The services to be provided contribute to the overall objectives of the projects - PRECISE: The TVET sector in Bangladesh offers practice-oriented, demand-based initial and continuing vocational education and training in the field of industrial and environmental safety, in line with EU sustainability requirements, and - TVET4RE: The Bangladeshi TVET system is more strongly geared towards the needs of the emerging labour market in the sustainable energy sector. The contractor is responsible for achieving the expected results of Output 2 of the PRECISE and Outputs 3 and 4 of the TVET4RE. Output 2 of PRECISE aims to build capacities in selected TVET institutions and companies to implement demand-based, cooperative TVET courses in the fields of industrial and environmental health and safety. This objective is based on the results hypothesis supported by various studies that cooperative TVET designed in close consultation with companies significantly increases both demand and practice orientation and the quality of training courses. Another hypothesis is that 1) the development and application of curricula that link school-based and in-company training phases in a didactically appropriate manner, and 2) suitably qualified managers and teachers at TVET schools and in-company trainers in partner companies, and a clear distribution of roles within formalised partnerships between TVET schools and their partner companies are prerequisites for increasing the quality and relevance of the supported TVET courses . To be achieved by the contractor: 8 demand-oriented training and continuing training offers in the field of industrial and environmental safety are available for implementation within the framework of cooperative vocational training models (2.1) and 100 teaching, training, and management staff, 30% of whom are women, are qualified at TVET institutions and partner companies to implement cooperative training training offers in the field of industrial and environmental safety (2.2) Output 3 of TVET4RE (Training offers in the vocational branch of Secondary Education and Advanced Certificate Courses are expanded by elements of sustainable energy) expands training offers in the vocational branch of secondary education (SSC Voc/Secondary School Certificate -Vocational Stream and HSC Voc/Higher Secondary Certificate - Vocational Stream) to include elements of sustainable energy and develops new Advanced Certificate Courses, ranging between HSC Voc and Diploma Programmes, on the subject. This is a targeted response to the high demand for skilled labour in activities of manageable complexity, such as maintenance and repair. To be achieved by the contractor: 3 gender-responsive secondary education curricula expanded by elements of sustainable energy, 2 new Advanced Certificate Courses developed on the topic of sustainable energy and 90 students and graduates of vocational schools, 25 of them women, possess theoretical knowledge and practical competencies in the field of sustainable energy Output 4 of TVET4RE (Improved diploma programmes) expands existing diploma training programmes to include elements of sustainable energy and thus follows the same results logic as Output 3. By revising existing diploma training programmes, future middle-level technical managers will acquire relevant skills in the areas of planning, installation, operation, distribution and EE. To be achieved by the contractor: 3 gender-responsive adapted diploma curricula that include theoretical knowledge and practical competencies in the field of sustainable energy (4.1) and 120 students and graduates of Polytechnic Institutes, 40 of them women, possess theoretical knowledge and practical competencies in the field of sustainable energy. Key Work Packages and activities: Work package 1 Revision/development of 16 occupational/competency standards and corresponding curricula in the areas of industrial and environmental safety as well as sustainable energy, including development of teaching and learning materials. Benin has a young population of 13.4 million, with an annual demographic growth rate of 2.7% (2022). 42% of the population is under 15 years old, and every year, approximately 200,000 young people join the labour market. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024). The German Federal Ministry for Economic Cooperation and Development (BMZ) is supporting Benin in reforming its vocational training system through the Promotion of Vocational Training Project (ProFoP). This project aims to improve the institutional framework for vocational training aligned with the local economy's needs. It encourages systematic cooperative relationships between state structures responsible for vocational training and the private sector, and pilots cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training to increase opportunities for decent employment and secure income, particularly for women. The project, initially implemented from 06/2021-05/2024, has been extended until December 2027 with co-financing from the European Union. The objective remains improving the institutional framework for formal vocational training geared to private sector needs. The project is structured around four main outputs: Output 1: Strengthen the steering and implementation