The project has been commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). It supports Ukraine in implementing the Paris Agreement (PA) on climate change by enabling the country to transition to low-carbon development pathways and building a climate resilient future. In its 2021 updated Nationally Determined Contribution (NDC), the Ukrainian government set a target to reduce greenhouse gas emissions by 65% below 1990 levels by 2030 and become climate neutral by 2060. The project's focus is on two Ukrainian ministries, the Ministry of Environmental Protection and Natural Resources (MEPR) and the Ministry of Energy (MinEnergo), whose capacities are to be strengthened to plan, implement, and monitor the transformational change amid current political, economic, and social challenges. Data and analytical work are to be provided for evidence-based decision making and elaborating long-term low greenhouse gas emission development strategies (LTS) towards just transitions. Moreover, the project will support data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries to demonstrate the economic benefits of investing in decarbonisation. One important aspect of Ukraine's post-war recovery plan is to make the Ukrainian (export) economy fit for the EU markets. In line with the European Green Deal policy initiatives, including the Carbon Border Adjustment Mechanism (CBAM), rapid decarbonisation is of great importance for Ukrainian companies that are highly energy intensive and have a large CO2 footprint of their products. It is also important for the country"s targeted political association and economic integration with the EU, to transpose important EU energy and climate policies, particularly, the Industrial Emissions Directive 2010/75/EU (IED), and the Emission Trading Directive 2003/87/EC. The German-Ukrainian Energy Partnership (EP) and its working groups provide a framework for discussions and high-level decision making. Against this background, the project comprises three outputs: Output I focuses on improving the climate governance capacities at MEPR. MEPR employees are capacitated to fulfil the monitoring and reporting requirements of the Enhanced Transparency Framework under the PA, quantify the effects of the country's mitigation policies, and participate actively in the UNFCCC (negotiation) processes. With a view on rising financing needs, the project supports MEPR to elaborate incentive instruments, such as co-financing modernisation in companies through carbon tax revenues. In Output II, the project provides the EP with analyses and impact assessments to ensure further evidence-based decision making and assess the environmental and socio-economic impact of decisions and setting realistic targets for the energy transition. The project also provides capacity development and continuous analytical support to align the current LTS with upcoming NDC updates (next is due in 2030) or adjustments in the context of Ukraine's green recovery after the Russian war of aggression. Besides, it supports effective coordination with line ministries and subordinated institutions and engagement with non-state stakeholders, in particular with the "Ukraine Climate Office". In Output III, the project supports the provision of data, models, and scenarios to demonstrate the economic benefits of investing in decarbonisation. Private sector companies in high emitting sectors such as iron, steel, cement, aluminium, or chemistry are engaged in the development of sectoral climate mitigation strategies and to facilitate the implementation of the IED.

Donegal County Council and the North West Energy Agency are delighted to secure €2.66m Project Development Services financing through the ELENA Facility under the InvestEU Advisory Hub. The ‘North West Energy Agency’ (NWEA) was established by Donegal County Council to support homeowners and businesses to implement building energy efficiency improvements throughout Donegal. The Council, through this relatively new ‘Energy Agency’ has attracted funding for a new project called the ‘Donegal Retrofit Mission’ which will allow the ‘NWEA’ to scale up delivery of works over the next three to five year period.

Climate Change Capacity Building - Scoping Study
DLDC is seeking tenders from competent consultancy providers to carry out a scoping study with key stakeholders in Co.Donegal. The study will be restricted to community organisations located in the DLDC catchment area, which excludes Inishowen, Gaeltacht and Islands. The main purpose of the study is to identify the need for capacity building in local communities in the areas of environmental sustainability, climate action and climate change mitigation and adaptation. Key deliverables will include a detailed assessment of the current training provision available to community organisations in Donegal and to identify gaps in terms of climate related training provision. The consultant will be expected to carry out a combination of secondary desk-based research as well primary research including: • Online or telephone survey of a broad representation of community organisations to establish their current training needs and areas of training and capacity building interests. • Establishment of whether this training and capacity building is available locally, where provided and by whom etc. • In-person focus groups or interviews with a sampling of community organisations to identify needs focusing on building capacity for sustainability and climate action. The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

The Swiss-Ukrainian project “Reducing Risk Factors for Non-Communicable Diseases (NCDs) in Ukraine” (Act4Health) aims to reduce the burden of disease and prevent premature mortality caused by non-communicable diseases. The project is supported by the Swiss Confederation through the Swiss Agency for Development and Cooperation (SDC). The Act4Health Project hereby invites interested bidders to submit a proposal for the supply of project vehicles. These vehicles will strengthen the operational capacity of Primary Health Care (PHC) Centers, which serve as the foundation for establishing Advanced Continuum Care Centers (ACCCs). ACCCs are integrated service hubs that provide continuous, people-centered care for patients with NCDs and other chronic conditions. Although based at the primary-care level, they work in close coordination with local social service providers to ensure a seamless continuum of medical and social support at the community level.

Procurement of Electric Vehicles with Adaptation for Transporting Persons with Disabilities (including Wheelchair Users)
The Swiss-Ukrainian project “Reducing Risk Factors for Non-Communicable Diseases (NCDs) in Ukraine” (Act4Health) aims to reduce the burden of disease and prevent premature mortality caused by non-communicable diseases. The project is supported by the Swiss Confederation through the Swiss Agency for Development and Cooperation (SDC). The Act4Health Project hereby invites interested bidders to submit a proposal for the supply of project vehicles. These vehicles will strengthen the operational capacity of Primary Health Care (PHC) Centers, which serve as the foundation for establishing Advanced Continuum Care Centers (ACCCs). ACCCs are integrated service hubs that provide continuous, people-centered care for patients with NCDs and other chronic conditions. Although based at the primary-care level, they work in close coordination with local social service providers to ensure a seamless continuum of medical and social support at the community level.
