Given the complexity of protected area management - including conservation finance for protect areas, digital approaches to capacity building and biodiversity monitoring, forest carbon, ecosystem restoration, and community-based tourism - the project demands highly specialised knowledge that often extends beyond domestic expertise and resources. Services to be provided in the above-mentioned fields shall be in line with international standards and best practices. Required are technical assistance, facilitate capacity building, and introduce international standards and methodologies in protected area management. Required is further a profound understanding of the Vietnamese context and actors in the biodiversity conservation sector to match international best practices to local needs and systems. Contribution is needed to achieving the outcome and three outputs (outputs 1, 3, and 4) of the project Management and Protection of Protected Areas with Diverse Ecosystems in Viet Nam (MEPA) through delivering on selected indicators and task packages as well as full responsibilty for delivering on one output (output 2) as described in key tasks below. WP 1 on Output 1: The objective of this output is to improve the knowledge base among the responsible authorities on regulatory and technical aspects of integrated protected area management. - Studies for informing advancing policy instruments for the integrated management of protected areas in Viet Nam - Develop, standardise, and digitalise training curriculum on conservation finance WP2 on Output 2: The objective of this output is to strengthen protected area management boards" capacities for financial planning and management as well as to mobilise additional investment for biodiversity conservation. - Analysis of the current financial capacity, gaps and needs of the three pilot PAs in responding to their management and protection tasks and responsibilities. This will include the review and analysis of all available fundings and the efficiency in use of current financial resources applying the Protected Area Financing Self-Assessment (PAFSAT). - Develop sustainable financing "models" through plans and roadmaps for three pilot PAs including identifying potential additional sources of finance for the PA management and protection and how to mobilise/access it. A focus lies on private sector cooperation. - Coaching, training and facilitated expert exchanges during the entire assessment, planning and model implementation. This may include but is not limited to theory and practice of financial management, accounting, monitoring and reporting; fund raising, application writing and negotiation. Capacity building measures are based on PA"s needs and PA specific training plans are to be developed and implemented. - Prepare contents for the self-learning training curriculum on sustainable financing to incorporate into the digitalized training modules of the project. - Standardise reporting and accounting systems according to the requirements and regulations of donors/investors for the pilot protected area. Equip each pilot PA with an up-to-date accounting software if necessary. - Monitor and evaluate the financial management capacity as well as progress in resource mobilisation of each pilot PA by the project end to see the impact. Output 2 is outsourced in its entirety, that is the complete responsibility for delivery of results. A a comprehensive concept note is to be developped for agreement with GIZ, VNFOREST and 3 PAs. WP3 on Output 3: The objective of this output is to advance ecosystem restoration including the halting and reversing ecosystem degradation or unsustainable resource use in protected areas. This should be achieved through participatory, multi-stakeholder and cross-sectoral approaches. - Carry out study on ecosystem degradation risk / deforestation risk - Develop and test an approach for using digital tools (drones, remote sensing) for forest carbon assessment of a prevalent eco-system in the PA - Conduct eligibility and (pre-)feasibility study for a potential forest carbon project - Standardize carbon stock assessment method for the prevalent eco-system in the PA as an input to the national forest MRV. - Develop road map with options for financing to advance digital approaches to PA management WP4 on Output 4: The objective if this output is to improve the professional capacities of the administration and residents of selected protected areas for the planning and implementation of community-based, socially and environmentally compatible tourism. - Summarise good practices internationally on socially and environmentally responsible community-based tourism - Develop approach for assessing social and environmental compatibility of tourist development in PAs in Viet Nam - Assess existing trainings material and trainings on community-based tourism conducted against international best practice For the implementation of these tasks, core experts for a large part will need to deliver the services in country. The majority of work in the expert pools can be performed from their home bases; individual trips to or in Vietnam are necessary.