capacities of public vocational training institutions by involving private sector structures. Improved governance and steering capacities will enable the Ministry of Secondary, Vocational and Technical Education (MESTFP) to design frameworks to promote demand-driven vocational training in dialogue with the business sector and other ministries. Output 2: Improve cooperation mechanisms between state and private-sector players in dual vocational training. Output 3: Pilot dual vocational training in sectors such as renewable energy, agriculture, and IT, with parts of the training conducted in companies. Output 4: Enhance career guidance, training support, and integration measures for young people, particularly women and disadvantaged groups. Description of Services Objective and indicators The contractor will support the development and integration of digital contents and solutions in designing and delivering vocational training courses across all four outputs of the project. The contractor will contribute to achieving the following indicators: Module Indicator 2: 555 companies supported by the module will take on the training function in their own company. Module Indicator 3: 2,100 apprentices out of 3,000 (70%), including 630 women (40%), will find a job within six months of completing their training. Output Indicator 1.2: 100 representatives, including 30 women, from MESTFP and the private sector, will confirm they are very good or good at applying the knowledge acquired to implement the vocational training reform. This call for tenders concerns the recruitment of a consulting firm to design and implement activities for the promotion and operationalization of the ISO 56000 innovation management system standard in Côte d'Ivoire's industrial sector. The contract is part of the ProREI project implemented by GIZ in collaboration with the Ministry of Trade and Industry (MCI). The main objective is to raise awareness, train, and support industrial companies in adopting ISO 56000/56001 standards to strengthen their innovation capacity and competitiveness in the market. The assignment will last 12 months and will be implemented in several regions of Côte d'Ivoire, including Abidjan, Bouaké, San Pedro, Yamoussoukro and Korhogo. The services are divided into three phases: - Phase 1 - Preparation and Training of Trainers: Development of awareness and training materials on ISO 56000, definition of selection criteria for pilot enterprises and trainers, and delivery of a pilot training session for about 10 trainers. These trainers, in partnership with CODINORM and other public/private actors, will help ensure long-term capacity building and sustainability. - Phase 2 - Awareness-Raising Sessions: Organization of interactive sessions in several localities to familiarize about 15-20 industrial enterprises and relevant public institutions with the ISO 56000 principles, requirements and benefits. Each session will bring together approximately 30-35 participants per city. - Phase 3 - Pilot Implementation in Industrial Companies: Selection of 10 pilot industrial companies, diagnosis of their needs, adaptation of training modules, and delivery of targeted training sessions. The consulting firm will provide coaching and hands-on support for the implementation of ISO 56001 within these firms, establish innovation management structures, and develop a monitoring system for sustainable follow-up. Deliverables will include training and communication materials; diagnostic reports for the 10 pilot companies; documentation of awareness sessions and training; a monitoring system for the Ministry of Trade and Industry; and a final report with recommendations for scaling up the approach. Digital training programmes for TVET trainers in Ethiopia
The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. 81319268-Cooperative and Short-Term Trainings and Capacity Building Measures in Ethiopia
The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. The project has been commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). It supports Ukraine in implementing the Paris Agreement (PA) on climate change by enabling the country to transition to low-carbon development pathways and building a climate resilient future. In its 2021 updated Nationally Determined Contribution (NDC), the Ukrainian government set a target to reduce greenhouse gas emissions by 65% below 1990 levels by 2030 and become climate neutral by 2060. The project's focus is on two Ukrainian ministries, the Ministry of Environmental Protection and Natural Resources (MEPR) and the Ministry of Energy (MinEnergo), whose capacities are to be strengthened to plan, implement, and monitor the transformational change amid current political, economic, and social challenges. Data and analytical work are to be provided for evidence-based decision making and elaborating long-term low greenhouse gas emission development strategies (LTS) towards just transitions. Moreover, the project will support data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries to demonstrate the economic benefits of investing in decarbonisation. One important aspect of Ukraine's post-war recovery plan is to make the Ukrainian (export) economy fit for the EU markets. In line with the European Green Deal policy