Ausschreibungsbeschreibung
The University of Turku / Turku Bioscience Centre intends to procure an upgrade to an existing widefield microscope. The purchase is funded by Research Council of Finland, FIRI-grant 26081267. The existing Nikon Ti2-based microscope system was originally purchased following an EU-wide tendering process: HILMA 2016-0016596, TED 2016/S 120-212960. The current procurement concerns a technical upgrade to this existing microscope platform, not the purchase of a new standalone system. The intended Nikon iLas2 upgrade will provide the additional functionalities required to expand the existing microscope into a system capable of advanced TIRF imaging, FRAP, and photomanipulation. These capabilities are essential for the planned smart microscopy workflows at the Turku Bioscience Centre Microscopy Facility. The key technical requirement is that the upgrade must be seamlessly integrated into the existing Nikon Eclipse Ti2 microscope and controlled through Nikon NIS-Elements software. This integration is essential because the microscope is used for automated and adaptive imaging workflows based on NIS-Elements JOBS. The planned smart microscopy pipelines require coordinated control of the microscope hardware, TIRF illumination angle, laser lines, photomanipulation/FRAP module, camera acquisition, filter wheels, and existing data acquisition hardware within a single software environment. Alternative systems that are not fully integrated into Nikon NIS-Elements, or that are not fully compatible with NIS-Elements JOBS, would not meet the technical requirements of the procurement. Such alternatives would compromise the ability to run automated smart microscopy workflows in TIRF mode and would create incompatibilities with the existing microscope platform, software environment, and established imaging pipelines. Therefore, replacing the intended Nikon upgrade with components from another manufacturer or supplier would not constitute a reasonable substitute solution. BergmanLabora AB is the sole representative of Nikon Europe B.V. in Finland, and as such is the only distributor with the right to distribute, market and sell Nikon microscopes within the jurisdiction of Finland. There are no other parties appointed by Nikon or otherwise authorized to sell Nikon microscopes in this territory. As such, BergmanLabora AB is also the only distributor authorized to deliver said upgrade in Finland. According to the Act on Public Procurement and Concession Contracts (1397/2016) section 40 when only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusive right, provided also that there are no reasonable alternatives or substitute solutions and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement, the contract may be awarded only to a particular supplier, contracting authorities may award public contracts by a direct award. Prior to making decision the contracting authority has inspected the relevant markets and available products and after careful consideration found its' conclusion grounded.

System for cost estimation, financial management and uncertainty management in road projects.
The Norwegian Public Roads Administration would like to carry out a market survey to map which tenderers offer systems for financial management in road projects. There is a need for IT system support for areas such as cost estimation, financial project management and follow-up, uncertainty management and price bank (experience prices used for estimating future projects). The objective of the survey is to gain better insight into what systems are available in the market, how these are technically and functionally designed and which delivery models are offered. It is particularly interesting to examine if there are systems that support several or all of the above mentioned areas in one and the same system. Furthermore, we would like information on whether systems that only cover one or some of the areas can be further developed or configured so that several of the areas can be delivered in one system that safeguards all or most of the value chain. The market survey shall form the basis for any new procurement, and contribute to the Norwegian Public Roads Administration designing a competition that is well adapted to the market and at the same time cover the identified needs in an efficient and future-oriented manner.

Scope system with rack and scope for Sykehuset i Vestfold HF
The procurement will be carried out as a direct procurement in accordance with the procurement regulations § 13-4 first section, letter b, no. 2. The equipment subject to procurement must be from Olympus Norway AS in order to function with the existing system from Olympus Norway AS. The competition is therefore "impossible for technical reasons" as this applies to equipment that only Olympus Norway AS can deliver. Delivery of the mentioned equipment from another supplier than Olympus Norway AS will mean that it is not possible to continue the existing system as mentioned above. This will require a complete replacement of the remaining system. Therefore there are no reasonable alternatives and the terms in accordance with § 13-4 first section letter b, no. 2 are fulfilled. The deadline for objections is 10 days from the tender notice.

Nitrogen purification installations, engineering design services.
The competition is for the delivery of complete engineering design services for nitrogen purification at sewage treatment plants and complete detailed regulation. The procurement ́s value is estimated to: Above the EEA threshold value. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary conditions. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. Apprentices: The contracting authority has assessed the procurement against the apprenticeship regulations, cf. the Procurement Act § 7 and concluded that there are no requirements for apprentices in this procurement, as the main elements of the contract do not include work where it is relevant to use labour with vocational certificates of apprenticeship or craft, subsidised that it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to possess. Cf. the apprentice regulations §6 (3) and (4).
