation in project management and coordination meetings - List all inventory items immediately after procurement in a shared document on MS-Teams with GIZ project administration. Work package 1: Development partnerships with lead firms for improved competitiveness The contractor will prepare and facilitate "development partnerships with the private sector" (DPP) between private sector companies in the selected blue value chains and GIZ. The objective of the DPPs is to overall strengthen the competitiveness of partner companies and thereby improve sustainability of the value chain. The selection of the DPPs will be subject to review and approval by GIZ. The contractor will implement GIZ"s contribution to the partnerships as well as the supervision and monitoring of the overall partnership activities. The contractor will implement 10 partnerships with improvements in 2 out of 4 criteria: (1) increased production; (2) increased turnover; (3) new customers; (4) new products in the market. In alignment with GIZ"s "Bankability Process Guidance", the contractor is expected to review and assess the bankability levels of the lead firms, prepare and define their bankability/investment plans and, finally, provide the necessary support in their matchmaking preparation with commercial banks, concessional capital funds, investors, and others. Bankability support facilitates particularly the first two criteria and enhances the sustainability of the work package, which includes an improved business plan, organization of financial planning and accounting documents, participation in business coaching and in matchmaking events or bilateral negotiations with financial institutions and impact investors. Work package 2: Smallholder participation in markets is sustainably increased The objective of the work package is to increase the competitiveness of smallholder producers and to sustainably include them into the value chains of tilapia-aquaculture, artisanal salt production, seaweed farming and artisanal shrimp fishing. The contractor will identify regional production clusters for the selected value chains within the geographical scope of the project, namely: Sofala (coastal districts of Beira, Buzi, Dondo, Machanga); Inhambane (coastal districts of Zavala, Inharrime, Jangamo, Inhambane, Murrumbene, Massinga, Vilankulos, Inhassoro, Govuro); Nampula (Mossuril; Ilha de Moçambique) as well as along the Zambeze River Basin in Tete (Cahora Bassa), Zambezia and Sofala. The regional production clusters will be assessed and rated according to their potential to develop into coordination and service hubs for key actors in the region. Overall, a total of 5.000 smallholder producers will benefit from technical and entrepreneurial training and coaching systems. The goal is to successfully establish and / or strengthen 1.500 smallholder producers by the end of the project, achieving improvement in 2 out of the 4 criteria: (1) investments into their production (e.g. purchasing services, quality inputs, diversification of production, implementing record keeping); (2) increased productivity; (3) increased employment of seasonal workers; (4) improved level of formality of the business. Work package 3: Strengthening input and service provision in the selected value chains The objective of the work package is to train 250 MSME and to improve the competitiveness of 50 MSME that impact the selected value chains. The result is expected to be mainly achieved through business coaching and bankability measures. This work package is split into the following phases (partially in parallel): 1. Needs assessment for service provision for each partnership and target region. 2. Participatory concept development for the work package, involving IDEPA, local authorities and value chain actors. 3. Identification of suitable MSME for training. 4. Identification, preparation and implementation of trainings and coachings necessary to strengthen the service network. Work package 4: Market access and market development The objective of the work package is to increase national demand and market access through marketing campaigns. Together with implementing partners and the responsible government entities, the contractor will identify 2 products that can greatly benefit from positive marketing. They will design and implement a marketing campaign to improve the market uptake of the selected products. Work package 5: Certification & quality management The objective of the work package is to increase international market access and access to finance through certification in support of the competitiveness of companies and producers. In collaboration with IDEPA, the National Institute for Fisheries Inspection (INIP) and other relevant actors, the contractor will analyze the certification needs and priorities in each value chain. Direct certification support to private sector can be covered in DPP work packages. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway.