initiatives, including the Carbon Border Adjustment Mechanism (CBAM), rapid decarbonisation is of great importance for Ukrainian companies that are highly energy intensive and have a large CO2 footprint of their products. It is also important for the country"s targeted political association and economic integration with the EU, to transpose important EU energy and climate policies, particularly, the Industrial Emissions Directive 2010/75/EU (IED), and the Emission Trading Directive 2003/87/EC. The German-Ukrainian Energy Partnership (EP) and its working groups provide a framework for discussions and high-level decision making. Against this background, the project comprises three outputs: Output I focuses on improving the climate governance capacities at MEPR. MEPR employees are capacitated to fulfil the monitoring and reporting requirements of the Enhanced Transparency Framework under the PA, quantify the effects of the country's mitigation policies, and participate actively in the UNFCCC (negotiation) processes. With a view on rising financing needs, the project supports MEPR to elaborate incentive instruments, such as co-financing modernisation in companies through carbon tax revenues. In Output II, the project provides the EP with analyses and impact assessments to ensure further evidence-based decision making and assess the environmental and socio-economic impact of decisions and setting realistic targets for the energy transition. The project also provides capacity development and continuous analytical support to align the current LTS with upcoming NDC updates (next is due in 2030) or adjustments in the context of Ukraine's green recovery after the Russian war of aggression. Besides, it supports effective coordination with line ministries and subordinated institutions and engagement with non-state stakeholders, in particular with the "Ukraine Climate Office". In Output III, the project supports the provision of data, models, and scenarios to demonstrate the economic benefits of investing in decarbonisation. Private sector companies in high emitting sectors such as iron, steel, cement, aluminium, or chemistry are engaged in the development of sectoral climate mitigation strategies and to facilitate the implementation of the IED.

The tendered service is intended to ensure that the described outputs of the project can be implemented quickly, if needed, short-term, and based on scientifically sound analyses, experience and technical expertise. The Terms of Reference (ToR) is divided into five work packages. The specific tasks described under each work package are indicative, and their details will be determined as the project progresses and partner needs evolve. For flexible response, the future contractor must provide standing pools of short-term experts who can be deployed quickly in response to project demands. Work Package 1 is intended to provide flexible, rapid-response support to key stakeholders, primarily within ministries and associated institutions. Services include ongoing analytical support, economic and climate scenario development, briefings, brief assessments, etc. related to carbon or environmental taxes, emission trading, green recovery, EU alignment, just energy transition, electricity market design, CBAM, energy efficiency, and NDC processes. Work Package 2 focuses on supporting the EP facilitating the modernization of Ukraine's energy sector with emphasis on renewable energy. The contractor is expected to contribute new knowledge and policy insights, including but not limited to electricity tariff reforms, compensation mechanisms for vulnerable customers, governance of state-owned energy enterprises, renewable energy auction mechanisms, debt solutions, energy sector recovery options, CBAM, and municipal utility models. Work Package 3 supports MEPR in updating Ukraine's LTS, ensuring it reflects the latest developments, Ukraine"s recovery plan, and aligns with the NDC. The contractor will provide data collection and analysis, modelling, scenario development, and alignment support, in response to changes in context, policy, and technology. The contractor will also support capacity building in MEPR and stakeholder engagement processes. Work Package 4 addresses the challenges industrial emitters face in meeting EU environmental directives, including CBAM and IED. The contractor is expected to support companies to understand the impacts of these policies and implement decarbonization pathways. This WP includes economic modelling, cost-benefit analysis, development of sector-specific GHG reduction roadmaps, roadmaps on Best Available Techniques (BAT), Transposition of BAT Reference Documents (BREFs) into Ukrainian context, conducting training for environmental and energy managers, and awareness raising initiatives. Work Package 5 focuses on the facilitation of the involvement of stakeholders-private and public companies, civil society, think tanks-in policy discussions early in the legislative process. The goal is to foster acceptance and ensure diverse views are incorporated into decision-making. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Throughout implementation, the contractor shall also provide cross-cutting knowledge exchange, monitoring, reporting, backstopping and coordination services.