This call for tenders concerns the recruitment of a consulting firm to design and implement activities for the promotion and operationalization of the ISO 56000 innovation management system standard in Côte d'Ivoire's industrial sector. The contract is part of the ProREI project implemented by GIZ in collaboration with the Ministry of Trade and Industry (MCI). The main objective is to raise awareness, train, and support industrial companies in adopting ISO 56000/56001 standards to strengthen their innovation capacity and competitiveness in the market. The assignment will last 12 months and will be implemented in several regions of Côte d'Ivoire, including Abidjan, Bouaké, San Pedro, Yamoussoukro and Korhogo. The services are divided into three phases: - Phase 1 - Preparation and Training of Trainers: Development of awareness and training materials on ISO 56000, definition of selection criteria for pilot enterprises and trainers, and delivery of a pilot training session for about 10 trainers. These trainers, in partnership with CODINORM and other public/private actors, will help ensure long-term capacity building and sustainability. - Phase 2 - Awareness-Raising Sessions: Organization of interactive sessions in several localities to familiarize about 15-20 industrial enterprises and relevant public institutions with the ISO 56000 principles, requirements and benefits. Each session will bring together approximately 30-35 participants per city. - Phase 3 - Pilot Implementation in Industrial Companies: Selection of 10 pilot industrial companies, diagnosis of their needs, adaptation of training modules, and delivery of targeted training sessions. The consulting firm will provide coaching and hands-on support for the implementation of ISO 56001 within these firms, establish innovation management structures, and develop a monitoring system for sustainable follow-up. Deliverables will include training and communication materials; diagnostic reports for the 10 pilot companies; documentation of awareness sessions and training; a monitoring system for the Ministry of Trade and Industry; and a final report with recommendations for scaling up the approach. Overall, this call for tenders seeks a qualified and experienced consulting firm capable of promoting innovation management in Côte d'Ivoire's industrial ecosystem through the adoption of ISO 56000, thereby contributing to sustainable economic transformation, enhanced competitiveness, and inclusive growth.

Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. System for cost estimation, financial management and uncertainty management in road projects.
The Norwegian Public Roads Administration would like to carry out a market survey to map which tenderers offer systems for financial management in road projects. There is a need for IT system support for areas such as cost estimation, financial project management and follow-up, uncertainty management and price bank (experience prices used for estimating future projects). The objective of the survey is to gain better insight into what systems are available in the market, how these are technically and functionally designed and which delivery models are offered. It is particularly interesting to examine if there are systems that support several or all of the above mentioned areas in one and the same system. Furthermore, we would like information on whether systems that only cover one or some of the areas can be further developed or configured so that several of the areas can be delivered in one system that safeguards all or most of the value chain. The market survey shall form the basis for any new procurement, and contribute to the Norwegian Public Roads Administration designing a competition that is well adapted to the market and at the same time cover the identified needs in an efficient and future-oriented manner.
Auftragsänderung 1: 81307506-Set-up and management of an Expert Platform for Ukraine's EU alignment in the Rule of Law, with focus on chapters 23 and 24 of the acquis communautaire
The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

Framework agreement for valuation and financial due diligence.
Bankenes sikringsfond (BS) and the Financial Supervisory Authority of Norway (FT) are jointly carrying out this procurement (hereafter jointly referred to as the Contracting Authority). BS administers and manages the Norwegian deposit guarantee scheme and the deposit guarantee fund and assists the Financial Supervisory Authority as a resolution authority in accordance with the Financial Institutions Act. The Financial Supervisory Authority of Norway is the Norwegian resolution authority for the financial sector, with responsibility for safeguarding financial stability and ensuring satisfactory handling of crisis events in the Norwegian financial market. The procurement is being carried out jointly to ensure that both institutions always have access to the necessary specialist competence and capacity within valuation and financial due diligence. The services shall be able to be ordered and used both in normal situations and at extraordinary events, including preparations, implementation and follow-up of crisis management measures and crisis management exercises. The aim of the procurement is to enter into parallel framework agreements with 3-5 tenderers for services within valuation and financial due diligence of Norwegian banks, including assistance and participation in crisis management exercises. The framework agreements will be valid for six years. The two service areas are: 1) Valuation: valuation of all or parts of a bank, including loan portfolios, immaterial assets, financial instruments etc., in accordance with relevant requirements under Norwegian law, EU rules and EBA guidance. The service also covers assistance related to valuation and crisis management, including crisis management exercises, advice and preparations for preventive measures, security measures and crisis management, stress tests and scenario analysis, as well as method development and tools for the execution of such measures.2) Financial due diligence: financial due diligence of all or