LHP Skillnet is establishing a Dynamic Purchasing System (DPS) to facilitate the provision of services for the period 2026 to 2028. The DPS will provide an ongoing mechanism that allows suitably qualified suppliers who meet the minimum eligibility and quality thresholds to apply for admission at any time during the life of the system. Unlike a traditional framework agreement, the DPS is fully electronic and remains open throughout its duration. Once admitted to the DPS, suppliers may be invited to participate in mini competitions for specific training requirements as they arise. Contracts will be awarded following these mini competitions in accordance with the applicable procurement rules. The DPS will operate in line with the provisions of the relevant procurement directives and will remain in place for a period of three years. Suppliers may join or leave the DPS at any stage during this period, subject to compliance with the DPS rules.

A Dynamic Purchasing System (DPS) is a fully electronic procurement procedure that enables suppliers to apply for admission on an ongoing basis and to compete for specific contracts (mini-tenders) within a defined scope. Energinet will use the Comdia platform to support the digital management and operation of the DPS. Energinet is currently conducting a market assessment and preparing procurement materials for the establishment of a Dynamic Purchasing System to be used for the execution of mini-tenders concerning the acquisition of standard software and related services supporting control center operations. Energinet expects to publish the DPS with a set of overarching framework conditions. Following publication, suppliers that meet the defined admission requirements will be able to apply for inclusion in the system. The specific requirements for admission will be made available upon publication of the DPS. Submission of input is voluntary and intended to support Energinet in ensuring that the requirement specifications are aligned with market standards. In this context, suppliers are encouraged to: •Challenge specified requirements •Ask clarifying questions •Add propose adjustments, clarifications, or rewordings •Any ambiguities identified in the material are also requested to be highlighted in the feedback. Energinet reserves the right to freely assess the extent to which received input will be incorporated into the final procurement documents. The content of the draft material may be amended in whole or in part prior to publication. If market participants wish to submit input and/or express their interest in participating in the system, this must be submitted via Comdia no later than 18 May 2026 at 10:00. If a supplier does not express interest in participating in the system at this stage, it will still be possible to apply for admission to the system once it is published.

Technological University Dublin (TU Dublin) intends to establish a Dynamic Purchasing System (DPS) for the supply of electrical equipment for teaching purposes. The DPS will operate in accordance with the provisions of Directive 2014/24/EU and the European Union (Award of Public Authority Contracts) Regulations 2016. The DPS will be divided into four (4) lots. Economic operators may apply to participate in respect of one or more lots. Details of each lot, including the categories of electrical equipment to be supplied, are set out below. It is noted that economic operators are not required to offer the full range of goods within a lot; partial applications will be accepted, provided that the minimum requirements for participation are met. The DPS will remain open for its duration to any economic operator that satisfies the selection criteria and submits a compliant request to participate in accordance with the procurement documents.

The objective of the procurement is to enter into a contract for the procurement of an internet based HSE system for use in offices, in projects, on official journeys and in field work, all within liability for the Norwegian Water Resources and Energy Directorate (NVE) and the Regulation Authority for Energy (RME).