parts of a bank, including any group companies. This involves a review of the bank's financial statements and an assessment of the bank's economic situation and financial position, including analysis of the balance sheet, loan portfolio, securities, derivatives, deposits and funding. The aim is to identify risks and provide a better basis for valuation and for BS's and FT's choice of measure. The framework agreements are not exclusive and the contracting authority reserves the right to make procurements outside of the framework agreement if there is a justifiable reason. GIZ is seeking to contract an international service provider to deliver "Technical support for bio-diversity conservation and the well-being of populations in Côte d'Ivoire". The contracting party will be in charge of achieving the following four major outputs : The service provider will be responsible for implementing output 1 in the Bossématié region. To improve regional planning and management of natural resources, it will support the establishment of a multi-stakeholder platform and provide technical assistance. To ensure the sustainability of the action, the platform will be managed by a local decentralized authority such as the Indénié-Djuablin region. The contracting party will also provide support for the Regional Council of Indénié-Djuablin in natural resource management planning. To achieve this, structuring activities, such as the participative preparation of a land-use plan (spatial plan with land use, monitoring of forest cover etc.), the operational development planning (aka "green planning") and the implementation of a geoportal, at regional and/or departmental level, will be focused. On a local level, the service provider will assist communities and local authorities in the process of implementing local agreements in areas bordering the Bossématié nature reserve. Local agreements will be a key element in the sustainable management of natural resources and the protection of biodiversity. Once they have been negotiated, action plans will be drawn up, which will provide a framework for all measures implemented with the support of the project, particularly in the areas of agriculture, biodiversity and reforestation. Regarding output 2 "Management of protected areas", the service provider will strengthen capacities of the conservation authority OIPR to improve their biomonitoring and surveillance systems, climate change adaptation, complaints management procedures and management of marine protected areas. Furthermore, local authorities, public institutions and private individuals will be supported in their efforts to preserve forests or Other Effective Area-based Conservation Measures (OECM). This includes the creation of voluntary nature reserves and ecological corridors between protected areas and other natural or semi-natural areas. While the activities in favour of the reinforcement of ecological connectivity are limited to the Bossématié region, assistance to OIPR will be provided in all project regions. The service provider will also implement output 3 "Agroecological innovations and agroforestry" in the Bossématié region. In order to establish agroecological production systems, it will first provide technical support to local communities in identifying and developing agroecological production sites. Thereafter, the service provider will design and implement an extensive program of awareness-raising and technical and organizational capacity-building to launch agroeco-logical production in these selected sites and to promote agroecological processing. Emphasis will be placed on the interests of women and women's cooperatives. The contracting party will also support the development of agroforestry in rural communities in the Bossématié area. By responding to the need for reforestation, agroforestry rehabilitation of riverbanks, income diversification, improved soil fertility and zero deforestation cocoa farming, this package will build the technical capacity of farmers and local service providers in terms of agroforestry innovations. Contributing to output 4, the service provider will strengthen the capacities of regional and national actors in terms of biodiversity protection. In collaboration with relevant state entities, it will provide specialised expertise to communities and forest or reserve managers to help them leverage biodiversity and climate finance mechanisms such as payments for ecosystem services (PES), carbon markets or the Green Climate Fund. To do so, the feasibility of PES projets is evaluated and technical guidance is provided to project owners throughout all stages of project development, up to the finalisation of financing agreements. Furthermore, the service provider will assist relevant state institutions to implement and monitor the NDCs in the AFOLU sector and to further operationnalize the existing agroforestry MRV system, including the dissemination of emission reduction results on the dedicated platform.

Objective of this assignment: The implementation of 10 measures from the implementation programmes of the RBM and District Ganga Plans has begun, of which at least 2 will need to be with a climate focus, 2 with a gender focus and 1 with a climate and gender focus. This will be done through: - By enabling river basin management (RBM) and district Ganga committees (DGCs) to steer the development and implementation of measures - By ensuring coordination between actors responsible for specific measures at the basin as well as districts Tasks of this assignment: Through this tender GIZ seeks bids from the suitable firms to provide services towards prioritization and adoption of measures from the Ramganga Basin Management Plan, Udham Singh Nagar District Ganga Plan and Shahjahanpur District Ganga Plan. The decision making and facilitation of adoption of measures will be done by the respective stakeholder committees that are set-up as a formalized structure for the basin/ district management. The contractor shall technically support GIZ project team to bring in the European experiences towards facilitating adoption and implementation of ten selected measures.
